Follow-up on request to evaluate public parking options for short-term guests at Day By Day Warming Shelter As a follow-up to the citizen statement at the last committee meeting, I investigated this concern further. Day by Day has a private parking lot behind the building. I am assuming this is not an option? I checked with both the Parks and Police departments, and discovered parking in a parks or city public parking lot are not viable options. Overnight parking is prohibited in these lots without a permit or lease in an approved parking stall. There have been issues in this Leach Parking lot area in the past. Therefore; city departments do not support allowing this overnight parking in the Leach or other city owned parking lots. The best option for Day by Day guests is parking in a private lot and/or obtaining short-term permission or a permit for on-street parking where allowed. The police department said they can help with any conflicts that may arise with legally parked vehicles within the area near the shelter. New Business 2. Approval of updates to Chapter 27 of the municipal code related to parking. Council and staff have heard requests from the public to simplify and modernize parking management. In response, the city is taking a major step forward by partnering with Passport, a technology leader in parking management including payment and compliance. By adopting Passport’s innovative platform, the city aims to streamline its’ parking permit and enforcement systems, creating a more efficient and user-friendly experience for all. Through Passport’s secure online system, users can easily apply for, purchase and manage their parking permits digitally, eliminating the need for in-person visits and paper-based systems. The system will provide residents a more seamless experience when navigating the city’s parking network. The city will also gain access to robust tools which will allow for greater efficiency and management. The new system will integrate license plate readers for parking enforcement as well. The city is getting closer to launching this new system. In conjunction with this software launch, there are many updates in the city’s municipal code regarding parking management and enforcement that need to be updated. This is a good opportunity to delete obsolete areas (references to parking meters for example) and update Transportation Committee Staff Report March 11, 2025 the code to reference the web and mobile based parking management. More information including possibly a red-line version of the old ordinances and a clean copy with the recommended changes will be emailed before the meeting upon completion of the edits. We are also evaluating if/which on-street parking areas UWO should be allowed to enforce. I recommend approval of these ordinance changes. Staff Statements ❖ Ridership Update ❖ Update on paratransit service hours – The city council has approved the hours that the committee recommended. Effective April 1, 2025, paratransit hours will be 6 a.m. to 10 p.m. Monday through Saturday and 7 a.m. to 3 p.m. Sunday. We are working on educating stakeholders. Future Agenda Items Adjournment
