ITEM I-A: RELEASE TEMPORARY CUL-DE-SAC EASEMENT AT 3110 PROGRESS
DRIVE
GENERAL INFORMATION
Applicant: City of Oshkosh Department of Public Works
Owner: Powergrid Solutions, LLC
Actions Requested:
The City of Oshkosh Department of Public Works is requesting the release of a temporary cul-
de-sac easement located at 3110 Progress Drive.
Applicable Ordinance Provisions: N/A
Property Location and Background Information:
The subject property is located at the southeast
corner of West Fernau Avenue and Progress Drive
in the Northwest Industrial Park. The site is
developed with a 66,000 square foot manufacturing
facility constructed in 2005.
Progress Drive was dedicated to the public in 2004
via Certified Survey Map (5614) from West Fernau
Avenue south to the south line of the subject
property. It was identified in 2003’s Northwest
Industrial Park’s Master Plan that Progress Drive
would continue south and east and connect to
Vinland Street.
Progress Drive was constructed and paved
approximately two-thirds its length in 2009. With it
being a dead-end street, a temporary cul-de-sac was
needed to serve as a turnaround for larger vehicles. A cul-de-sac bulb cannot fit within a 66-foot
right-of-way so in 2006, the City was granted an easement to allow a portion of the cul-de-sac’s
construction be located on the subject property. The easement is a 50-foot radius, 2,362 square
foot semi-circle located on the east side of Progress Drive approximately 340 feet south of West
Fernau Avenue. The easement was meant to be in place until Progress Drive was extended to
Vinland Street. At that time the bulb would be removed and the easement to the City released.

Analysis:
The City has since purchased lands to
the south where Progress Drive would
connect to Vinland Street. However, the
City has been approached by a
developer to purchase the entire lot
directly south of the subject site. The
developer indicated the entire lot would
be utilized for its facility. This means the
extension of Progress Drive to Vinland
Street will no longer be needed. The
buyer has also requested that Progress
Drive be paved further south to their
property for driveway access which the
developer will fund. With the pavement extension, the temporary cul-de-sac bulb can be
removed and the easement to the City can be released.
A new cul-de-sac will be constructed at the south end of dedicated Progress Drive. Again,
insufficient area is available for construction of the bulb. However, additional right-of-way will
be dedicated to the public to allow its construction off private property (Plan Commission Item
III, March 4, 2025).
The Department of Public Works is coordinating with the City Attorney’s office to prepare
necessary documents to release the easement. The Common Council will consider the release at
its March 11, 2025 meeting. Final signed documents will be recorded at the Winnebago County
Register of Deeds.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the release of the temporary cul-de-sac easement at 3110 Progress
Drive as proposed.
