Kueny Architects, LLC is a full service Architectural & Engineering firm located in southeastern Wisconsin.
Founded in 1959 by local architect Robert M. Kueny. Kueny Architects has experience in a wide range of building
types. Recently marking its 65th year, the firm has completed over four million square feet of Government Projects

Government Municipal Facilities are our specialty; it’s what we are known for and what we do well. It has driven our
talented team of Architects and Consultants to establish lifelong relationships with municipal clients across the Midwest.
Our Building Design Team has been working together for over 34 years using the latest design innovations in the industry.
(1) Quality Assurance
Our last project is the beginning of our Quality Control Process for the next project. All members
on the team are alert to all aspects of the design and know when to ask questions about other
team members’ work, giving each project many internal reviews of the entire design project.
(2) Budget Control and Lower Architectural/Engineering Design Fees
For major public building projects, cost control is paramount. Budget control is achieved during
multiple stages in a project. During the design phase, it is important to scrutinize elements of the
building with an eye on cost-benefit. We help our clients prioritize wants and needs to fit within
the project budget. We will consider both short-term costs and long-term maintenance and life
cycle costs. During the construction documents phase, our team works together to eliminate
scope gaps between disciplines and follow through on the design intent accepted by the
client.
Typically, our design and facility assessment costs are on the lower end of the scale, with absolutely no sacrifice in
experience and skill. Secondly, our buildings are less costly to construct for a very high level of quality. Our facilities
typically cost 10% - 20% less for first class buildings. Based on our experiences, we are confident we can arrive at a design
with a substantially lower cost per square foot than any of our competitors.
(3) Our projects are completed with less than 1% in Change Orders
The fact that our projects are typically completed with less than 1% in change orders indicates the success of our upfront
planning and understanding with all parties. It also reflects the accuracy and detail in our drawings and specifications
and the success of our construction oversight. All members on the team are alert to all aspects of the design and know
when to ask questions of other team member’s work, giving each project many internal reviews of the entire design
package.

Waukesha County Courthouse Remodel – 2021-2026
Project: Waukesha County recently completed Step 1 of a major courthouse
expansion and renovation project. Step 1 is a four-story courts tower
addition which was constructed south of the existing courthouse.
In Step 2, the project included full remodeling of the existing 1959
courthouse. The remodeled courthouse will include seven courtroom
suites, clerk of courts offices, district attorney offices, circuit court
services, sheriff support areas, juvenile and family courts, information
technology, and county board. The project will also include a new
combined secure entry for the courthouse and administration
building.
Currently, large departments are spread throughout the courthouse
on multiple floors. The juvenile courts and sheriff departments are in
a nearby building. The remodeling will allow these departments to
be in a single contiguous space improving customer service. The
new design will incorporate 3-layer security where public, staff, and
in-custody persons are separated.
The design process will be completed in 2022 with a multiple phased
construction sequence through 2026.

5) Design Experience - Relevant Municipal Projects

Village of Weston – Municipal Center
Project: The initial objective was to assess current and future spatial conditions of four operations at four locations throughout the Village. The Village expects significant
growth to occur over the next 25 years and needs an existing facility plan to accommodate the growth.
The new Municipal Center and its departments included Planning & Zoning,
Treasurer, Finance, Clerk of Courts, Building Inspections, Vehicle
Maintenance and Vehicle Storage along with other various departments.
Facilities reviewed included the Municipal/Village Hall, Safety Building, Parks
& Recreation and Landfill.
We also conducted a structural analysis and engineering inspection
of mechanicals, electrical and plumbing (MEP) of the two primary
buildings. The deliverable was a report detailing the necessary spatial
requirements, (MEP) and site improvements needed over the next
25 years. The report recommended minor improvements at the Safety
building and that a new Municipal Center should be built. The Safety
Building renovations were completed in 2020. Kueny Architects was selected
to continue our services contract for the design and construction of the new
facility. The design was completed and bid in early 2021 with construction
completed in 2022.

Kenosha County – Long-term Client Relationship – 1990 to Present
Long-term client relationships are important to us. One such client has been Kenosha County. The county calls our office whenever they
have a need for design services on a project, large or small. For all project experience listed here, Kueny Architects has b een 100%
involved and Jon Wallenkamp has been the project lead.
Kenosha County Courthouse Remodel – 1997 - Present
Kenosha County has been a valued client of Kueny Architects for
many years. Of the numerous projects done for the county, several
have been completed in the 1923 Historic Courthouse.

Remodeled the existing space in the building to improve access
and security for the juvenile intake office.

Remodeled the circuit court branch including courtroom, jury room,
conference room, and judge’s chambers.

Other KC Courthouse Projects:
• Remodeled most of the courthouse in the late 1990s including
the clerk’s offices, jury assembly room, and remodeled the
public historic corridors to improve lighting.
• Added an ADA access ramp to the front of the building to
allow a single access point for enhanced security screening.
The historic building officials approved the ramp.

Kenosha County Administration Building
When the old Union Club, which is located across the street from the Courthouse, was remodeled into the County administration
building, Kueny Architects functioned as the Owner’s Representative for the County. More recently, our firm has remodeled the
County executive office suite, and modified the public service counters to harden them against intrusion.
Kenosha County Job Center – 2000
The project included facilities assessments, master planning, programming, and renovation of an existing
125,000 square foot office building. About 250 Kenosha County employees utilized the existing building.
The result was the consolidation of six departments, including the Health and Human Services Eastern
County Office, with a total staff of about 450 employees. This project allowed for multiple sites to be
combined in a single point of service.
The project was done in three phases by moving staff into finished areas as they became available. It
was essential to maintain existing services during the construction process. Part of the process involved
the excavation of an old movie theater and creation of a two-story office area. Kueny Architects worked
with County vendors for furniture, integrating 150 - 200 existing workstations into the final design.
Kenosha County Molinaro Building – 1998
The project included facility assessment, master planning, programming, and renovation of the former jail
for use by the Kenosha County District Attorney’s Office. For this project, the entire building was
remodeled and brought up to current standards. The building houses the entire DA staff including the
District Attorney and twelve assistants. The first floor is also utilized for juvenile intake and a remote office
for the Facilities Department. The renovated tunnel and jail connections allow prisoner s to be transferred
from the Pre Trial / Jail directly to the Courthouse without going outside. A bulk filing unit for the entire
court system was also installed.
Kenosha County, Wisconsin – Kenosha County Center - 1993
Project: Vehicle storage and maintenance for 90+ vehicles, public works, planning
& zoning, human service & university extension offices. Hearing room and public
areas. This building, nearing its 30th year, has performed extremely well. With the
changing demographics in Kenosha County, it was possible to remodel the original
planning and zoning office into a shared space with the university extension.
Currently, Kueny Architects is remodeling the for mer extension space into a sheriff
substation.

Village of Twin Lakes – Village Hall – 2021
Project: New Village Hall replacing the old, undersized building across the
street. New facility includes village offices and board room on the upper
level. The lower level has a large community hall, kitchen, and restrooms.
The project is currently under construction.

Project Understanding
Over the last 8 years the City of Oshkosh and its General Services Division (GSD) have solicited and reviewed several
facility assessment and space need projects on most of its facilities, specifically:
• 2017 Facility Condition Assessment Report conducted by Boldt and Company
• 2018 City Hall Space Needs Assessment Report conducted by FGM.
• 2021Facility Condition Assessment Report prepared in-house by GSD.
From the data, the City and GSD have a solid understanding of the needed improvements and priority rankings for nearly
all of its (38) facilities. Confirming the necessary CIP requirements for these facilities is the basis for Project 1. Project 2
consists of performing a space needs analysis of City Hall, expanding upon the 2018 FGM Report, its short and long-term
needs and costs associated with updating the existing 4 story, 48,000 square foot facility as option 1, renovating another
building site as option 2 and a proposed new site as option 3.
Project 1 – Facilities Assessment Study
We understand the City of Oshkosh is seeking a qualified facilities assessment and architectural planning firm to provide a
high-level condition review of its (38) facilities located around the City. Using GSD’s 2021 Assessment Report as a guide,
our Team will review the systems of each facility i.e., mechanical, electrical, plumbing, accessibility, roof, building interiors
and site. Upon assessment completion, we will provide updated short and long-term budgetary and priority
recommendations which will assist the City in preparing its multi-year Capital Improvement Plan (CIP).

Project 2 – City Hall Space Needs Analysis
For Project 2, our Team will provide a comprehensive space needs analysis, conceptual plans, and cost estimates to
create approximately 3,000 square feet of additional operating space for the City Hall. This may include extensive
renovation or reconfiguration of existing spaces. Besides creating additional space, other needs were cited in FGM’s
report and require review i.e., mechanical issues, window replacement, accessibility, and increased security upgrades.
The goal of the City Hall project is to perform a space needs analysis of City Hall, expanding upon the 2018 FGM Report,
its short and long-term needs and costs associated with updating the existing 4 story, 48,000 square foot facility as option
1, renovating another building site as option 2 and a proposed new site as option 3.
Facility needs include specifically:
Project 1 – Facilities Condition Assessment Report Update
• Using an assessment ranking of 1-5, recognize the most immediate needs from the 2021 study to
recommend findings of the short term 0-5 year and long term 5–10-year CIP.
• Document needed improvements along with cost estimates.
Project 2 – City Hall Space Needs Analysis
• Review existing space needs and staffing levels with staff.
• Present multiple scenarios of proposed spaces along with cost scenarios for options 1, 2 and 3.
Project Approach
Our approach to Project 1 is made up of the following tasks, specifically:
Project 1 – Facilities Condition Assessment Report
The intended goal of this Project 1 is to review the conditions of each of the facility systems then, prioritize and provide the
necessary replacement schedule and cost estimates. Our tasks are listed below, specifically:
1. Kick-off meeting, set project scope and schedule and establish agenda for meetings.
2. Review past study efforts and prioritize needs according to (GSD) 2021 past 1-5 assessment rankings.

3. Once reviewed, conduct a cursory field analysis of each facility’s systems i.e., mechanical, electrical, plumbing,
(MEP), past and projected maintenance and replacement needs, security, ADA compliance and possible
structural analysis.
4. Compare year 2021 GSD recommendations with 2024 field observations and formulate current capital
improvement measures and implementation schedule via a worksheet format.
5. As an initial draft, present worksheet recommendations as a 0–5-year short term and 5–10-year long CIP plan to
GSD.
6. Upon review by GSD, incorporate findings and provide an estimate of the short- and long-term costs.
7. City/GSD deliverable includes a narrative on system conditions, recommended repairs, and cost estimates over a
0–10-year plan.
Project 2 – City Hall Space Needs Analysis, Concept Design & Probable Cost
The intended goal of Project 2 is to expand upon the 2018 FGM Report and assess the current and future spatial needs of
City Hall and develop conceptual plans and cost estimates for Options 1, 2 and 3. Our tasks are listed below, specifically:
8. Kick-off meeting, set project scope and schedule and establish agenda for meetings.
9. Review City documents including present FTE and PTE staff, preferred adjacencies, and future staff requirements 20
years out.
10. Conduct interviews with departmental staff to determine current and future space needs for all departments.
11. Review public contact and control measures along with security, and accessibility.
12. Verify the existing areas of each room and document findings in a spatial worksheet format. Current and proposed
future spaces will be circulated to key staff for review and comment.
13. Determine the necessary renovations and possible reconfiguration of walls to achieve additional space within the
existing footprint.
14. Once all the data has been gathered, Kueny Architects will submit various layouts for review. Plans will be
reviewed with key staff and refined into one preferred option.
15. Update cost estimate and refine spatial worksheet with staff.
16. Upon selecting a preferred option with revised costs, the facility and proposed plan will continue to be refined.
17. Conduct a cursory analysis of mechanical, electrical, and plumbing (MEP) conditions.
18. Model the schematic design into a 3-D computer model. This software can generate plans, renderings, and
animations for greater understanding of the final project.
19. Present anticipated project timeline for review. Select final design solution and estimated costs.
Deliverable:
• AutoCAD/Revit files of proposed options and selected plan.
• Summary of Interview results in (excel spatial worksheet format).
• Cost Analysis of the alternatives developed.
