1. STUDENTS LEARN ABOUT SOLVING CRIMES: Detective Chee Vang visited all 2nd
grade classrooms throughout the Oshkosh Area School District to teach young students how
to become crime solvers! CER (Claims, Evidence, Reasoning) in the classroom is a method
used to teach students how to develop critical thinking and communication skills:
Claim=A statement that answers a question;
Evidence=Data, observations, or facts that support the claim;
Reasoning=An explanation that links the evidence to the claim.
A mock crime scene was set up to give the students an opportunity to put CER to the test! It
was a great time and learning experience for all.
2. OPD HAPPENINGS: Amy Xiong recently joined the Oshkosh Police Department as a new
Clerical Assistant. Congratulations and welcome to the OPD Team, Amy!
• Amy Xiong currently resides in Appleton, Wisconsin. She is a 2022 graduate of the
University of Wisconsin-Oshkosh where she earned a Bachelor of Science degree in
Human Services Leadership. Amy is currently enrolled at Fox Valley Technical
College, obtaining an Associate degree in Accounting. In addition to becoming a
Clerical Assistant, Amy is employed with Care Pros Home Care as a personal care
worker.

4. GET INVOLVED IN A BOARD OR COMMISSION: If you are interested in serving your
community, please consider becoming a member of one of the City’s citizen advisory boards,
commissions, or committees. There are current openings on the following boards and
commissions:
BID Board
Board of Review
Board of Zoning Appeals
Diversity, Equity, and Inclusion (DEI) Committee
Landmarks Commission
Long Range Finance Committee
Plan Commission
Sustainability Advisory Board

5. AGENDAS AND MINUTES FOR BOARDS AND COMMISSIONS: Upcoming board
and commission meeting agendas can be found on our Meeting Notices web page. All
meeting minutes are uploaded to the City’s page for boards and commissions upon
approval.
6. LOOKING AHEAD: The meetings I have scheduled for the week of December 9th include:
on Monday at 4:30, I will attend the Greater Oshkosh Economic Development Corporation’s
Year End Event. On Thursday, Mayor Mugerauer and I will be participating in the quarterly
meeting of the League of Wisconsin Municipalities’ Urban Alliance, which will take place
here in Oshkosh. Police Chief Smith and I will be making a presentation to the group on the
OPD’s behavioral health officer outreach program. If you have any questions about my
