PROGRESS DRIVE)
GENERAL INFORMATION
Applicant: City of Oshkosh Department of Public Works
Owner: Powergrid Solutions, LLC
Action Requested: The City of Oshkosh Department of Public Works requests the right-of-way
dedication of a cul-de-sac bulb at the easterly southern terminus of Progress Drive.
Applicable Ordinance Provisions: Street dedication criteria is located in Section 30-441 of the
City’s Subdivision Regulations.

BACKGROUND INFORMATION/ANALYSIS
The subject property is located at the southeast
corner of West Fernau Avenue and Progress
Drive in the Northwest Industrial Park. The
site is developed with a 66,000 square foot
manufacturing facility constructed in 2005.
In 2003, the City hired a consultant to prepare
a master plan for the Northwest Industrial
Park Expansion Area. The plan included a
new street (Progress Drive) beginning from
West Fernau Avenue, heading south, then
east, connecting to Vinland Street. The City
dedicated a 595-foot section of Progress Drive
south of West Fernau Avenue followed by

City.
The City’s subdivision
regulations require cul-de-
sac bulbs serving as a vehicle turnaround at the ends of dead-end streets, or temporary bulbs
for streets that will be extended over time. When Progress Drive was extended to Vinland
Street, the bulb would be abandoned and the easement released.
The City acquired the land south of existing Progress Drive in 2009, with the thought the
connection to Vinland Street would be made. However, the City was recently approached by a
developer to purchase the lot directly south of existing Progress Drive, north of the rail line.
The developer indicated the entire lot would be utilized for its new facility. This means the
extension of Progress Drive to Vinland Street will no longer be a possibility.
The prospective buyer has requested that Progress Drive be paved further south to their
property for driveway access. With the pavement extension, the temporary cul-de-sac bulb can
be removed and the easement to the City released (Plan Commission Item I-A, March 4, 2025).
A new cul-de-sac will be constructed at the south end of dedicated Progress Drive. Insufficient
area is available within the current 66-foot wide right-of-way for its construction. The City
approached the owner of 3110 Progress Drive to see if he would be willing to dedicate right-of-
way to the City for the bulb’s construction upon which he agreed.
The proposed right-of-way dedication will be similar in shape and size as the easement for the
temporary bulb to the north. The dedication will be a 50’ radius semi-circle, 2,930 square feet in
area.
The dedication is included on a draft Certified Survey Map (CSM) under review by staff. Once
City staff approves the CSM it will be recorded at the Winnebago County Register of Deeds.
The dedication will become official upon approval by the Common Council.
RECOMMENDATION/CONDITIONS
Staff recommends acceptance of the right-of-way dedication for Progress Drive as proposed.
