1. 2025 REVALUATION IS UNDERWAY:
2025 Revaluation Timeline for Residential and Commercial Properties
January-June: Inspections of properties (Residential & Commercial)
Note: Residential inspections take place at the request of property
owners.
Late March: Income/Expense Forms mailed out (Commercial)
April-August: Input Data, Refine Values, Consulting with DOR on Proposed
Values, Complete Inspections (Residential & Commercial)
September: Notices of Assessment mailed out if assessed value changed from
previous year (2024 values) (Residential & Commercial)
October: Open Book and Board of Review (Residential & Commercial)
Commercial Property Inspections
The City of Oshkosh has begun inspecting all commercial properties as part of the City-wide
revaluation for 2025. The City has contracted with Associated Appraisal Consultants, Inc.
(AAC) to conduct the commercial property inspections and to perform all assessment work
for commercial properties in 2025. To make an accurate assessment, it is necessary for AAC
staff to conduct an onsite inspection of all taxable commercial properties in the city. The
inspections will include new exterior photos and measurements, and may require an interior
viewing of the buildings. Commercial property inspections are beginning immediately and
will continue through the end of June.
The Assessor’s Office will be mailing questionnaires to the owners of leased commercial
properties, requesting rental income and operating expenses for assessment
purposes. Pursuant to City Ordinance, the information supplied on the form is confidential
and is not available for public inspection or open records requests. Property owners are not
required to provide the requested information. However, this information will assist the
Assessor’s Office in determining a valuation of a property based on the income
approach. This mailing is expected to take place around the end of March, with a return due
date of late April.

2. UPDATE ON PARKING MANAGEMENT TRANSFORMATION: Council and staff have
heard requests from the public to simplify and modernize parking management in the City.
In response, the City is taking a major step forward by partnering with Passport, a
technology leader in parking management, including payment and compliance. By adopting
Passport’s innovative platform, the City aims to streamline its parking permit and
enforcement systems, creating a more efficient and user-friendly experience for all.
Through Passport’s secure online system, users can easily apply for, purchase, and manage
their parking permits digitally, eliminating the need for in-person visits and paper-based
systems. The system will provide residents a more seamless experience when navigating the
City’s parking network. The City will also gain access to robust tools, which will allow for
greater efficiency and management.
The City is getting closer to launching this system. There are a number of ordinances that
need to be updated before the system can be fully launched. Staff is working on making those
updates and plans to bring the ordinance changes to the March 11th Transportation
Committee meeting for a review and recommendation. Following the Transportation
Committee review, the ordinance changes will be presented to Council at the March 25th
meeting for the first reading, and the April 8th meeting for potential adoption, with a goal of
implementing Passport’s permit and enforcement systems by the end of April. If you have
