Old Business
1. A request and follow-up on Paratransit Service Hours
The committee discussed this issue at the Nov. 12th meeting. Since that meeting, staff has met
with the County’s Disability and Resource Center board and a focus group of paratransit users. At
the November meeting, we heard from a number of users that were concerned with losing service
to get to and from church as well as some concern over losing early evening hours. The committee
asked staff to consider these issues.
After meeting with the aforementioned group, staff is recommending a compromise that we
believe will meet the vast majority of our users’ needs and help make this service more
manageable. The goal is to improve our level of service and make it more desirable in order in
order to attract and retain high quality drivers and encourage competition. Changing hours will
also reduce some costs. Staff is recommending paratransit service be offered from 6 a.m. to 10 p.m.
Monday through Saturday and 7 a.m. to 3 p.m. on Sunday. This is still well beyond what any
other transit agency offers throughout the state of Wisconsin. As we discussed previously, almost
all transit agencies match paratransit hours to fixed route per the federal law requirement. Very
few if any go above and beyond that expectation.
Staff recommends offering paratransit service from 6 a.m. to 10 p.m. Monday through Saturday
and Sunday from 7 a.m. to 3 p.m.
New Business
2. A request for a recommendation on the layout of Bowen Street in the area of the
intersection of Mill Street and Waugoo Avenue. Specifically, dead ending Mill Street at
Waugoo Avenue.
The committee may remember that AECOMM presented the proposed layout of Bowen Street
from the Otter Avenue to East Parkway Avenue in January of 2024. AECOMM is now completing
the 60% plans. AECOMM will be presenting specifically on the design in the area of the
aforementioned intersection. There are issues in this area with crashes and visibility that can be
improved with a new layout. There are very limited vehicles using the “cut-through” on Mill

Street. Outreach has been attempted with the affected property owners. We are looking for a
recommendation on this area to go along with the committee’s previous recommendations on this
street layout.
Staff recommends approval of AECOMM”s recommendation to dead end Mill Street at Waugoo
Avenue.

❖ Updated on Pedestrian Mall ordinance – adding the Algoma Art alley and updating the
ordinance. The other pedestrian malls are on Elmwood Avenue by the University and the
alley area adjacent to the 400 east parking lot. This is under the Plan Commission’s purview
but I wanted to keep you informed.
