The City of Oshkosh Department of Community Development requests the deletion of Officially
Mapped Progress Drive located from its existing south end to Vinland Street.
Applicable Ordinance Provisions:
Section 30-440: Official Map, City of Oshkosh Municipal Code. Section 62.23(6) of the Wisconsin
Statutes outlines Official Map uses and procedures.

BACKGROUND INFORMATION/ANALYSIS
In 2003, the City hired a consultant to prepare a master plan for the Northwest Industrial Park
Expansion Area. The plan included a new street (Progress Drive) beginning from West Fernau
Avenue, heading south, then east, connecting to Vinland Street. Existing Progress Drive was
dedicated to the public in 2004 via Certified Survey Map (5614). The dedication created a 66-foot
wide right-of way, beginning at the south line of West Fernau Avenue then heading south 595

feet. The City officially mapped the
connection to Vinland Street in 2008 to
ensure this connection could be made
since the property was under private
ownership. Official mapping is a tool
municipalities use to preserve land, in
this case, for future street dedication
and construction. Officially mapped
areas cannot be developed and are
treated the same as right-of-way in
regard to setback requirements from
the officially mapped area.
In 2009, the City purchased the four
lots containing 38 acres which
encompasses the officially mapped
area. Recently, the City was
approached by a developer to
purchase the lot directly south of
existing Progress Drive and north of
the rail line. The developer indicated
the entire lot would be utilized for its
new facility. This means the extension
of Progress Drive to Vinland Street will
no longer be needed. The City is now
requesting the deletion of the official
mapping to remove this hinderance
from the property which would affect
development of the site.
There is still the possibility of a street
being constructed west of Vinland
Street, south of the rail spur. Having a
street officially mapped is now a moot point since the City owns the land and controls how it will
be developed. If a new development or developments are proposed requiring the subdividing of
lots and new street construction, the City can accommodate as necessary.
RECOMMENDATION/CONDITIONS
Staff recommends approval for the deletion of Officially Mapped Progress Drive as requested.
