Seasonal restrictions Follow what the city of Neenah has. It’s a pain to call in or go online if you need to request overnight parking. Limiting to 3 times per month per address is also dumb. We have different work schedules. Allow overnight parking at all times unless under necessary for snow removal. Allow cars to park on the street. If there is a snow emergency then have signs posted that if there is more than 2 inches expected then cars have to be moved restrict overnight parking during garbage pickup or during snow removal, not every single night. Winter parking restrictions for plowing. Otherwise odd/even days alternating side of streets It should be gone, the only service it actually does anything for is plowing and even then the city only plows main roads during that time period anyway. Where there is an inconvenience for street parking make those areas no parking areas! Seasonal rules so that winter plowing is the priority. Allow for parking on odds and even sides without permission. I think it should only apply to nights it snows 1 or more inches. On weather nights impose a restriction but allow residents with children of driving age and multiple vehicles to park in the street overnight ALL YEAR. My road currently allows only May through October and it’s a MAJOR inconvenience for my family with 5 cars. overnight parking allowed with alternate side for snow removal only Efficient snow clearing is a good reason to restrict parking, but the restriction should be in effect only in winter. I don't recall hearing street cleaners come by during the night. Parking allowed on certain streets, perhaps alternating. You can’t just ban parking. That’s sick. Make monthly permit free if you need to limit his many per block Seasonal or scheduled restrictions similar to waste management schedule Restrictions in extreme situations. Snow Emergency for example Seasonal and daily restrictions. -No parking tuesday nights for street sweeping for example. Just snow emergency regulations. Only have restrictions during snow event. 24 hour on street parking with NO permit. Seasonal alternate side parking... Or yearly alternate side parking if seasonal isn't good enough. Should Only be from the first snowfall until April 1st. If there is not snow on the ground, there should not be restrictions. I understand the restrictions for snow plows, but garbage truck do not operate between 2-5 in residential neighborhoods as far as I'm aware. Therefore, why would being on the street between these hours impact anything? Not to have to pay on streets we already pay taxes on. If u park on the correct side of the road for that nite you shouldn't need a permit! No restrictions from 4/1 to 11/1. Cars should be removed in the event of a snow storm. Nightly even or odd would work as well. Restrictions should be seasonal and the night before garbage removal. Seasonal If I can't park in front of my own house due to parking restrictions, then the city should not be able to charge me an assessment for street maintenance and updates, since I am unable to use said street on my property. 2am to 6am Designated overnight parking areas Na no parking over night oct to march. I believe we should have restrictions if there is snow on the ground. We are talking 3 hours. Most of us in my neighborhood go to bed way earlier and if there is no forecast of snow, I don't know why they can't spread out their car parking through those 3 hours. One of them tries to park 5 cars, temporarily. That's a lot for their 1 driveway. Seasonally Should only be in the winter time to allow for easier snow-plowing. Otherwise, overnight parking should otherwise be allowed spring/summer/fall. Seasonal alternate parking This only makes sense for snow plowing but even plowing rarely takes place between 2-5 am Allow on street parking, but require it to be on the odd even side as it currently is. Restrict only for snowplows. Only restrict for specific purpose such as snow event to enable slow plowing, or during EAA unless called in for temporary permit. Other times, sweeper/garbage collection does not pass through during current restriction times. Biggest impact is winter and plowing, so regulations should be in effect for major snowfalls most definitely but most other times I don’t believe there needed li the ban in residential areas. Street sweepers, garbage trucks, and plows never even come down my road during those times anyways. Seasonal and "snow emergency" parking. No parking for vehicles with expired/missing registration or inoperable vehicles (e.g. flat tires, missing parts, etc.) Special rules for events like snow or special events. Or make the permit free and not have rules where you need to switch sides of the street where you park. People should be able to park where they want and in front of their own homes. I don't have a solution but the city of Oshkosh is too restrictive with all of the rules they have. Allow street parking overnight, but not more than 24 hours. Having a snow policy such as 2 inches or more N/A Announce snow emergencies and implied restrictions in advance. Limit street parking to 1 vehicle per address. All other reasons can go away, including paying for passes and having restrictions outside those listed. Seasonal Should only be seasonal through the winter months. I suggest that the person should be allowed to park in front of their own home at all times- not switch to park in front of others homes- why should I lose parking in front of my house because of that part of the regulation Zero Parking Restrictions, city wide, 24/7/365 Only enforce seasonally in the winter. none Something needs to be done on the corner of W. Melvin and Jackson, since we have so many college students parking on the street. You can not turn onto Melvin because cars are parked on both sides and only 1 car can get through. I have lived on Melvin for 39 years. This is a hazard for those that live on our street to have students park on our street. The landlords should only rent to what the house has parking for. None Maybe alternate sides of the street for restrictions to allow parking, but also allow city operations Restrictions for the day of garbage pickup and during snow emergencies. Seasonal overnight parking and overnight parking allowed on days not for garbage pick up Implement overnight parking restrictions when weather interferes with snow removal. I believe they are only necessary during winter months when the plows are running. We should be able to park on side streets every night with the exception of overnight snowfall events. Just adopt the optional overnight parking rules without having to call in. Parking on different sides depending on odd and even dates. alternate side parking NA NA Alternate sides of street for parking all year and require off road parking to be halted during snow events Overnight parking on one side of the street based on house numbers I believe restriction times should be longer No restrictions in summer Depends on time of year Parking available year round with alternate side street parking (even addresses one night, odd addresses the next) I do think it is important for the street services to be able to clean the city streets of snow, debris and etc. I also feel some citizens would abuse it. Right now, we have a neighbor who has a business where he uses large trailers and utility equipment. They are parked in front of our home on a regular basis. Snowplows have to drive around them and therefore, our driveway has an abundance of snow to clean up due to our neighbor being inconsiderate of us. Not bad people, they just aren't considerate. Either more than 3 allowable instances per month or allowed to park overnight in front of the address the vehicle is registered to. No restrictions. Just park on opposite sides of the street every other night The restriction should only be during Winter when plows need to run. The only sensible restrictions for overnight parking are for snow plowing. Snow emergency "suggestions" can be broadcast for a snowstorm. If you don't move then you get plowed in. Improved signage on restrictions. Follow thru with restrictions. Cars SHOULD BE towed when snow operations are on going. Instead nothing happens!! Less cars No parking restrictions April - October I did not know I could buy an overnight parking permit to park in the street, my specific reason is that if you live in an older section of town as I do, the driveways are only single driveways, meaning that you are constantly shuffle cars around, I do believe that no cars should be parked in the road during winter so the plows can do their job, also there should be parking restrictions on garbage day so the garbage trucks don't have to weave their way around the cars. You can declare a snow emergency when needed requiring all cars off city streets. We are a 7 house dead-end cul de sac - we are in no one’s way. There could be an ordinance that cars can not be “parked” more than X number of days without being moved to eliminate a broken down car being le in a neighborhood. I just have no issues if one of my neighbors with a high school son has 5 friends over and then have hated them going out the next day & these kids being smart & staying at someone’s house all have parking tickets the next morning. It’s a silly restriction in the middle of summer for a one night visit. Seasonal makes sense as for snow plows and such to be easier to get through if needed. Other than that, writing tickets on cars parked on the street outside of a bars because they chose the smart path and didn't drive home makes absolutely zero sense. Protect and Serve doesn't mean write tickets for making smart decisions Enforce on alternate sides of the street. Park on side with odd numbered steet address on odd # dates of the month & reverse for even side. You could park on even sides of street on even days and odd side on odd days. Or, can park anywhere unless over 1” of snow Only during winter If there are specific city operations that need to take place i.e. garbage pickup it should be a designated area of the curtilage for no parking, that is only designated on the particular day it's needed. Snow removal could be seasonal parking rules. All other times there is no lawful need to restrict the free parking on public streets that we pay for with our taxes. Different options for different areas and street width Restrictions on the day of trash/recycling pick up. Posted signs should make this clear for residents and visitors alike. Winter restrictions or even just 'snow emergency' restrictions as needed. Maybe post signs that allow parking on just one side of a street (as opposed to both sides or switching sides based on the date). Restrictions during Snowstorms Only. Localized Temporary If doing snowbank removal from terraces. Narrow streets can alternate sides each week or something similar. "The City" has no business restricting parking in front of my property for my vehicles. alternate side parking; parking on only one side of the street; allow in a few areas of the city Parking restriction when it snows enough to be plowed Restrict only during winter Open 24 hours summer, close from Nov - May None Alternate sides of the street parking. Similar to Milwaukee Stop over regulating things I pay an astronomical amount of taxes for. The restrictions are in effect from 2 am to 5 am. Neither Garbage collection or Street Sweeping happen from 2-5 am. Seasonal restrictions for Snow Plowing is the only valid reason for parking restrictions -- excpet for some streets that are narrow enough to require alternate side parking year round. Summer, spring and fall Snow plowing is the only operation that happens during this time frame. Maybe only in effect when winter weather is possible? Our streets have not been plowed or cleaned 2am to 5am. Would propose parking on one side of the street to avoid restrictions to 2-way traffic. No restrictions other than even/ odd side of the street in winter. More leniency. Increase number of times citizen can use the street parking. Restrictions only for snow removal. I like that overnight parking passes can be bought - I did not know that. None I think it should be seasonal It's a fair question. Those that park on the street in our subdivision are aware of city operations and it's not been an issue but I can see how it would be on more populous streets. Shouldn’t get ticketed if you have a parking pass for apartment complex I depends on the area of the city. In my quiet neighborhood restrictions seem useless. 2-5 is a very random 3 hour period to recieve a ticket. If no overnight parking allowed make it actually overnight. However, on wide streets like Westhaven there’s no need for any restriction overnight, especially in the summer. Seasonal restriction would seem the best option. Seasonal only or opposite sides of street No overnight on residential streets, snow restrictions Seasonal no parking Common sense should tell you not to park on any streedt during the winter time. Clear it for snowplowing. Summer, how oen does the street sweeper come down your st. Not that oen Different neighborhoods have different needs because of land use: single family v multiple family housing, etc. Parking restrictions should take that into account. First of all, No garbage trucks, mail carriers or street cleaners operate during those hours and the snowplowing usually does not get to our street until LATE in the morning as main roads are the only ones that get immediate attention. The restriction makes sense on busy roads but it does not make sense for dead end streets. Giving tickets to apartment tenants for parking on a dead end street in the middle of the night so the parking lot of their apartment building can be plowed is predatory behavior and taking advantage of people. Assuming cops are rewarded for the number of tickets they give out, it is like shooting fish in a barrel for them. Ticketing people parked on a dead end street is really helping keep the city of Oshkosh safe. *sarcasm* Here is a belated **** You for the tickets my husband and I received the day before our wedding in 2017. Seasonal restrictions I think where ever the City owns an empty lot, a public parking lot should be created. There is not enough free over night public parking in our City, especially around UWO! Students are crammed into all those big houses with hardly any free places to park, or for visitors, like family and friends to park. It's terrible! No parking during snow storms. Only restrict parking on city streets for snow removal. Seriously when was the last time the city picked up garbage anywhere between 2 and 5am, or the mail delivered before 5am. Allowing people to park on the street. They move their vehicle off the street for snow plows. Overnight parking allowed, but opposite sides each night to allow for maintenance if needed. Allow street parking with exceptions. IE, when its time for street sweeping. A rule that when it shows to bot park on the street. Opposite side of street parking on alternate days n/a We know when it is going to snow. Just tell people not to park on the streets to avoid the snow plows. My solution is to abolish the restriction; it serves no purpose other than to generate revenue for the City by preying on it's neighborhoods. Seasonal. Even/odd. Anything but what the current regulations are. No overnight parking ever sucks when you have no off-street parking available. Times seem irrelevant to the reasons for implementing the restrictions The only time this should be implemented is November-April when it’s snow time. I’ve never seen garbage pick up, mail, or street cleaners do anything before 7am Work around it like everyone else Homeowners should be able to park a vehicle in front of their house overnight without getting a ticket Parking anytime, but if snow storm must be moved before street is to be plowed. I see cars parked during the day and not moved for snow plows now. So time doesn't matter. Seasonal Even odd parking Some people only have one side the street to park so inconvenience. I think only during winter this should be a thing only Snow emergencies only. Seasonal no overnight parking in winter months. In summer months alternative side parking on odd and even days. Alternate side parking in the winter. No restrictions at other times. No restrictions for vehicles that park overnight two nights or less, consecutively. Restrict vehicles that are parking overnight for three days or longer. Winter time is fine. Remove the “3 temporary requests in 30 days” rule. It is enough of a burden to fill out that people abusing it would have to put in effort, while other who would not need to buy a full permit but need temporary permission more than that (due to their landlord overselling their own apartment parking) could still have it. No need for restrictions unless snow emergency Weekday restrictions are fine, but weekend and holiday should be allowed. Require parking on alternate sides based on odd/even days. Use snow emergencies when necessary. Side streets aren't getting plowed overnight half the time. Reference City of Madison parking requirements. Overnight parking allowed without permit on most residential streets. Streets have various no parking times to allow for street sweeping. Alternate side parking when declared for snow plowing. Residents get permits. Guests can park only so many nights in a row. No need to move vehicles off street at night. Seasonal (wintertime) Be more like fondy. Restrictions during winter months Most the Time from 2-4 am we move vehicles in the driveway very frequently from 4-4:30 so my car is on the road technically during those times Allow parking on one side of the street 24 hours a day. Inform the public that is they park on the street during a snowfall, that they may get their car blocked in with snow. Then they can make the decision. There is a parking shortage in Oshkosh Only winter weather restrictions Winter only Make it that you can park all night on the appropriate day if the week. Today is the 16th so you’d park on the even side etc. snow emergencies as needed. Not charging Make it free. Areas of commerce have limitations. Not in front of homes. Only during snow restrictions The divided maps are an issue. I am unable to obtain a parking permit and park overnight in front of my house because I am in the campus zone. I can park one block further down with the permit. If I obtain overnight parking permission, I am able to park in front of my home. There should be consistency. Winter hours for snow removal I think parking is terrible on Oshkosh if I new this before I buy the house I probably don’t buy this house at all i think this overnights parking is sucks and needs to be change A safe driver program that can allow someone who is drinking to leave their car for the night. I don’t oppose Being able to park overnight during April-November Seasonal for plowing Seasonal restrictions make a bit more sense to me. Restricting alternating sides in winter for plowing is reasonable. Allow overnight parking Seasonal only We live on a 1way street. When people park infront of my house over night (never getting tickets) it impacts my garbage days. I sometimes need to place my garbage/recycling cans in the neighbors front yard. It is annoying when people are constantly parked infront of my house at all hours of the day. Or park infront of the garbage/recycling cans that I have out and then they are not picked up on garbage day. Leave the restrictions in place for Dec. - March, then remove them for the rest of the year. Snow plows work 24/, but the street sweepers only appear to be active during daylight hours, and residential trash pickup is not until aer sunrise also. Alternate sides of street allowed: One side on even numbered days, one side on odd numbered days, consistent with house numbering system. Knock on doors. Actually ticket the people who park overnight every single night in my neighborhood... Also, seasonal restrictions for winter (snow plowing) makes much more sense than year round restrictions. Street sweeping and garbage do not occur from 2-5am so this restriction is useless right now. There's already enough "legal" on street parking to mess up snow removal, what's the point. Let people park. Alternate Side Parking 3am to 5pm Alternate side parking seasonally No restrictions April 15-Nov 15. From Nov 16-April 14 parking is allowed on only one side of the street but you switch on opposite sides of street (Like Milwaukee does.) Cars get towed if a car is parked, aka never moves, in the same spot for a specific period of time such as two weeks or more. Because the city can still require purchasing of permits for long term parking. I also think this would help reduce drinking and driving. If you drive your car downtown to go out and don’t want to drive home because you are impaired , you can leave your car in a city lot or on the street without worrying about getting a ticket. BUT, a parked car is very different than a car parked with a one or more people sleeping/sitting in it overnight. That should not be allowed as it reduces neighborhood safety. Restrict parking when it snows I acknowledge that cars on the street impede certain city operations. I also recognize that parking restrictions are appropriate and necessary. My concern is that the lack of signage is insufficient for alerting patrons and visitors about ticketing or any additional subsequent actions. Only in the winter Ticket vehicles if they are causing issues with garbage pick up or snow removal Give us our freedom back during winter but otherwise no Just restrict when snow plowing is needed. Why does the car across the street which doesn't run never moves its impossible for me to back trailer into my driveway Seasonal overnight parking restrictions to assist in snow removal during the winter. uw o area should be open rest cit ok NO PARKING ONLY DEC-MARCH. None. Let people park on the street whenever they'd like to. Having cars parked on the street isn't a problem. Selling overnight permits and ticketing those without is simply a way for the city to collect revenue. Most cities allow overnight parking but alternate odd vs even sides. There is no reason why Oshkosh cannot similar parking requirements as most cities. No restrictions in spring summer and fall You should be able to park on the street overnight. The only exception I can understand is during the winter for snow removal. Every other day, odd/even days for parking Only during snow situations. Doesn't impact garbage or leaf collections since it expires at 5am. It should be seasonal because in the winter it’s very nice to have vehicles off the street so that the city street can be plowed overnight. Let there be free parking except in the winter time During the summer it is not necessary to restrict parking on days there is no street sweeping in the area. We have too many useless laws No parking signs in commercial and industrial areas, permits required near restaurants and bars. Selective areas of overnight parking near UWO. Landlords required to provide on site or off site parking to all tenants with cars. Allow overnight parking with notice on other residential street. Use odd/even day restrictions during winter to allow for snow removal. Just allow people to park on the streets that our taxes pay for. Restrict one side as no parking. Stop making people flip their cars from side to side every night. More people are having to live together because of the economy and preying on those people with thirty dollar parking tickets is asinine. We don’t see a city plow for days aer it snows. No overnight restrictions at all. Even odd side of the street restrictions, day of the week restrictions If you can’t enforce don’t do it Summer leeway when school is not in session. Spring and Fall semester options near off campus housing. Marked year round, minus snow emergency, near populated residential areas with wide streets/minimum night traffic. No restriction except for bad weather. Only have restrictions in winter. There is no street sweeping, mail delivery, or garbage pickup happening between 2am and 5am. Different regulations during the winter months just get rid of it. Allow unlimited street parking when roads are clear of snow If the restriction would be lied, I feel it is necessary that cars not be allowed to park on the street for more than 48 hours, to prevent them from parking on the street for days/weeks/months. Restrictions on days with snowfall over 1” or so Overnight parking allowed every night, except if snow plowing roads. STOP taxing is/fees/fines! It is ridiculous. I live in a cul de sac. There’s no problem with street parking overnight/ unless it’s snowing. Allow street parking overnights except when snow falls. Allow parking 24 hours a day, declare snow emergencies as needed Allow parking overnight during summertime. Anytime When it's Hazzard weather no street parking Seasonal, who sweeps sts, delivers Mail, 2 to 5am. Summer restrictions are nuts. Seasonal restrictions Only in the winter, and not on different sides every night. In summer if street sweeping each area could have one day a week not to park on the road. Example: I could park every day but Mondays on my street in summer. Mondays are also my garbage collection day. Winter if it snows you wouldn't be able to park on road until aer it's been plowed. Or only allowed if street is cleared already from the snow. I wish we could park overnight everyday of the week, i live on cedar street in a duplex with only one parking space. my family, friends, and boyfriend who live with me can’t even park near the house. which is very unsafe. Allow cars to park on the street at night unless something is declared like a snow emergency in the city during the winter. Allow parking Leave the cars alone that are parked near bars as they are be responsible and not drinking and driving I'd buy a permit if you'd stop limiting streets/sides we can park on. If there's parking spots, they should be able to be used, no matter what side. In my case I'd have a two block walk from the closest available permit location because of your inconsiderate rules. Very unsafe. I strongly oppose your ticket price increase. $30 is ridiculous as first tier. Only for snow emergencies No fines. We promote not driving while intoxicated but then we fine people who leave their cars on the road overnight and make the right decision not to drive. We just had a gigantic wheel tax added, we don’t need more fines. In some cities, the only option is to park in the road. It’s not that much of a hindrance. Allowing a 1 day grace period. I’ve le my vehicle on a street due to drinking and didn’t think it call or go opine and ended up with a ticket the next day for being safe and not drinking and driving. Makes it hard to support places that don’t have a big enough parking lot. I got my vehicle the very next day. I could understand if it was there for more than 1 night, but 1 night to be safe and get a ticket sucks. There is no reason why it should be different at 3 am than it is at 3 pm. We do not live in a 9 to 5 world. Winter- snow removal absolutely agree there should be a no parking restriction. All other times I do not feel it is beneficial. Garbages are not picked up during those hours and sweepers….. not worth a restriction on parking-go around the cars… ascetics, who is out during those hours to analyze and critique the ascetics of cars parked in the roads….. Remove limits from calling in vehicles for street parking, off and even day parking all the time, seasonal restrictions for time of year when it snows, etc Let people park. And if there is snow or service to be done. Most people have tge common knowledge to move their vehichles. I firmly believe the parking restrictions are just a way to gain revenue and it is not fair to people who go away on vacation or god forbid college students who have no place to park aside from a mile away. Only have the restrictions when snow needed to be cleared Allow overnight parking Only have it during winter/snow Allow residents to park on the street when they want. If leaf pickup or snow removal is an issue, require alternate day parking or require people to move their cars to allow for snow and leaf removal. Allow over night parking, implement a snow emergency rule, my mail isn't delivered between 2-5am and my garbage is never picked up between those hours. I feel this is a money grab and always has been. Remove the 2am to 5am Even / Odd side parking Overnight parking allowed all the time unless maintenance is required. I believe if it is a residential area it should be allowed as long as it is just for over night parking. Have restriction on parking during snow removal season only Allow parking with rules of which side to park on where available. This allows for street sweeping a side each day. I don't think they snow ploy or collect garbage between 2-5am in our neighborhood Other cities operate just fine with overnight parking Days when street sweeps go around need to be off road, same thing with snow if it snows that night the car needs to be off. Have a calendar for street sweeps. No street parking on trash days and winter, Nov to April Even side one night odd next night. No parking during snow emergencies Use the restriction when necessary, such as snow plowing aer a large snow storm. Make an announcement on the news like other cities who place a restriction on parking in the streets. In all my years living in Oshkosh, I have not seen a mail carrier, nor a street sweeper, between the hours of 2.00a- 5.00a. I have seen plow, but only when it has snowed. Previous city I lived in allowed overnight parking. The only nights you couldn’t park on the street was street sweeping night. Have a set schedule of planned times and enforce parking then. Having 3 hours of not allowing to park in the road is absurd, especially now that the state is charging a wheel tax. Year round parking. Switch sides based of calendar day Year around parking permit city wide Overnight parking allowed except in cases of large snowfall. Street sweeping and garbage collection occur during the day in our neighborhood. The only time it should be enforced is winter so snow plowing can occur. Only restrict overnight parking during inclement weather Allow overnight street parking on alternating days EVERYWHERE unless snow emergency. Do not discriminate in central city with paid permits when other parts of city have no restrictions. We pay for street reconstruction heavily. I can only see this as effective for snow plowing and street sweeping. I think it could be seasonal and flip back and forth from one side of the street to the other every other night possibly? Change it to allow for only one day to receive tickets. Ie my trash pickup is on Tuesday mornings so I do not park overnight on Monday nights. Some people do not have convenient driveways. They have them down some shared alley or don’t have a driveway at all. Let us park on the streets!! Odd side parking on odd days, even side parking on even days, no parking from Nov 1 to April 15. Notice for snow emergency. Other not needed Parking anywhere except for winters Park whenever, we pay for the streets Allow overnight parking unless there is a weather emergency; cars on odd/even to allow for open lanes None, good Job on this aspect of city legislation Seasonal restrictions from 11/15-4/15 during which time you can call a number to find out if parking that night is allowed or not. If snow removal is happening then people would be told that parking on the street is not allowed Should only be during winter Have restrictions in winter when plows are out, but the street sweeper, mail, and garbage pickup never come through before 5 am. No overnight parking on the streets especially in the winter. I would suggest 'Park on even side street on even days, and a odd side on odd days' for a majority of the city. Then have permits in highly populated areas (UWO, and Downtown) with signs stating this is a permit only area. Even in general having more signs is never a bad thing. Just let people park, does a permit make it easier for maintenance or snowplows Seasonal parking restrictions make sense for snow plowing. But otherwise it can be quite ridiculous in the summer and spring months. I do not oppose the overnight parking restriction No overnight parking during winter otherwise no restrictions Especially apartments nearby do not have enough space for tenants, despite paying for one. If tenants cannot park on the street landlords should provide additional space for the renters. It isn't fair to price gouge on rent, then the tenants need to pay parking tickets or additional permits when that should lay in the property management's lap. No overnight parking alternate sides of the streets parking. Other than snow plowing those city services do not happen during the 2-5am window Seasonal restrictions (during snowfall) Keep the current restrictions in place Seasonal parking restriction as the ONLY operations I have ever seen overnight has been snow removal Garbage, mail, street sweeping do not happen from 2-5. The only possibility is snow plowing, and this road doesnt get plowed until well aer 8am anyway. No parking from 2-5 is not necessary. only enforce on snow days, otherwise allow year round. Prevents drunks from driving home and allows them to leave their cars till the next day. Use alternate sides of the road, each day, like now ,but no permits or call in required. Depending on the date, alternate side of the street parking. Have even and odd days for overnight parking. Allows for plows to clean roads. Scheduled side of street parking except aer major snow During summer months allow parking without moving from one side of street to the other. Stop alternating side of street for overnight parking in summer months. Take away the no parking between 2am-5am! I have been living in the same house for 50+ years and not once have I witnessed garbage pick up or street cleaners coming thru between those specific times! Snow plows, yes, plenty of times, which seems to me the ONLY valid reason to have vehicles off the streets Parking on only 1 side of street. No restrictions for parking except for winter/snow. Believe seasonal is the way to go due to snowplowing. None of the other services are done between 2am and 5 am. The parking ticket fine seems like a money grab by the city. No over night parking during November-March Seasonal restrictions and not every night restrictions. Alternate parking odd/ even days. For our area specifically there shouldn't be one. It's never busy, no more than one or, two cars that park in front of our building. During winter, park on opposite sides of the street. Kind of like how they implement it in Fond du lac. I think it's fair to say if there was a issue with having to many cars over here. Then enforcing parking permits. But, because of the lack of cars and, traffic. It's also fair to say permits and, restrictions are not necessary. Thank you. N/a Parking should be allowed in front of residents property, especially if the vehicle is registered at that location I feel there should only be a restriction for snow days, so the snow plow can come through and do a good job. Maybe garbage collection days, unless there is plenty of room for garbage truck. They already have a hard time keeping the garbage cans straight up, I would hate for them to have to go around cars, might make it worse. No alternative is needed. The garbage man doesn't come between 2-5. Neither does the mail man. These are just ******** city excuses to collect more fees from residents. If the restriction is for Street cleaning, garbage pick up, snow removal, etc then those services should be performed during the times of the restrictions. Possibly alternate days? possibly NOT overnight, but during some day time hours? Why does there need to be an alternative solution? The services listed above aren't typically rendered during the time of the restrictions anyway. This seems like needless regulation. I would like to see parking allowed overnight up to a certain time which allows people to be able to park on the street but be off early enough to be plowed in winter. I don’t think garbage pick up is affected in this area because trash cans can be placed in a different spot that vehicles are not. Still use specific side based on date. If not that then I would like to be allowed to park on the bottom of my driveway and not blocking sidewalks which I have to maintain without getting a ticket. More options for duration of permit. Aer hours method of getting a permit that's available overnight to apply immediately. have no restriction Don’t park for snow removal common sense Allowed overnight parking year round, alternating side of street and not blocking garbage bins. We own our house and have a one car garage off of the alley with no “driveway”. We should not have to pay to park on the street in front of our home. O.nly winter restrictions If the concern is city sweeping or plowing, this should be something that is communicated when it would happen - like garbage pickup parking on the street as long as it doesnt interfere w/the city's operations - dont block garbage cans, no parking during snow emergency, etc Restrictions during winter only. Allow overnight parking with alternating odd/even addresses used. At least during the summer time, allow over night street parking, or a certain side of the street Snow emergencies and other emergencies Uncertain. We pay taxes!! Stop trying to control us! City sucks! None Allow overnight parking from May1st through October 31st In the summer, I don't see a need for any restrictions. On our street, cars are parked on the street every night and I've never seen them ticketed. It isn't a problem. I'm sure it impedes street sweeping, but people here are pretty good about picking up trash on the street in front of their houses, so again, no problem. In the winter, I think odd/even parking , strictly enforced, is the best solution. This needs to be in force all winter months, not just during snow emergencies. There are many options, snow emergencies, alternating street restrictions, side street only parking. Different parts of town may need different rules. Understand winter restrictions. Do not feel it is necessary in summer. city says restrictions are for city vehicles such as plows, but we never have plows come through that early For seasonal things like snow plowing or street cleaning or other things, have a website where people should go to check when they need to park on the opposite side of the street or something like that. Only have it during snowstorms Overnight parking except weather emergencies I understand If you see a car that hasn't been moved in a few days and you mark the tire. I live on a busy road and there is not enough parking for my family and we have to park 3 vehicles every night on the side of road and walk home. We get 3 parking permits per month. Sometimes late getting a new one, which causes a $30 Parking Ticket X3. And forget to call it in and let alone to make sure were parked on right side of road. I think that you should have to just pay for a $10 parking permit monthly. That the 2am to 5 am should be lied and does not matter what side you are parked on. If your vehicle has not been moved in 3 days, The police should be able to mark the car and give tag on car if not moved in 48 hours of that notice it will be towed. Restrictions only on Snow Emergency's, or special events. Restricted parking overnight for winter months only Do not give tickets for parking on the street Alternate which side of the street you can park on Only disallow it during snow emergencies The restriction should be for winter only for plowing I think maybe parking on one side of the street (odds or evens) and switching every other day. I understand that roads need to get plowed/swerved but giving out fines because we parked on the street over night is ridiculous. We have a single car driveway and three drivers (3cars) shuffling them one is one of our biggest headaches. Allow overnight parking Overnight parking allowed, except during trash pickup or aer snowstorms Switch which side of the street you can park on based on whether it’s an even numbered day or odd Make it a seasonal restriction I've only ever seen plows driving that late at night during the winter never a street sweeper or garbage collection. For seasonal issues/snow removal is completely understandable. Outside of that, as long as a car is not parked there 24/7, I don’t think we should be paying a $30 ticket in front of the house I pay taxes on. Let people park for free, the world is expensive and the last thing community members need to worry about is being able to pay for parking in a city where we pay tons of taxes already. Maybe just enforce this on major roads like Main Street I believe the restrictions should only be during the snowy months. Street sweeping and garbage pick up is aer 5am. NOBODY SHOULD HAVE TO PAY A TICKET TO PARK OUTSIDE THERE OWN HOUSE NO MATTER THE SEASON OR WEATHER. ******* IDIOTS Winter weather advisory restrictions only, vehicles must be moved daily (24 hours midnight to midnight) Weather restrictions; pending snow. Limit street parking to one vehicle per address, announce snow emergencies Seasonal restrictions. Smaller fees. Lower wages of your 80k average a year emploee so the average 55k real workers can afford to live we already pay a wheel tax Restrict only for snow removal I’ve gotten tickets because I couldn’t drive home from going out. Sort of annoying to pay a fine for doing the right thing and not driving drunk No parking restrictions I don’t oppose the restrictions. We buy a permit for our daughter to park in front of our house. She moves her car every day per the regulations and parks on the correct side. The problem is the cars that park on our street but do not reside on our street. They walk to a different street and do not move each day. They never get tickets so no enforcement is happening. This causes issues for snow removal and other services Seasonal only I understand restricting during snowstorms, but otherwise I do not see a benefit from the restriction Not fine people at all for parking by their own homes! Restrictions should be seasonal. They should only be for snow plowing. In the 3 years I have lived in my home there has never been a time when parking on the street between 2 and 5 am could have impacted anything except snow plowing. There is no mail service between those hours and street sweeping and garbage pickup has never occurred before 7am. It makes sense in winter for plowing but that is the only time. No one is collecting garbage in the middle of the night or street sweeping. So if there's no snow people who need to should be able to park on the street. None, not a big deal. None of the things happen between those times. I would suggest during any months where there is not snow on the ground that it should not be an issue to park on the street overnight. Garbage does not run at night street sweepers do not run the same streets every night and mail is not delivered at night. Allow one-sided parking streets to get parking passes Seasonal no parking in winter on streets. I have also heard a lot of complaints especially when it comes to people who live in apartment complexes. The complexes do not enforce parking and those with a permit to park on the property are forced on the street and fined. If the car has a permit to park on the property the property should be the one to pay the fine, it’s the only way they will actually get themselves to do what is needed. Apartment complexes need to actually enforce parking rules. This is especially true from friends who live on Summit Ave, they are forced to park on the street when they paid for a permit to park on the property and get fined. Split sides of street for even and odd days. Double the ticket price and don't charge fees. In the winter months no overnight parking on snow days the city decides to choose 12hr 24hr 36hr parking bans during New climate change snow storms . Winter months i believe should be the exception. If it hasn't snowed then there is no reason for plowing and no reason to ticket. I have yet to see garbage pick up from 2 am to 5 am , so i don't see there being a impact. As far as street sweeping goes, make a map and days that the sweeping is done and citizens can park accordingly. I work till 2 am and it gets to be difficult to wake people to move cars to be able to park in the drive way. Restrictions from 5am until 8am Eliminate, seasonal, or if not habitual a warning There should be no cars parked in the road if there is room in there own driveway.I think the city gives out parking passes much. They should go look at the situation before just handing out parking passes..You guys give them out to people that too many cars and other vehicles for there driveway. That should not be allowed.Thats the owners fault they have too many vehicles . Just have this during the winter months. Or rotate sides of the street every day like other cities do according to the date. It’s hard to know exactly but a lot of the apartments including mine don’t allow parking in the lots during winter storms so they can plow but dont provide alternative places to park. Separately, I got home from work at midnight and by that point the street that I had a permit for would oen be full because people w/o permits would park there leaving me with a permit no where to park. Yes I was made aware of the calling in for overnight parking spot but it’s limited to how many times you can do that a month. So the question is what am I supposed to do when I have a permit but the street is full with people w/o permits but can only request overnight parking x amount of times a month? The permit was for the street between the co-op and the Annex. We pay taxes we should be able to park and use the streets when we need to. If their is a huge snowstorm coming common sense says don't park on street. Only have parking restriction for snow plow removal like some other cities known There is no garbage collection or mail delivery from 2 am to 5 am. Restrict it only when there is snow fall that needs to be plowed. Quit the money grab Alternate side of the road parking and snow emergency ban Winter storms only No parking on streets in winter only No restrictions except opposite sides of the street in winter Only enforce winter parking rules for plowing Let us park where needed More transparency around when city operations are scheduled for the neighborhood; rotating street schedules I'm not sure what the problem this is designed to solve is. Garbage pickup and street cleaning seem to happen during the day. Snow removal happens when it needs to based upon the snowfall. It may help in some other ways, though. Don't limit overnight parking in residential neighborhoods. Restrictions only in snow emergencies If you're going to have these restrictions, make sure to enforce them consistently. The last time I lived in Oshkosh I parked on the street for 7 months and never got a ticket. Aer moving back I had one night I couldn't park in my driveway because of a trailer that was there and got a ticket Move cars off street for snow plows In winter, Fond du Lac does even days and odd days so plows can clear streets. Even days park on even numbered side the same with odd. Also some kind of a tag to put on vehicle if you made a smart choice not to drink and drive. No parking restrictions Seasonal allowing overnight parking during specified months. Winter should be restricted during the 2 AM - 5 AM Restrictions for snow. Allowances to park in front of your own house in good weather. Perhaps you could give people a warning before ticketing. New people to town have no idea there is such a rigid parking restriction, particularly because it is posted nowhere. And by nowhere, I do mean nowhere. You can't expect people to follow the rules of they don't even know what they are. alternate side parking during snow months Restriction only for snow, emergency or events. allow parking on street Snow emergency and specified leaf pickup dates and times Only enforce in the winter Parking alternate sides of street during winter months and no restrictions at all during non-winter months. Similar to Neenah. Make it seasonal only for snow removal Only on snow occasions This isn’t a major metropolitan city. Stop acting like it. My entire block has no cars on the street if I forget to pull my car in the driveway I shouldn’t have to worry about a ******** ticket. Also. It’s insane that it’s not at least seasonal. I understand for plowing to help. But look at New York or other major city’s. What’ the plow driver do there ? Plows the cars in who are on the street. Which should be how it is here a they do. So stop with the cash grabs for ******** parking tickets Also maybe not even hire parking enforcement we don’t need it. I know they were short handed let’s just get rid of this position all together. If a car blocks me I’ll call the non emergency and ask an officer to dispatch a wrecked. Simple. Allow overnight parking on side streets, declare snow emergencies or other blackouts as needed Keep it like it is during winter. In even days you park on the even side of the road, on odd days park on the odd side of the road. How much is really getting done in those 3 hours in the middle of the night where there is no parking allowed? You can still street sweep, snow plow, deliver mail, whatever… just do it alternating nights and have people park on the other side. It’s not that hard and there is no reason to have parking permits other than a money grab by the city. Allow people to park anytime. The only tome it has been an issue is during snow fall no permits and no restrictions on which side of the street one must be on Regulate high population areas only. Send out a schedule of when you need to be off the roads for city workers Park on street anytime, day or hight Only restricting parking during emergencies like heavy snow I don't oppose, but I do think more tickets should be given to those who don't follow the rules or have requested temporary permission or have a permit. Alternate side parking but no parking pass or call ins needed. only enforce during winter Seasonal would be ideal. I understand no parking on the street when we have snow, because snow plows have to be able to do their job. But for the whole rest of the year, it’s highly unnecessary. Restrictions only during winter and/or snowfall. Parking with restrictions due to weather, distance from mailboxes as fire hidens or any public utility. My concern is how much does it cost to police the policy verses set rules and manage violations only. We have to start cutting cost or this won’t be a city managed because we bankrupt our citizens. Switch sides nightly, It's very rare, if ever that any sort of street maintenance happens between those hours. The only exception is for snow removal. We lived here on Bowen Street and never had to park on the street until our children started driving. We never knew about any street parking ordination until we've gotten tickets. It wasn't until 2 years ago that we found out about being able to call our cars in for the night. It was NEVER told to us that you can only call in 3 times a month and that you could purchase a permit....and we've lived here for 20 years. It seems as though the city doesn't always do their job with informing the citizens on parking regulations. Maybe it should be included in a welcome to the neighborhood pack when someone purchases a new home? Maybe a yearly reminder sent out? Work around the parked cars. If they get plowed in it's their responsibility to dig out. Every other days on opposite sides of the street winter only for storms Having a seasonal overnight parking rule, but for one side of the road being no parking allow for the other side to have every day parking instead of even and odd side. It makes it very difficult when parking on the road because there is only one side to actually park on. No restrictions from April to November, but restrictions from November to April. Allowing some to pay to park on streets during winter months is ridiculous because it causes issues for plow drivers. It should be allowed to park on street the rest of the year as long as vehicle moves regularly. No parking during snow season only None Allow people to park on the street as needed. What is the difference if cars are parked on the street during the day and there is an energy vs nighttime? During the day the car would be in the way too. Only time restrictions make sense would be inclement weather for snow plows in the middle of the night. Street sweepers and garbage trucks aren't typically out working between 2-5am. Parking allowed on odd/even sides of the street on corresponding odd/even days. People understand if they park during winter the plows will throw snow at their cars, allow it under their own discretion without any liability to the city We pay for the streets, we should be able to park on them except in snow emergency situations. A large portion of the housing in Oshkosh consists of what used to be single family homes, which have been split into duplexes or triplexes, while driveways remain single access (that is anybody at the end of the driveway is parked “in” by any behind them), which creates a larger issue when you do not live with others using the same driveway. Working with local businesses and churches to allow permits for residents within a block of their lots to utilize them for overnight parking might solve the issue of having vehicles on the road blocking important road maintenance services while solving this issue. No parking restrictions Only in winter Not to have it at all. 99% of the time there is absolutely no street maintenance going on. Keep as is. Street sweep on select days. Garbage pickup skipped if can't access because of vehicles. Snow emergency parking restrictions not good weather total restrictions. Lived in Mpls for years, large cities have figured out street parking, would like to see this fixed. Seasonal parking. 2-5am restrictions makes sense in winter, nit yearround. Look at fond du lac's parking rules. They are similar If the licens plate is registered to an address with in the block that the car is parked no ticket should be issued. Even/odd side day rules are ridiculous for designated parking areas. Example the streets that boarder congress field. If you do buy a parking pass you should be exempt from the even/odd rule, except in "snow emergency" situations. I would think that in the digital age emails or text messages to persons with parking passes could be sent to notify if you park on XYZ street that street sweeping will be going on, these dates. If the city is collecting money from people they should be obligated to provide a service, more than the threat of issuing tickets. More carrot, less stick. No parking fines Winter parking rules None. Maybe lower the fine. I heard it was $30 now? Maybe back it to $15? Adds up if they don't follow rules....but not enough to cripple people I strongly disagree with the restrictions and there should not be one all year round. Their should be a restriction no overnight parking from October 15- April 1 and no parking on streets when there is snow on ground or bad weather storm coming. My issue lies with the somewhat opaque "only one side" rule some streets have. It's very difficult to know 1) which streets abide by this rule and 2) whether I'm actually parking on the correct side of the street on any given day. Even when someone has requested permission, this rule still makes it so they can get a ticket which I feel is unfair. i see many cars park overnight on my street without a permit and don't get ticketed anyway. it doesn't seem there is enough support from OPD to adequately enforce the restriction. Maybe alternate side overnight parking could work, but the restriction should probably just be scrapped. I have never seen a garbage truck or street sweeper in my neighborhood before 7 am, so it seems that the restrictions have no impact where I live. Snow plowing makes sense though, so maybe no parking during a snow emergency? Every other side of the street based on the odd or even date. Like all other cities. Use driveways/lots, where available Homeowners should have first choice at all times to park in front of their own houses. Other restrictions during snow emergencies. No overtime parking Period!!!!!! seasonal restrictions Especially in congested neighborhoods where there are a lot of vehicles and limited parking in driveways or garages let them park on street. Restrict parking during winter months to aid with plowing but allow more during the non winter months Let the people park. You rarely do any overnight maintenance that you claim these antiquated policies facilitate. Paying for parking where I live is redonkulas!!! I pay to live paid for power and water. Pay my registration and insurance pay for drivers licenses and pay taxes on all the money I use to pay with.. let up this is the first place in the country iv lived where I can't park out side my residence with out penalty Have no restrictions all year long. If someone gets plowed in, they get plowed in. I went to Michigan Tech University (in the U.P.) and that's how it worked in the college parking lots. Quickly people get smart and watch the weather reports for storms and plan ahead for parking if they're concerned they'll be plowed in. Leave the restriction to Winters only. Also, reduce fees and hand out more warnings instead of citations. Its would be a huge benefit to the residence of Oshkosh if we had an app or text notification when they NEED cars removed. For example, during snow storms or when they do street sweeping. I simple heads up instead of handing out citations year round for the few nights a year they actually need to be removed. I would compromise and support a 24 hour parking limit to keep inoperable cars and trailers off the streets. I would also be ok with a snow plowing restriction, if it snows more than an inch, no parking between 2am and 5am. Allow parking without a pass but maintain the rotating side of the street rule that applies to those who have the overnight street parking pass. I understand why they exist, especially during winter. But on streets where there is plenty of room, why? Provide parking on one side of the street 24 hours a day Having people park on even/odd side of street or something where they shouldn't be faulted if its late and cant call a car in. Let people park on the side of the road. That matches with odd or even days. But keep the restrictions in the winter. When there is inclement weather. I think the restrictions should only be for certain areas that have frequent issues. There's no reason to have restrictions in most residential areas! I do think there should be rules for snow emergencies or other extenuating circumstances! It should be focused on busy streets or specific neighborhoods, not the entire city. I think the hours should be increased to begin at 11 pm so as to actually be considered overnight parking. Restrictions only during winter months for plowing No restrictions except snow emergencies. We’re paying for oversized roads, we should get to use them with the least restrictions or the city should start building right sized roads for what it’s allowing I think a person who actually lives on the street should be able to park on it, not someone who lives a few blocks away and leaves their vehicle overnight. Parking on odd or even days with the street numbers Certain roads and streets. Question 14 is poorly worded. The only problem with 2-4 am is snow plowing in winter. Street cleaning and garbage is during day light hours. Only restrict during a snow fall of 2 inches or more. Be able to obtain pass for more than 3x month (ex: 5, 10, etc) Only when the plows need to be out there should not be any parking restrictions. We should all be allowed to park in front of our house if we choose. Know the parking rules....before you rent or buy. Make it conditional and seasonal, our yearly snowfall has decreased exponentially in the last four years My only opposition is that this is a more unnecessary inconvenience during the summer. During the winter months it makes more sense. Snow emergencies ONLY Be gone with it! Winter parking rules. Alternate side parking. FREE parking, NO permit, alternating sides in the WINTER ONLY. Many residents don't have available parking for modern vehicles, and the city restrictions on building do not allow the option to add your own private parking on your own property. Seasonal option Just for snow emergency Allow parking on opposite sides of the street free for residents, especially when residents do not have a driveway or other parking area Parking alternate side of street on odd even days Alternate side during snow season Restriction on staying parked in the same location. Unless it's snowing and crews are out. I think restricting parking is pointless NA Alternate street parking every other week to opposite side of street. The fine is way too high, u should be allowed to request permission more than 3 times I'm all for snow restrictions! But for weekly garbage pickup hopefully everyone tries to get their bins in a clear area, I know it's not always your car in front of your house, but hopefully we can make more known the clearance requirements, and on particularly crowded streets maybe have a dedicated pickup area for three or four houses where there's a more open space. Have a sign there: garbage pickup no parking. Thursday 6pm Friday 6pm and everyone puts their bins there, hopefully people get it, If not the tow trucks can lead the way. I'm all for not having or enforcing a general overnight parking restriction on most streets within the city of Oshkosh. Downtown, and campus obviously are different story, I am all for having permit and paid parking down there, easy Grace periods on the overnight for people in public parking, especially considering many downtown events include alcohol. You should pretty much be able to leave your car anywhere down over by a water fest in any of those parking lots as well or any of the lots in town close to events people drink it. I think for narrow or congested streets that even - odd days system works very well and gives the street sweeping equipment and a chance to go through. Allow opposite side parkin Alternate side parking. And snow emergency No restrictions in university area, and a free parking lot or 2. Street sweeping, garbage pickup, and mail delivery do not generally take place between 2am-5am. Snow plowing does, so I think it would be reasonable to set parking restrictions only during periods of snow when snow plowing might be impacted by street parking. I think an alternate solution would be seasonal overnight parking. During spring, summer and fall months overnight parking is available. During winter you need a permit. That way it minimizes overnight parking to those who truly need it during the winter. I think seasonal is the best option. I have had to deal with shoveling a considerable amount of more snow out into the road due to neighbors parking overnight during winter. I don’t have an issue with more snow but with it being out in the road it makes an unsafe situation for myself and others. Parking permits should not be limited and 9 month and 12 month permits should be available to a wider area. I believe the possibility to purchase permits online would make them more accessible to those who need it and would make it more well known. Colleges and housing out side of downtown. My household owns several vehicles and needs to park one on the street occasionally. I already am paying wheel tax and then I have to worry about a parking ticket on top of that. I would be very much for purchasing a 9 or 12 month permit if that even was an option in my neighborhood. I know there are possible issues with vehicles parking in front of garbage bins, brush collections, etc. But I think it’s not as big of an issue as it seems. I personally have dealt with it once. Most of the time our neighbor’s vehicle is moved by the time of collection. If it is an issue I believe there should be an obstruction of collection ticket or warning imposed to create a solution for that. Similar thing for plowing. let people park outside of their houses Parking allowed every night, have it so you can park on one of the sides of the side at night Seasonal side parking only (east vs. west or north vs. south. The current restriction of no street parking is inconvenient for my family that has one driveway, 5 vehicles, and everyone works different shis. We shouldn't have to pay for parking permits where we live, we are not next to the school campus and have no students living with us. Seasonal restrictions Park anywhere you want. We pay for them we should be able to use them when needed. parking allowed on most (not all) streets during non-snow emergencies Ticket only if in the way for snow plow, garbage, street sweeping Every other side of street during winter months otherwise no restriction Free parking for residents No limit of times you can ask permission for temporary permit parking. No more max number of vehicle requests per block. Even when there’s room sometimes you’re denied parking. My apartment has a small lot so once that is filled we have to park on the street. We already pay the apartment for our parking passes, we should be able to park on the street using temporary passes more than 3 times a month and if there’s room we shouldn’t be denied a pass. Solutions for what? Is there truly a problem with parked cars overpopulating the public streets from the hours of 2-5 AM? I don't believe there are solutions for problems that don't exist. Keep restrictions , EXCEPT for the weekends...Sta and SUN mornings, Please! Let residents park on the street. Many house holds only have a single file driveway. Our house hold has five residents, all with cars. We all get home at different points of the day, and we all leave at different times. It is inconvenient and unpractical for all of us to park single file in the driveway every night. To help with city maintenance, maybe have a rule that there must be 5 of space on either side of the trash cans. And when there is a snow storm, send out a city wide message that cars must be parked off the street that night. OR residents can be responsible for being on the look out for weather conditions. I feel like these are reasonable requests; this what my household currently does, with city maintenance in mind. Parking restrictions that are tied to day of week, perhaps complementing trash / recycling pickup day. Most days would have no parking restrictions, but restrictions would apply for operations efficiency. The city of Madison has long had alternate side parking during the winter months, to facilitate snow removal I would think that making it seasonal would be better for visitors. Years ago, in La Crosse, they had alternate parking depending on the day. They also had a parking restriction for snow days. If I recall, if the blue lights were blinking, then you could not park on the street between certain times. That if there is a snow storm, or any other situation that the city would need to have access to the street that we then find an alternative parking spot for that night. Winter restrictions for plowing are fine, there is no reason for year round restrictions. I pay my property taxes and the scam wheel tax on multiple vehicles, so I should be able to park on the street at all times of night. Only have it for when it snows. I think restrictions should only be enforced during snow plowing season or November - April N/A Rather than having all streets be restricted from 2am - 5am, I believe we could follow the snow emergency parking rules, but for the entire year from 2am -5am. Street sweepers will still be able to clean one side of every street early on and the next day they can get the other side. There’s times cars are parked for days they don’t get a ticket I forget one night I get a ticket home owners should get a break. Winter months only with alternating side parking. My hometown of 100,000 did this and it worked out great. We moved from St. Louis, Missouri a major US city. They had designated street sweeper days posted so you knew what days there were parking restrictions and they would announce snow emergencies to move your car for snow plowing. If you didn’t move your car, you were ticketed and / or it was plowed in. It’s silly not to be able to park on the street at night. There were numbers to call to report abandoned vehicles so vehicles just didn’t sit for long periods of time. I don’t want Oshkosh to turn into St. Louis as that city is a dump but these rules need to be communicated to us residents. I live on a street with out curb and gutter so street sweeping is pointless, our street is one of the last to get plowed. Winter time should have alternating side parking. This is a money grab for the city. To employ a person to give tickets is a slap in the face to anyone who pays taxes in the city. This is not a necessary restriction for the town. People park on the street because they have too. It’s not an interference except in winter. Seasonal restrictions The restriction needs to be longer than 5am. The snow plow rarely makes it through my street by 5am. That's why I answered NO to question 14. Let house renters have the ability to park outside their own houses without having to think about tickets Seasonal parking allowed, no overnight parking on trash days. This seems to work well in other cities, such as Madison. Restrictions for plowing in winter would be acceptable (I think Madison does an every-other-side of the street thing), but in the summer, when the street doesn't have garbage pickup the next day? There's no reason. Restrictions should only exist when they are necessary. Able to call more than 3 times in 30 days Snow emergency/opposite street parking starting at 5am. Not midnight N/A Make people aware of this. Brand new residents and we got a parking ticket in front of our own house. No signs anywhere. Did not appreciate that "welcome to the neighborhood" gi.Also, give like a first-offense warning. We had no idea and would have followed the rules. Alternate sides overnight like other cities do or don't restrict parking except for alternate side parking either during the winter or whenever there's enough snow to plow. Not being able to park in front of my own home overnight when I live in an older neighborhood without a huge lot (but plenty of taxes none the less) is one of the reasons my next home will NOT be in the city of Oshkosh. I've lived in apartments and then this house for nearly 20 years and the parking rules have always been ascinine IMHO. This is the most restrictive city I've ever lived in this country. I have never lived anywhere where it has been a problem to park in the street in front of the place I live. Even odd parking makes sense in winter but other than that I don’t think there needs to be any parking restrictions. the parking should not be allowed in the winter and police should patrol Only restricted parking in winter on nights of accumulated snowfall. Keep it for just winter or get rid of it. Pay back people effected by it Winter alternate side parking Provide restrictions for winter plowing only or ticket cars only when it actually impedes city truck services. Only during snow season I suggest no restrictions unless a snow emergency is issued or a restriction that is based on snow falling. This is consistent with many other Wisconsin cities. Restrictions during snow emergencies Change to seasonal especially downtown by bars to not encourage drunk driving Drop the amount, it is ridiculous and for my family impacts the care of an elderly family member. No overnight parking restrictions. Snow emergency or street sweep monthly. As long as vehicles are moved within the week, overnight parking should be allowed. Houses that are along the front of a school should not have a parking restriction. I only see a problem if restricting my driveway, garbage collection days, snow removal days N/A Allow overnight street parking in non-winter months, possibly April-November then have no overnight parking during winter so it’s easier for snow removal No restriction on parking especially during the summer. There is no reason for it and it has cost me so much money. Change the side of the street you can park on. Parking except when snowing Seasonal, for bad weather, snow removal... I have no clue what side of the street to park on. I have only seen and heard the street sweepers during the day, so why the overnight restriction. Why are there no signs with parking regs on the streets. Place signage for when city services require no parking (e.g. snow removal, garbage collection, street sweeping) Maybe have restrictions for downtown area for maintenance during lower usage times, Overnight restrtictions for snow plowing only. Otherwise overnight parking on side streets in quiet neighborhoods she be allowed at no cost!!!!! Restrictions for winter only when it effects snow plowing. Even odd parking Open parking I would expand the restrictions from 12:00 to 5:00 am Alternate side parking Return to the odd and even over night parking request not requirement. Odd and even over night parking only for the need of snow removal in the event of a substantial snow fall. I would suggest limiting the length of time a car can stay parked in the same spot. Chalk mark the tires. Don't enforce it on weekends. Have rules for snow removal and designated street sweeping days. Look to large efficient cities I would make it seasonal like most other towns. No restrictions in residential neighborhoods No restriction if you pay property taxes in Oshkosh & live directly in front of a street. A homeowner should be allowed to park directly in front of their home when needed (not taking advantage nor doing it every night, but when needed without having to ask permission or obtain a last minute permit). Have snow emergency when needed during amd following storms and set days for any street cleaning. Do you believe the restriction improves neighborhood safety (e.g., reduced crime, easier access for emergency vehicles)? Strongly agree 20% (238) Agree 16% (190) Neutral 25% (297) Disagree 23% (269) Strongly disagree 16% (188) Do you believe the restriction improves neighborhood cleanliness (e.g., less litter, better street maintenance)? Strongly agree 22% (258) Agree 20% (236) Neutral 20% (238) Disagree 23% (275) Strongly disagree 15% (175) What changes, if any, would you like to see regarding overnight parking restrictions? Seasonal Make people have insurance to park on streets Seasonal No mor calling or going on line. The follow the odd even rule and no limits as to how many times per address Stronger/more consistent enforcement Remove restrictions. Restrictions are automatically waved during holiday times without issue. Dole reason for restrictions are to generate revenue via tickets or permits to prevent tickets. Intoxicated persons who leave a vehicle on the street in a responsible action get penalized for doing the right thing without jumping through hoops dont have restrictions restrict overnight parking during garbage pickup or during snow removal, not every single night. No overnight restrictions. Unless for plowing, no maintenance vehicles have ever needed to use the street Enforced more. Rarely is this enforced I'm our neighborhood and several times we have contacted the city, especially in the winter when the plows cannot plow our street bc of the amount of cars parked on the street. Our garbage truck driver has also had to get out of his truck several times to manually move garbage bins to empty since cars park in the way. There shouldn't be any. We pay taxes on the roads we shouldn't be penalized for parking on them. I would like to see the law enforced consistently. Our neighbors park on the street ALL THE TIME! People are confused by the law because it's not enforced. No restrictions except for winter. No nightly permission. Simply allow for odd/even side parking each night. More signs explaining parking restrictions No restrictions except for snow days. Allow parking permits on all streets with no restrictions in winter months because of a city bus route. remove all overnight parking restrictions Please make the restriction seasonal, i.e., winter for snow clearing. Do street cleaners run at night? Eliminate except for snow emergencies if possible. Make monthly permit free else. Better communication of current restrictions and any changes make it better known and more intuitive to request parking overnight i.e on a website or app, also have the overnight rules be more lax during the summer months as there is no need for snow plowing More enforcement on the west side of town too please. It would be nice to see it reduced -there is no need for it on the weekends. It makes it impossible to visit with friends. Specifically on Soda Creek there needs to be more enforcement. The current seasonal restriction is not abided by. Also, I believe the road needs to have parking restricted on one side of the street. It is difficult to get through when there are two cars parked directly across from each other on the street and two cars are trying to drive down the road as well. Also, more police patrol would be nice as there is a lot of people in and out of the rent homes directly on Soda Creek. More patrolling and tickets issued. There are frequent cars parking overnight on the street with no permit. We email the officer on duty in our area. Not such a high starting fine. Seeing it actually enforced would be a great start. Remove them. Keep some sort of abandoned vehicle policy but don't penalize good citizens. No restrictions do away with the overnight parking restriction. More enforcement to allow snowplows to fully clear the streets. More signage would be great Change to seasonal bases on snow. There should not be any restrictions in summer, spring or fall. I believe the restrictions are beneficial in the winter time for snow plows, but then the restrictions should have set dates for the snowfall months No parking permits! Should be able to park on city streets without a permit. Park on the correct side and all is good. The 2am-5am removed during weekends and during the summer months have an even odd system put in place. Seasonal might be helpful to some neighborhoods. I prefer how it is now, but I am flexible! Many neighbors park on streets. Enforce it more Seasonal changes make the most sense. Parking restrictions from October - March would make the most sense for snow removal and such. Possible a stipulation that would prevent street parking on trash days as well to ease stress on waste management personal. Maybe allow overnight parking downtown and in more dense housing areas where people need access to street parking. Our Westside neighborhood benefits from the overnight parking ban for safety and appearances. Make a call vs getting a pass Start enforcing it. Where I live in the one block from Iowa to Michigan you will find 6-10 cars parked overnight every night. Allow a 1 night overnight without restriction...anything more than 1 night would require approval. Match Eau Claire and have set snow routes and seasonal parking restrictions. Change time from 2am to 6 am Designated overnight parking or more public city parking lots Improved communication / better education of overnight parking restrictions. I had lived in Oshkosh for almost five years before I even knew one could not park overnight. Better enforcement. More tickets being written. Not enforced enough winter no parkin over night City needs to strictly enforce these restrictions! We constantly have cars parked on front of our house and on our lawn, with no tickets ever being given. Why have the restrictions if they're not enforced ? More access to free parking on the street None. Apply common sense. If there is a threat of snow, then everyone parks in their driveway. If no snow on the ground or threat of snow, then allow the 3 hours. A car on the street doesn't keep the roads from being cleaned from 2-5 in the middle of the night. Allow alternating through summer without a pass Should only be in the winter time to allow for easier snow-plowing. Otherwise, overnight parking should otherwise be allowed spring/summer/fall. We are a family of 5 with 4 cars. We oen struggle to fit in the driveway especially if our kids have friends over or we have family visiting. In instances of snow I can understand needing cars off the streets but otherwise garbage is not being picked up, mail is not delivered, and street maintenance is not being done 2-5 am and very little plowing is being done then. This seems like a rule that isn’t necessary except when snow needs to be plowed, which is far less oen in recent years. It seems that it is not enforced in neighborhoods. There are cars on the street in areas in our neighborhood that impact the flow of traffic (i.e. on a curve that makes driving that corner dangerous) None Allow it, with the requirement it be on the odd even side. Have restrictions only for snowplow access and for more than one night in a row. Multiple nights in a row and/or a car parked over 24 hours on the street can get ticketed. Possibly district specific restrictions where there are or have been issues. My secluded neighborhood does not see outside area traffic apart from the EAA. Because of this, I only see a need for a restriction for snow plowing events or uninvited EAA parking (aside from invited guests which should be available via a temporary permission call). If restriction areas were more selective, or if certain restrictions were put in place for specific dates/times/events, provide an easy to access link to a location where those restrictions can be found. Finding certain pertinent pieces of information on the City website is not always easy. I would like to see most of the overnight parking restrictions done away with all together. We live in an area with a heavy drinking culture and by being able to leave a car parked on the road and not worry about being ticketed is going to leave people more available to not driving under the influence. I understand winters can bring about some pretty nasty storms so if anything put regulations in place that only impact those times. When it’s the middle of summer and 80 degrees out, there’s not reason why people shouldn’t be able to leave cars parked on the road as this oen is most prevalent on weekends when there is no other concerns such as trash pick up that would make doing away with these regulations a difficult thing. Actually enforce it More uniform enforcement. Hours change to 1 am to 4 am I'd like to be able to park in the street when needed. We don't have a big driveway and need extra space every now and then with company. Ticketing guests for not being able to park in our yard is unnecessary. Honestly the only time we park on the street is when we have company. And then I feel nervous and stressed because I don’t know what the clear rules are, and dont know where they should park. I think it can vary based on how busy or narrow the streets are. In this area, it’s pretty slow.. so parking on the street doesn’t matter much as long as the mailbox isn’t blocked. I think it makes more sense to allow cars to park overnight on the street— especially if someone needs to leave it for safety reasons. Write some dam tickets. Corner of Rahr and Rosalia corners always parked full right to the corner. Can’t see traffic Enforce it more. More enforcement Make it easier to find and request online. Maybe an app? No one wants to call anymore. Our permit is for around the corner and not on our block because we are a one way. This is a safety issue for my daughter and the one way makes parking on the other side of the street impossible but safety should be the priority. Not sure how to tackle snow removal if this changes but with folks being robbed just walking downtown, around the corner doesn't make mom feel good If it needs to remain in place, lower the ticket price. I don't oppose the current state, but I think it should be used for snow plowing only. Winter parking rules that start Oct 1 and end May 1 or something like that. Whatever the policy is, I wish it would be enforced consistently. Our neighbor would park on the street overnight all the time and was never ticketed. We parked on the street once and quickly received a ticket. Parking enforcement in this city seems completely random. And different neighborhoods might have different policies. Houses in my neighborhood have ample parking - driveways and garages. I imagine someone closer to downtown might be forced to park on the street consistently. How do they manage if overnight parking is banned? Allow street parking overnight, but not more than 24 hours I would like to have more than 3 nights/month/car allowed for temporary permits. I would like to see a restriction on number of permits allowed per street. On Algoma it's not the parking, it's the lack of speed bumps. People have already been killed because it's like an autobon. I hear the cars speed significantly every single day multiple times a day with both an elementary school and a university right there. Actual enforcement. I would almost like to see the hour restriction increased! 10pm-6am sounds nice, ha! I'm interested in hearing ideas about seasonal restrictions, maybe have hours start later in summer and earlier in winter. It would be a shame if the overnight restrictions were limited. Removed outside of snow removal, provided they actually plow residential streets at night. None None in summer Should only be seasonal during winter months. More ticketing, higher fines to allow those that need to park on street to only park in front of their own home- and to not infringe on parking in front of other homes- and also I feel there should be time constraints when not parked on their side of the street- cars have been parked in front of my house for 30 plus hours Let’s try a few months with ZERO restrictions, and see how great that works for our residents and visitors, please. Know what a "terrace" is by definition. We do not have sidewalk and therefore no terrace yet we still got a ticket for having a vehicle in our own driveway. none Have the police enforce the parking laws odd days to even days. There should be no paring on the street when it snows. Plowing around the cars leaves a bigger mess. We have people parking on the street in the same place every night with no ticket. no changes Waive the restriction during EAA. Alternating restrictions per day/side of the street to allow better flexibility on parking Restrictions for the day of garbage pickup and during snow emergencies. Increase the parking fines so they are progressive and use that revenue to increase enforcement. Seasonal overnight parking and overnight parking allowed on days not for garbage pick up I'd like to see them only during winter months It's never enforced. I love that we have the restrictions but my neighbors are always parking on the street for several nights in a row without a ticket. I like that we have the option to a call a car in if we have a guest staying with us that can't fit in the driveway. I totally understand special circumstances. Allow all parking with limited restrictions. ie, only allow parking on one side of street overnight when there is a snow event or alternate which side of street you can park every night, without need for applying for a night parking permit Just make it available without having to call in. reduce restrictions, seasonal alternate side parking is effective elsewhere I suggest longer hours Keep it the same. More enforcement No change. Remove complete bam during that timeframe No changes I don’t believe the city enforces the restrictions. We have multiple cars in front of a residence year round, so the impact on snow removal is significant. Also , it is a safety issue because it impacts getting out of driveways as you cannot see oncoming traffic. Very frustrating…. I'm sure if I needed to Park on street overnight I'd feel differently but I have plenty of off street parking. Make it easier to request. Not sure how it is now, but in years past, the city made it so difficult, it encouraged people to drive drunk, rather than risk a ticket. Seasonal restrictions Better Communication. Maybe the first time it's a warning and aer that it's a ticket. Get rid of all the homeless bums everywhere! No restrictions during late spring, summer, early fall. We live on a busy street and get tickets. Those who live in a quiet area never have issues. Warnings could be issued instead of a ticket. Aer 2 warnings, tickets should be enforced. At minimum switch to seasonal parking restrictions only (to make winter months/plowing more feasible), or better parking available year round with alternate side street parking (even addresses one night, odd addresses the next) Stronger enforcement Park in front of your own property if possible. Less restrictions on overnight parking. Take away the time frame. Parking on streets anytime but only on one side per night Winter only. The cars can't stay parked in the same spot without moving for more than 24-72 hours. Tow!! TOW! TOW!! XITY CONSTANTLY TURNS A BLIND EYE WITH CARS THAT HAVE BEEN TICKED!! Less cars, less police That it be consistent, either parking or no parking overnight. As needed for weather and maintenance An online form for permits and requests to park temporarily. Get rid of it all together. The average citizen already pays enough to the governments and their entities. To have to pay even more for having to park in the street is asinine. Make your money elsewhere. None See above suggestion No changes are needed. I like rotating sides of street. When families have teenage drivers they need extra parking. This still allows for street sweeps and plowing. Make the passes more accessible to purchase Only during winter Seasonal would be better Free use of public roads for parking vehicles should be encouraged. Ticketing residents or forcing us to buy a pass for parking is a drag on families that are already struggling with the poor economy and inflation. All reasonable efforts to keep the public thorofares free to use and travel should be explored. If public works need to be performed residents should be notified and allowed to park on opposite side of road for one night. Many good ideas. City likely willkot listen to residents. Make more bike lanes instead of parking and this isn't an issue Change to seasonal only to assist snow-plowing. Allow overnight parking on weekends See previous answer allow overnight parking in one or a few parking lots at certain times of the year or certain days of the week Vehicles that are outside of establishments that serve alcohol should be exempt from ticketing. No parking if it snows enough to be plowed. 12-5 Allow summer parking all night, and keep off for snowplowing during the winter months. None none I would like our household to be allowed to park on the street with minimal hassle. I would like it to be free. I am okay with rules about which side of the street to park on. Even side on even days and odd side on odd days. Works for a major city and I think it will work for us. Stop over regulating things I pay an astronomical amount of taxes for. Price of ticket- I feel most occasions of overnight parking are a one time thing. If it’s a consistent thing I believe most people would know to purchase a parking pass and follow the rules associated with that. If someone is habitually parking in the street without a pass then I’d be in favor of heier fines. The current restrictions are in effect from 2 am to 5 am --basically so that neighbors can 'tattle' on each other, and get their neighbors ticketed, which lends to feelings of ill will among neighbors. Neither Garbage collection or Street Sweeping happen from 2-5 am so to claim that it helps in 'cleanliness' is disingenuous. Seasonal restrictions for Snow Plowing is the only valid reason for parking restrictions -- excpet for some streets that are narrow enough to require alternate side parking year round. Restrictions in winter only. Should not have to pay to park on a street you already pay for. Taxation is the Seasonal, more frequent requests with higher limit. I would actually prefer if it went later into the morning, such as 6 or 7am to better improve the above listed benefits. I would also appreciate better enforcement, such as towing abandoned vehicles if they’re still present on a second night. Some restrictions to avoid people habitually parkingin street for visual aesthetics Eliminate all restrictions other than even/ odd side parking in winter Enforce current rules I Believe the restriction timeline should be reduced to November til April as some other towns do. Snow removal is a more critical reason for overnight parking restrictions than other reasons in my opinion. Increase number of times a citizen can use overnight parking. Make it easier to request in advance. There shouldn't be any unless there is snow and it needs to be plowed. Li the restrictions None expand hours Easier access to find the online version Keep enforcing the parking - sick of broken down cars using the road and blocking stop sign and parking for others. Different restrictions for different parts of the city and seasonal(snow plow season). None First offense should be a warning. Equal enforcement across the city. Seasonal only or opposite sides of street NO FEES YOU ARE TAXING US TO DEATH Have overnight parking zones near places that serve alcohol During the winter time, I would change the time Midnight to 8 A. M. , cause the plows are out at that time. If cars are parked, bury them. allow overnight during spring/summer/fall nights See question 16. Ban commercial vehicles from residential streets. Li restrictions in summer when snow removal isn’t an issue and parking for events is high. Stop the restrictions. Create more public parking lots. When my grandson lived near UWO, he constantly complained about the lack of public parking in the area. He constantly was receiving parking tickets. Terrible! Allow you to call in or leave a note on the vehicle stating you were inebriated and didn't want to drive in that condition. This would cut back on driving under the influence. Allow parking on city streets Let people park That it is allowed with even night on even sides and odd nights on odd sides. Li them entirely. Should t be restricted Be consistent None, I grew up in Oshkosh so I am very aware of overnight parking. Making a phone call is easy to do and virtually hassle free. I'd rather not have people from outside our neighborhood allowed to pay for passes to park in our neighborhood. When a car needs to be moved, that person is not a neighbor with whom we can speak. And in the winter, it is cars from outside the neighborhood that are parked in front of the house that now impedes the city plows from effectively clearing the street. I recognize the challenges that come with college housing in our area. Nevertheless, I don't believe our neighborhood should become a college parking lot simply because we are near campus. There must be another way to keep college cars nearer their owners' homes. None Abolish it. Let property owners park in front of their own houses without charging them money for no reason. Allow some overnight parking. With restrictions as necessary. The current restrictions literally make no sense when it isn't winter. When is the last time you saw or heard about a street sweeper, garbage collector, or mail delivery happening between 2am-5am? Times could be different. Not sure what city actives occur In such a small window of time. Just do it seasonal there’s no reason for having restrictions in the spring -fall. Completely agree in the winter there shouldn’t be parking and that’s only if there’s a snow storm and a few days aer. It would be a lot less stressful for the ones that don’t have parking and can just leave it on the street Let people park for free Let homeowners park a vehicle in front of their house, especially with the Wheel Tax now in place Remove them N/a Better enforcement. I oen see neighbors leave a vehicle on the street overnite who have driveways & garages to put their vehicles in. Laziness! April - October Even odd parking winter months only Get rid of it. Open to suggestions of using better strategies other communities use. Season restrictions and alternate side parking. Go to Nov-Apr Please abolish the odd/even portion of the rule. I live in the apartments on Summit Ave on the odd side of the street, which is also designated as no parking allowed on that side of the street. On odd nights, the closest space that two entire apartment buildings have to try park within is by Spellman’s marina on W. New York Ave, which has many driveways and fire hydrants. Outside of that, we have to start parking blocks away with other campus parking. none No swapping side parking, and no park times Eliminate even/odd nights. remove them Allow overnight parking. Restrict days/duration as required. Consistency throughout the city Again, seasonal (wintertime) or no restrictions in certain areas Please check the plates to see if it matches the vehicle. The homeless guy in a van on my street doesn’t pay his ticket cause they aren’t his plates Enforce it more oen, I believe some people never get tickets and they are violent ing the rules. Some people park in the middle of the block where only one car can park, when their could be two parking spots When the city started enforcing strongly the residents should’ve got a heads up beforehand More public education on the restrictions and more consistent ticketing for violators. 2-4am remove the restriction of no parking from 2 am to 5 am. The ticket price is ridiculous and there should not be restrictions unless due to weather. Enforcement of the law. See answer to question 16 Make it free The divided maps are an issue. I am unable to obtain a parking permit and park overnight in front of my house because I am in the campus zone. I can park one block further down with the permit. If I obtain overnight parking permission, I am able to park in front of my home. There should be consistency. Please enfore this policy on Mockingbird. There are SO many cars parking overnight by 1or 2 houses. If you have the rule, enforce it, otherwise get rid of it. Overnight parking restrictions during winter for snow removal Enforce them No overnight parking If you buy a house you should be parking for free on the street we out getting any tickets o nothing An intoxicated driver accommodation that allows a person to leave their vehicle overnight for safety. Restrictions during winter to allow snow removal If the OPD would actually enforce the restriction better. They seem to disregard the semi parked in the same spot on the same street every night even tho there’s been several complaints. Near the intersection of Sheridan and Linwood. The semi blocks the view of oncoming vehicles and is destroying the terrace. Obviously the OPD doesn’t care. Parking overnight in non snow months Change to seasonal restrictions focused on winter and plowing needs. None Go down the dead ends and give out tickets. My neighbor has been parking on the street everyday for 5 years. The snow plow cannot plow our street properly Allow over night parking No restriction spring, summer, fall Maybe there needs to be more signs of parking and when it is restricted? Apparently people do not see the current signs. See my answer to Question 16. You need to inforce it as a council Equal enforcement. Others don't get tickets while others do. I would like it in forced some people get permits while others never get tickets because nobody checks. There are boats and campers parked sometimes without vehicles attached to them on the streets at night. Some cars are parked backwards and never get a ticket. Theres a semi always parked on Sheridan never a ticket one guy in the neighborhood has been doing it for years and never gets a ticket NOBODY EVER CHECKS. Drop a pin rather than having to type in an address for overnight parking location Actually ticket my neighbor who parks a literal trailer full of trash on the street overnight all the time. I would like it to stay and be enforced more. People park on our street overnight in the winter and it causes plow problems. Restriction only for snow plowing Tow vehicles during winter when it snows. Needs better enforcement Remove the odd-even side of street requirement to be able to leave vehicle in front of residence. Have exception of being ticketed for up to 3x/yr if vehicle is within 100 of vehicle license plate registration address. they are most important when it is snowing Let people park Make it longer. Eliminate You should be able to legally park directly in front of your residence overnight unless it's during a snow emergency. Whstever redtrictions are put in place, they need to be monitored and enforced. We've had several instances where disabled vehicles have been le on the street, not moved for several months. No tickets or any other action. One was during the winter and the car was plowed in, making the street narrow. Stricter enforcement, more expensive fines Parking allowed all night, every night except during winter See my previous comments. I would like to see them lied unless snow removal is required Proper signage. If there's an ordinance it should be something that's noted and visible. The follow-up question is whether this impedes the neighborhood cleanliness noted above. An increase in signage doesn't exactly scream, "city beautification," nor does it give a sense of welcomeness in our city. However, if this is something we're going to put on our city's civil servants to enforce, they should at least be enforcing a rule that's publicly known. Only in the winter Remove overnight parking restrictions Stricter enforcement In Winter immediately remove autos that are parked on street in manner that forces snow plows to dump loads into a neighbor's apron. The only thing I don't like about parking restrictions is the even/odd night restrictions. Doesn't work well when you live on a street with parking on one side only. Remove all out of tows guests or party functions should be considered also road n sidewalk repairs Increase the number of time you can call in a month. That car hasn't moved I n 4 months Change to only seasonal overnight parking restrictions (ex. mid October through mid April Midnight to 5 would be better Overnight restrictions during winter months only each area city is different, one size does not fit Lax enforcement of the the Snow Emergency restrictions during the first 12 hours aer a major snowstorm subsides. Remove them. None or only when a blizzard takes place! Alternate parking on even and odd. If it stays lower the price Just impose during snow events Could maybe offer alternate side parking depending on date, but vehicles should have to move by the next morning to allow for street sweeping, garbage pickup and snow plowing. Have the restrictions be seasonal Free parking More lenient, many people leave their vehicles on a street when they have been drinking and do not wish to put themselves in harms way driving or moving the vehicle. I would extend the hours. Start at 1am and go until 7am no restrictions Street parking allowed except for garbage/street cleaning days on days with no snow (different rules during winter) We don't see a need for changes. Alternating parking based on dates or seasons woukd be confusing especially on our street as parking is only allowed on one side. The current option is simple and easy to work with so we don't see a need to change. I would like to see enforcement in our neighborhood! See question 16 Ensure snowfall removal operations. Again, just let people park on the street. City needs to remove snow efficiently. I don’t see it. We have restrictions for what? I know garbage isn’t being picked up at those hours. I have not seen a street sweeper ever. I think it is an urban story. none Remove them. None Allow more than 3 nights cause if my son comes home to visit sometimes it’s 2 separate weekends so it uses up the 3 times so we have to take a chance we won’t get ticketed for 1 night I’d prefer no parking allowed 2am to 10am on mornings expected with heavy snowfall. My neighbor parks just before my driveway on my street resulting in me having to snow blow 30 more feet due to plows not being able to get to it. Alternate sides of the street to accommodate street sweeping etc. Snow emergency to restrict parking when needed. Increases to monthly allotments for overnight parking. Discounts on passes to long-term residents/homeowners. Warning system for ticketing. Marked areas where overnight parking is allowed. Different rules for Different season Only have restrictions in winter. There is no street sweeping, mail delivery, or garbage pickup happening between 2am and 5am. Cheaper tickets if it still is in effect get rid of it. No restrictions, or if parked outside of residence there should be no tickets That you can request to park on the street more than 3 day/month. If you have someone from out of town for a week, it is a hassle to readjust cars and call in different ones. Also, if you are needing to park overnight for more than one night, would it be possible to request, 2, 3, ... nights one time, vs having to call in every night. allow parking except on snow plowing days, fix knapp st no parking on one side of the road between 9th and witzel. Need to fix the no parking sides of streets, and on one side for safety on busy roads. Overnight parking allowed unless plowing is necessary No overnight parking restrictions, except when snow falls. Li the restrictions Allow overnight parking during non winter hours Parking except if hazard weather Only during winter. Summer quests don't want to come to Oshkosh. EAA you morons. Winter only! Allow ppl to park on roads when needed if it's not a garbage day. Remove them Eliminate them. It’s just annoying. Don't ticket cars near the bars I'd buy a permit if you'd stop limiting streets/sides we can park on. If there's parking spots, they should be able to be used, no matter what side. In my case I'd have a two block walk from the closest available permit location because of your inconsiderate rules. Very unsafe. I strongly oppose your ticket price increase. $30 is ridiculous as first tier. Overnight parking should be allowed since I pay taxes for the roads Not having them. It’s a money grab from the city government. 1 day grace period for those not called in & not abusing the system Get rid of them. Changes to what most areas have in place which is only during winter months to support snow removal efforts See overnight restrictions gone Make those lots surrounding bars exempt from rule. I’d rather someone be able to park overnight than drive drunk. speaking of the library parking lot. No trailers . Get rid of the restrictions Allow overnight parking They need to come down the street I live on, my neighbors have 3 vehicles and a big trailer and ARE ALWAYS PARKED ON THE ROAD...and parked there for days at a time. The street is so narrow and they take up the whole street. He owns a construction business so his trailers are forever parked all down the street and right on the edge of my driveway Allow residents who are taxed to pay for streets in front of their houses to actually use the streets they're forced to pay for. Remove the over night restriction Just let people park on the street. Allow overnight parking unless maintenance. Just plow car in if parked on street. None during the year except during snow No charge for permits if you need one. Do not have a restriction unless necessary for weather conditions Allow for overnight parking. No summer overnight restrictions. Winter is understandable No long term parking, but 4 times / yr should be acceptable Make it go away Allow it but make sure people don’t permanently park on the street and never move their car See above Get rid of no overnight parking Change the restriction when it would be needed, such as during a snow storm and plows must come down the street, etc Please see question 16 Stop ticketing, put effort towards something else vs paying someone to print tickets all night Fewer overnight restrictions seasonal. Don't enforce unless their will be snow. Possibly odd/even side parking. No fee for parking. And street parking overnight unless inclement weather Allow/incentivize expanded parking pads or two tracks on private parking. If desiring less impervious surface, allow/incentivize grass Crete or other pervious materials. I think seasonal passes would be helpful. I think it could be seasonal and flip back and forth from one side of the street to the other every other night possibly? See above. Allow registered address to park in front of their home. NONE No restrictions, no fines, no fees! More follow up ticketing. I'm worried that this parking restrictions to more drunk driving - if people are out at bartime, but are no longer sober enough to drive, they may risk driving home to avoid a ticket. Remove the restrictions unless weather emergency Overnight parking permits required, but free for property owners. We paid for these streets! none, thanks Year round parking permit Do away with the restriction or enforce it equally around the entire city. On our street, you get a ticket as soon as you forget a car on the street but other parts of town can park on street every night without repercussions. None Should only be during winter My area doesn't seem to be enforced oen at all. If there is going to be something then there needs to be more consistency on when things are enforced. Actually enforce them evenly. I realize that's a big task, but if you can't enforce it fairly (University and low income areas seem to get more attention, from anecdotes I've heard) and uniformly then the regulation should be taken off the books. Alter and Use snow emergencies more frequently, so side streets near campus get cleaned off better. Some are nearly impassable at times aer heavy snow with cars parked in the streets. Example Amherst Ave Have restrictions in winter when plows are out, but the street sweeper, mail, and garbage pickup never come through before 5 am. Officers should be ticketing cars parked on the street from 2 to 5 AM. I have seen cars parked on the street for days at a time without moving, and they do not get a ticket. Citizens able to park in front of their property without regulations If a change is needed, restrictions could be designated by location and time, ex: Bentwood neighborhood, Monday, 9 a.m. - 3;00 p.m. No overnight parking on the streets Unsure I lived in Oshkosh for almost a year and half before I even knew there was parking restrictions. Either signs, or some kind of notifications for people so they're aware if even exists. Allow parking at all times none No restrictions except winter No overnight parking & enforcing it!!!! Parking permits for neighborhood residents. Seasonal requirements No parking restrictions outside of winter months for snow removal Let people park by their home. Densely populated neighborhoods are different and should be regulated differently. No changes need to be made. For people in older houses that have multiple children that drive allow the care to go on the street by 5am for the Parents who have to be to work early. Should be no parking on streets anytime if they don't fit two vehicles down them safely Seasonal parking restrictions to allow for overnight snow removal Honesty, it should be more strict. Lots of people are allowed permits and clutter up the street and impede leaf pickup and snow removal None During the past year, when I've been inside City Hall on other business, I have seen three instances of someone being incorrectly ticketed for overnight parking. The rules should be simply written and verbally explained (many people have difficulty reading), and the people writing up the tickets should be more attentive to what's written on the parking pass. I live on Sheridan St, north of Murdock, and there is a Semi that is parked on the road all the time. Is there an exemption for this vehicle? Oen the semi will be parked on one side and a trailer on the other, causing a very narrow, one lane road in that spot! that those who violate the parking rules for alternating odd and even side of street with a permit get ticketed as there are several cars that have permits and routinely violate this on 1300 block of spruce street Only for snow days. Allow all licensed vehicles to park on the road otherwise. enforce rules Grace period for summer? See #16 In winter have more restrictions. Actual enforcement. So tired of the lazy Oshkosh Police Department not doing their job. They waste possible revenue due to non enforcement. Reducing overnight parking reduces crimes. It also allows crime to be more trackable through ticketing of illegally parked cars and owners. No alternating side of street during summer months. Can request to park on street more than 3X a month No restrictions except for winter/snow. Go seasonal. Enforcement - we have neighbors that routinely park on the street overnight and do NOT display a permit but I have never seen them ticketed Don’t need them April-October I would like to see exceptions for areas near bars. I think if people knew they could leave their cars when drinking without consequences it would discourage drunk driving or allowing their cars overnight in a specific place. Odd/ even parking For our area specifically there shouldn't be any restrictions. During winter months/ snow. Park on opposite sides so the snow plow can clear streets. If amount of cars changes. Then readdress at that time. Suggest it would be helpful to request permission for overnight parking electronically. Make it more strict. Heier ticketing. Too many derelict cars on the streets around us. It's a particular nuisance in the winter when plows have to work around these. Residents whose vehicles are registered at that address should be able to park in front of their property less restrictions, only on snow days (possibly garbage days). We pay extremely high taxes, we should be able to park extra vehicles in front of our home on ocassion without having to worry about getting a ticket. Eliminate the restrictions see above Eliminate overnight parking restrictions. Overnight parking allowed. Get rid of it. More cleanup crew Cleaning the side streets there has been numerous glass broken in front of my driveway and the city has not cleaned it up, Therefore, I have to go out with a broom and sweep every piece up because who is going to pay for my tires. Resident should be able to park on street by there house Make it more accessible around the university area. Make it easier to know what side to park on. GET RID OF RESTRICTIONS Only winter restrictions I would love to see it enforced on my street. Way too strict, no reason to have this rule every night. There are many neighbors where this should not be an issue...if Appleton doesn't have this rule, no reason for Oshkosh to allow overnight parking as long as it doesnt interfere with the city's obligations Winter restrictions only. seasonal rather than perminent Allow overnight parking with alternating odd/even addresses used. If the current system is kept reduce the fine amount. Have a warning system before ticketing tracked by vehicle Overnight parking restrictions should be lied during spring/summer. Remove the 2 - 5 parking ordinance No restrictions! We need to leave then so we make it back in time for work. They were half a block away. I like being able to request an exception online, it is very convenient Remove the 2-5 a.m. restriction and have certain days that people need to park off street or opposite side of the street Only during predictable snow falls No tickets Higher fine End the restrictions No restrictions on overnight parking, but require vehicles are moved at least once in a 24/48hr period. See answer to question 16. I have never seen waste disposal trucks or street cleaners in the wee early morning hours, nor do I feel it is necessary for them to be on the road during these hours No tickets for parking on the street Don't have them Allow it Just do it in winter and on garbage pick up day Just not to be fined if we leave a car on the street. The fine is out of hand at $30 a night as well. Removed Restrictions changed Parking garage Only a winter seasonal restriction. A higher monthly allowance & to be able to summit a parking request at any hour. No fee for parking on the street No parking restrictions unless it's snowing Abolish all rules Year round Winter weather advisory restrictions only, vehicles must be moved daily (24 hours midnight to midnight) Remove the restrictions. Period. No parking restrictions unless streets are actually plowed overnight. Currently little to no plowing happens overnight Better enforcement. If there are going to be restrictions, enforce them. Park in front of the house they are staying in. None Free Don’t have people on Summit park on Walnut St. this affects those residents in the winter too!! Unlimited parking overnight More clearly outline the policy and how to request a permit or temporary parking permission, I feel that many residents are unaware of the policy and nuances contained within. Li them I would like to have priority to park in front of my own home that I pay taxes on. Each property owner should be given a permit to use as needed. If additional spots are needed, a permit should be applied for and proof of residence/ownership should be provided before the permit is issued. Rental owners could include this is rental agreements so tenants know the terms and parking requirements. I think the problem is the cars that park and walk to a home a few blocks away. Also more enforcement of the rules- ticketing should happen every night if not permitted or on the wrong side. Seasonal only (winter only) Restrictions for snowstorms is understandable. Restrictions on length of time you can park in a space is acceptable. For example, 12 hr parking only Expand the hours to ticket from midnight to 5:30am and no parking on the street in residential areas when it is snowing. I would add more patrols and ticket more oen. None Easier access to permits. Consistency in ticketing Let it happen & stop taking people's hard earned money just to park on the street If it is your residence that you are parking in front of, you should not have to register or purchase overnight parking. I think making it seasonal might be good, but nobody parks on the street in my neighborhood (I imagine nearer campus there is more) I would like to see it become a restriction due to snow plowing Only restrict overnight parking in winter Yes I would like to see a warning for 1st offenses and less tickets issued within a 30 minute grace period of restrictions staring or ending. I once was issued a ticket at 4:55, when vehicle was moved to street at 4:50 to allow husband to leave for work. No overnight parking from December 1 to April 1 Get rid of it. I’d like to see them enforced No parking restrictions during months with no snow. IT'S ALL ABOUT THE MONEY. Everywhere I've lived in my life had side of street restrictions and winter storm restrictions as well as restrictions in the winter. So something happens in front of our house(main water pipe bursts) and we have to help pay for sidewalk and street repairs and then have to pay to park on the very same thing we've paid for by getting gas, registration of vehicle and the best one, paid cuz we have hybrid which saves on gas, which took money from the states filthy pockets so they find a way. Just let the people know what nights work is being done Get rid of it except for emergencies I would like to see the a larger window where people can't park on the street. For example: from midnight to 6am, no street parking year round no matter the side of street (odd verses even). Alternate side parking but no parking pass or call ins needed. Park in front of your own house only not switching from side to side As a resident I shouldn't have to wait in line at 4am to get a parking pass for only 9 months. We're new residents, had no idea and got a ticket outside our home. Our tickets being put on vehicles cars on the road all the time over here never see tickets on them The only benefit of having the restriction from 2am to 5am is for snow plowing in the winter. Why would a restriction at these times have any affect on street sweeping or garbage collection or street maintenance? These tasks are not done at these times. Why would a restriction at any time have an affect on neighborhood cleanliness? Parking on the street has nothing to do with neighborhood cleanliness. I don't notice the restrictions because the city sells the spot in front of my house to university students, so there is usually someone parked in front of my house overnight from September through May. I would like students to have to park on their own streets. Better inforcement with a higher ticket cost. Cars also towed away right away. Streets are not parking lots for rental properties/ land owners to park their cars overnight!!! make restrictions seasonal. Overall, I feel the overnight restrictions should be lied. Eliminate all restrictions except were you can prove that they are needed and only for very limited times. Like downtown sidewalk sales. Police can put up temporary signs as needed such as if the city can guarantee that a street is getting swept that night, I want the police to first issue a warning before a ticket. Regarding the current rules, they should be enforced. Vehicles oen park on the same side of the street might aer night with no ticketing Remove restrictions in heavily impacted neighborhoods like UWO It would be great if the overnight parked vehicles would move daily. Sometimes the vehicles are there 48hrs plus Only restrict during winter snow falls. See above comments. 3 limit too little Get rid of it except for when the plows need to be out im so sick of the city just trying to make more money from its hard working citizens and we should be allowed to park on the street at night.. If the city is going to charge a fee to park over night.. make it like the local boat launches where you pay a 1 time yearly fee of say $30. or at least have an APP where the person can put down the time frame that they need to park on the street. They should not have to call in every single night to let the city know. We all have busy lives and this is not right.. Maybe make exceptions for areas like the college area? Remove the restrictions Maybe change the hours? 1am. to 6am. I think seasonal restrictions is appropriate. In the summertime, get rid of the 2-5 am restriction and just allow the even / odd sides Seasonal No restrictions except for emergency snow removal due to large storms Do away with them completely, with the exception of alternating sides during the winter for plowing. I would like to see some kind of sticker that can be placed on the window instead of the little paper thing that needs to be placed and folded outward nightly we have received multiple tickets because we have forgotten to flip the visor down, even though we were abiding by the rules, other than this. We are a large family and have had to purchase three vehicle parking passes due to teenagers, getting licenses, etc. and I think there should be some kind of household vehicle fee that would allow all vehicles instead of having to pay hundreds of dollars to park outside of our own home Summer parking no restrictions and no reporting for owner parking on street. My issue is that I buy a $120 parking ticket - twice I forgot to put my visor down. , once wrong side. Need a sticker vs Visor so it can always be seen. $210 now for parking on a dead end road that besides snow and a sweeper twice a year I see no need for this to be a pain in my ***. My Daughters who also have yearly passes have got tickets for no visor down. So my household is @ $500 + for what I see as a major inconvenience. Allow parking on opposite sides of the street free for residents, especially when residents do not have a driveway or other parking area Enforcement continues None As answered in question 16 Alternate side during snow season Restriction on staying parked in the same location How is this different from #16? Improved clear and prompt penalties for street parking that causes a household to miss garbage pick-up; or when parked vehicles leak and cause damage/unattractive street pollution; or when street parking prohibits entry/departure from a driveway. These have all occurred and there is no clear "who to talk to" while no municipal entity appears to want to get involved. Ability to purchase parking pass from any city office without needing to go in-person to the pd office. I would like to see the overnight restrictions enforced. One of the neighbors constantly parks 3-4 cars on Arboretum every night in front of their house and apparently gets away with it. Makes our River Mill neighborhood look really trashy. If I was the next door neighbor, I would be irate. Current restrictions don't benefit the city any other then in the winter. And as a means to collect money from parking tickets I think the present laws are “workable”. Leniency, a neighbor with too many cars can be a large disparagement. Too many dangerous conditions exist already, parked cars too close to busy/fast moving street intersections. None Year round street parking with no car parked in the same spot for more than 24 hours . Alternate parking to both sides of street every other day , to keep non runners off the streets.no Bring back allowing until the 5th of the month for a permit, reduce fines Eliminate most of them Eliminate Would be different if street maintenance was preformed at night but street sweeping happens during the day when the street is full Give the university area a break-no restrictions in the winter. I would like to see overnight parking restrictions lied except during periods of snow when street plowing might be impacted by street parking. I think I got most of what I wanted in the previous write in answer. But my main changes I would like to see are no permits required during spring, summer and fall. If that is not something that can be done, the possibility to purchase 9 and 12 month parking permits in all neighborhoods. Online support for permit purchase also. Finally, either creating a warning or ticket for those who obstruct garbage pickup, snowplowing, etc. In an ideal world, no permits would be preferred for my situation. But I think the ideas I’ve provided would give a happy medium for most neighborhoods. let people park in front of their houses none None needed Have it so we can park every night just on the opposite side every night Eliminate this policy entirely Remove any restrictions during non snow times. No parking allowed during snow emergencies. Milwaukee is an example. during non-snow emergencies overnight should be allowed on at least one side of most streets. More enforcement with tickets. Get rid of restrictions on residential streets No restriction unless snow ban and allowing parking rotating side of street every night Free parking for residents No limit of times you can ask permission for temporary permit parking. Terminate the restrictions. Perhaps discounted permit allowing regular overnight parking for students within a certain block radius of school, Please allow WEEKEND parking! Let residents park on the street. For reasons above. As I live on 20th Avenue and there is no parking on our street, I really have not thought about this issue much. So, my opinions won't be as important as those for whom this may be an issue. That is be illuminated all together. There restrictions should be limited to winter months or snow events. Garbage is not collected from 2 to 5 am, so that's a false narrative. I like the restriction but feel like it should be more well known as of the hours and consequences. I knew that there was an overnight rule but I never really looked into it. On my street, my neighbors park on the street every night and constantly park infront of my house making it difficult as a student with extracurriculars and a guardian who has to leave at irregular times to corridante where and how to park. If there is something that could get sent out that would be amazing. Only have it when it snows. When it’s a holiday, people are in town visiting and shouldn’t be ticketed. The times I’ve called in, the person was very rude. Should randomly enforce across the whole city. Some areas are not patrolled at all. If a car hasn’t moved in a number of days then ticket Longer hours if anything Read question 16 See 16 Signage or notices - I was unaware of the restriction until now. Communication of these rules to residents. I had no idea until I read the Herald. What is the number to call? Prevent large trailers, or mobile homes from parking on the street. Eliminate overnight parking restrictions Li it except in winter months. Seasonal restrictions for winter only. The time needs to match the snow plow service. If the plows are done by 5am, then this works. If they aren't done till 7am or 9am, then the restriction needs to match that timing. Drop it completely unless the ticket is within reason because most of us cannot afford the $30 parking tickets once to twice a week. Allowed on both sides in summer, alternate side allowed in winter to allow for snow plowing. Could restrict parking on both sides on trash days to improve access Eliminate them completely. Consider having a seasonal restriction for plowing. Making sure it is adhered to. We have had cars parked on our street for days and weeks without moving and no tickets were issues and I know at least one car does not have a street parking pass. Also, should paint the curb on the corner of Mt. Vernon and Murdock close to the stop sign so people stop parking there. have police enforce the laws on the book now let it happen as long as they are moved daily, registered and legal to drive let people park on the street if they want more police enforcement. More parking on private roads for the college students even side on even numbered days and odd side on odd numbered days See answer to question 16 Get rid of the BS. If it doesn't run (missing wheels, smashed etc.) or if someone is living in their vehicle make an ordinance for that. Otherwise, being able to park on the street overnight occasionally is important to being a resident-friendly city. I have come home from work or school when I lived in multiple apartments here only to find someone parked in my parking spot. As it was aer aer 2AM I couldn't even call or do the annoying app thing to get a waiver. It's so anti-community. Even/odd parking makes sense in the winter when plows are trying to clear snow. Otherwise the restrictions just make parking difficult for no real reason. no overnight parking in the winter no exceptions. citizens can call the police to report it and the police will take action Remove odd-even parking restrictions. Get rid of them All overnight parking restrictions eliminated except during snow emergencies like in every other city. Make it seasonal for winter when there is active overnight plowing occuring. Other city vehicles don't seem to operate on side streets before 8 am for sweeping, garbage etc. The same cars are parked overnight on Congress Avenue repeatedly all winter (assumed college students). Even if they have a permit -- which they oen don't -- this chronic parking causes incredibly difficult situations with the plow having to go around them, the snow piling up in the street, and eventually getting plowed across our driveway or le in heaps in the street turning to ice mounds from the salting, and where cars cannot navigate safely around them. The owners of the cars do not move them. Sometimes they sit there for a week at a time in the same spot. This is a huge issue every winter. Please don't allow overnight parking permits granted repeatedly on Congress, which is a busy through street. Even if enforcement was increased to a daily basis, the snow plow issue/huge piles snow would still exist. I would like to see them actually enforced so all of the above would actually nean something. Street sweeper can never clean because my neighbor parks all of their cars outside my house on the street even though they have a driveway. I don't like the alternate street parking because you can't park on the west side of Bowen where I live. Also don't like the 3 times per month, should be able to park on the road whenever needed. No restrictions May to November ENFORCEMENT, people park on our street every night, yer round, do not have permits and do not get ticketed. Only in winter I'd like to see overnight parking restrictions be eliminated with the exception of a snow emergency being declared or some snow related provision. Parking restrictions during snow emergencies only Change to seasonal especially downtown by bars to not encourage drunk driving Rotation for one side to the other on off season. No overnight restrictions One vehicle per home allowed to park on street without permit, and we receive alerts regarding street sweeping days, snow removal, etc. If the city is doing construction on your street the vehicles registered to your home should be exempt from parking rules while your block is closed. I received multiple parking tickets for parking on a side street that was approved the first time my street was closed due to construction but arbitrarily not approved the second time. I was not able to park at my home as I had wanted to do. This felt like extortion. Expanded No Parking restriction zone at smaller street intersections (ex: W Melvin and Jackson) Less restrictive, no need to call each night but at least once a week. Houses across from a school entrance should not have parking restrictions, actually use the street sweeper on the actual restricted hours and garbage pickup during restricted hours. Garbage pickup aer restricted hours will hamper quick and efficient pickup. Consistent enforcement of required permits and for enforcement of fines for obstructing fire hydrants. Also consideration for not parking on streets...garbage/recycling pickup is impeded if residents' carts are obstructed by a vehicle. Maybe some signage downtown or areas where it seems to be an issue Get rid of them entirely. At least over the summer it is not stopping anyone and seems to be a cash farm preying on this city’s citizens Get rid of it Paking anytime unless snowing I think household members should be able to park in front of your house, if inclement weather or garbage pickup is NOT a factor. With that said, I have neighbors down the street that park in front of my house ALL the time, taking up both spaces by parking in the middle. I have asked them not to take up both spaces, with no compliance. No summer restrictions, just snowplow season. Remove restrictions. If you need to park in front of your house, you should be able to park in front of your house. only during winter months Overnight parking should be free in quiet residential neighborhoods during the warmer months when it would'nt interfere with snow plowing. No limitations during the summer when parking for construction workers and visitors is needed more frequently. Even odd. Parking allowed on the even side of the street on even days, odd side on odd days. People who leave cars near bars and taverns because they got a ride should not be ticketed!!! Expand the hours Alternate side parking This question is redundant. Return to the odd and even requests only for snow removal due too substantial snow fall. Do not punish citizens for doing their best no parking at all Those parking on the street during snow storms should get a warning 1st, then be fined for more than once if the snow hasn’t been removed and they leave there car there. They cause more work for others who have to clean up heavier snow at the end of the driveway when they don’t move their cars and the plow goes through I understand the restrictions in winter. But I don't see why it is enforced on the weekends. No changes needed Stop allowing overnight parking for non neighborhood users. We have two parking in front of our house every night. They don’t live on our street but in rentals nearby. I would like to see it changed to seasonal Unrestricted street parking Post on social media explaining it. Then enforcing it. No parking restrictions in my neighborhood please. It makes my neighborhood feel unwelcoming. All parking needs matter. We've a lot of old people in our neighborhood, they hate parking far away from their front door due to parking restrictions. Plus old people complain here that they aren't app or online savvy to get a permit every time they need one. It's frustrating to not to be able to just park in front of our own home. Residents could register their vehicles so that they can still park on the street when needed and need a sticker to indicate their residence when extra off street parking is not available. Any other comments or suggestions? Sorry people suck Vehicles with three or more violations in the same month should have registration suspended I am originally from Chicago and there is street parking allowed everywhere. If Chicago can handle it, little old Oshkosh should be a breeze The current overnight requirements are incredibly inconvenient (you must call, then can only park on certain side of the road depending on the day, if your road doesn't have parking on that side you have to park on a different road). This greatly affects low-income people and renters as they are less likely to have dedicated parking spots. If the issue is actually garbage pickup and snow removal, I suggest restricting overnight parking on days where there is garbage pickup and snow removal. Remove the restrictions. You were fine with them gone during covid, what changed? Besides your desire for more revenue through tickets and fines. It is annoying that there are no nightly permissions when EAA is going on, yet I as a resident have been ticketed a number of times for forgetting to call in my vehicle. There should be no nightly permission needed. It would be easy just to say that residence can park on the even side on even days and the odd side on odd days without permission. The city doesn't allow you to park on your lawn except if you have a concrete slab. I have 5 vehicles for the people living at my house. We don't all fit in the driveway. It's impossible for us not to park on the street. We are very cautious not to block neighbors or park to incovience them. Consistency between streets is requested. We follow the rules but it is a major inconvenience during November through April on Cumberland Trl. If you won’t allow parking on one side of the road during these kk the then allow street parking on one side the entire time. also... please no overnight restrictions for municipal lots. there is no benefit to removing cars for 3 hours a night...especially when the rest of Sat and Sun are unrestricted. Current system of overnight parking is working great. No need to change it. I once had visitors who were moving, traveling across country towing a trailer. I called the parking office and I was told they were not allowed to park in front of my house overnight (1 night) under any circumstances on either side of the street. What were we supposed to do? Unhitch the trailer and put it somewhere, I was told. That didn’t work. The parking official was adamant to the point of rude. It is hard to live in this city. It's a great tool to keep neighborhoods safe but it needs to be enforced city wide. Not just selectively. This city loves to nickel and dime the citizens for everything they can permits for EVERYTHING you almost have to pull a permit to get the permit. I see it as nothing more than a money grab from the city. More signage Please get rid of the parking permits. I have 3 vehicles I have to pay for every month. I have gotten tickets when I shouldn't have. Had a current permit and was on the correct side of the road. And having a permit or not didn't not help my vehicles with safety we had our tires slashed, cars egged and so on. Also for snow removal I am very considerate to the plows I will move my cars to the other side as soon as they are done with the one side. no Some streets are already narrow, when people park 24-7 it impact the street traffic negatively Seasonal changes make the most sense. Parking restrictions from October - March would make the most sense for snow removal and such. Possible a stipulation that would prevent street parking on trash days as well to ease stress on waste management personal. Winter is coming and we really don't like to shovel our apron three time a day. The fact that I have to have a permit to park in front of my own house on a non busy street is insane. Even if I call in, people have a hard time with your even/odd street parking description on your website, since it's the previous days requirements you look at for the 2 to 5 am check. More public parking options downtown (parking ramp) First infraction should either be a warning or lower fine. Today I learned the fine is $30 which seems excessive for a first time. No no Enforce current rules and regulations! Thank you to our amazing city staff. As far as safety goes, I have heard of more people trying to break in to cars in our driveways. If stupid people are going to break into cars, they are going to break into cars, no matter where they are parked. I have called in the past and told I could still be ticketed. Thank you for asking If there is going to be a policy, please enforce Restricting only certain streets may also be something to consider. There’s no reason why small side roads that are strictly residential should have restrictions. A lot of the ticketing that I’ve seen happen with people I know occur on streets that are not main roadways and frequently experience little traffic. For streets such as Bowen, I could understand having restrictions especially for winter time but other streets really have no reason to have this. n/a The police department is not easy to contact or discuss the parking passes or get permission. And I am not paying extra to use the street I already pay taxes for. Explain to people what the rules are. If people don’t know the rules they can’t follow them. If people aren’t allowed to park on the street, tell people where they are allowed to park. It’s much more effective. When you teach children you tell them to walk not, stop running. People need clear guidelines for what to do. I think it’s tough overall especially if you get people parking overnight in front of someone else’s house and they never move… so I’m not sure if there is a way to address that sort of problem. Parking in front of your own house should be fine. I also think that it should be vehicles only… parking trailers or other things on the street overnight is a mess and those aren’t easy to move. Corners of Rahr and Rosalia should be “ No parking here to corner”. Double the fee for a ticket. Run the plate numbers to identify owners that have wants or warrants and make contact with them You may consider overnight parking on even sides one night/odd the other except for winter! Cars really need to be off the streets for the snow plows to be efficient. When we don't have snow it really wouldn't hurt if there was parking on one side of the street. Just make sure parking on streets are easily understood and consistent. I’m thankful that I have a garage. Many people don’t have that option. Take some of these empty lots that the city owns and make a parking garage. Then they will have to walk back to their house. I’m not sure if there is a good alternative for parking? I’m sure we are not the only town with this problem. Reach out to other communities and ask them? Overnight street parking isn't a common problem for us, but it comes up once or twice a year when family visits. We have a small driveway that can't fit more than our own cars, so when we have visitors someone has to park on the street. In this circumstance it is a pain trying to rotate which car gets parked on the street each night so no one vehicle goes over the 3 nights/month limit. Our guests have received tickets when we didn't keep accurate track and plan correctly, and even though the fine is small, it is annoying and doesn't leave them with a very high opinion of Oshkosh. Some sort of program where we could request street parking for one car for the entirety of their stay would be nice. We have several vehicles lining our street most of the time, including overnight. There is room in their driveways to park. If my husband or I had a medical emergency, I worry sometimes if they could get to us. Our neighbor has a large box truck from his job that is parked on the street 99% of the time when he's home, including during snow emergencies. It makes it hard sometimes to access to our driveway, and during said snow events, the plow can't make a clean sweep in front of our driveway. They have 5 vehicles for 2 people, and sometimes they are parked on both sides of our driveway. I would like to see my house as I drive up to it, and not look out the window and see all these vehicles. It's hard to see people and traffic as you're backing out. We also get people parking in front of our house on garbage day which isn't respectful to the city workers. Our block lands in the middle of Irving and Merritt, and vehicles frequently speed from one end or the other to and from the stop sign at our corner. The combination of vehicles on the street and others speeding through doesn't feel safe. It would help if the street was clear. Thank you! Proactive communication on obtaining a waiver, Reminder communication for Snow Emergencies No problem with the restrictions, but I don't think I have ever seen a street sweeper on my street and don't think the restrictions have had any effect on street cleanliness. No parking for 3 hours overnight? For what? For the city to ticket tax payers for parking in front of their house or at a friends house. Just an easy way for the city to take more money from the tax payers aer they already pay for the streets. So you mean to tell me we can’t park on the street overnight (between 2a-5a). Some streets you can’t park on both sides because of the size of the road but overnight parking should only be seasonal to the winter months. Every other month. Go pound sand. This city gets enough money from the tax payers and grants. You don’t need the extra money unless you’re taking it home. This information re no parking overnight needs to be advertised somehow for visitors. Either on a street sign near entrance to city and/ or online at visit Oshkosh.com etc….it is not in our best interest to be ticketing tourists because they were unaware of the rule. My answer to the question about inconvenience being major is because I take my garbage to the curb the night before pick up. We have lots of over night parkers on our street, they will park in front of my cans on my terrace and have had my garbage pick-up skipped over, or a note on my can to put it in my driveway apron. No! People should have the common sense to NOT park in front of garbage cans! I also have to keep clearing my sewer drain because the street sweepers can't get at the drain as someone is parked there overnight and have not moved it in the morning when the sweeper come through. Don't even get me stated about winter plows coming through when cars are parked overnight, ugh! I have le enough notes on vehicals that do this or have talked to my neighbors that they now avoid parking in from of my house but now my other neighbors deal with them. Our they move out of the rentals and I need to train the new renters to not park overnight in front of my house. I have also asked to have our area ticketed for overnight parking. It's ridiculous! I also feel with the high traffic area of 9th and all the emergency vehicles that travel that street - that the hours parked on the street should be monitored It doesn't have a huge impact on our household personally. Apart from the maintenance impacts, it also prevents people from parking large vehicles (camper vans, etc) long term on the neighborhood streets. City money is better spent elsewhere than for parking violations unless they are blocking emergency vehicles or fire hydrants for example. no At the intersection of Jackson and Melvin only have parking on one side so traffic can get to the corner. none I don’t believe the restriction aids in garbage pick up or mail deliver. Those services occurs outside of the hours of 2:00 am - 5:00 am. None The UWO parking permit plan should not extend on to any portion of Congress Ave, It should only be allowed on secondary streets. bigger issue is lawn clippings/leaves pushed into street by residents, which does not seem to be enforced. I do not believe you should li the restrictions… I believe you will have people abusing it more than with. There’s little to no enforcement and people won’t move cars. Nothing I can think of. The areas not listed should be enforced too, many times people are parked the opposite direction as well as unlicensed or overdue tags. N/A enforce the current law Way too many driving too fast. Punhoqua St. is totally residential but so many that are in a hurry to get to Rainbow Park or the 4 seasons pavilion and Riverwalk, speed up and down Punhoqua. I also notice so many speeding through round abouts and crossing solid lines changing lanes. I'm thinking more tickets issued would make Oshkosh a safer place to live. See answer to #19. As long as it's an option for someone to request a permit for a one-off situation, rather than being forced to risk driving drunk, then I'm OK with our current system. It is a crock we get in trouble for too many cars in our driveway but have to pay to park in the street that our taxes pay for Make Oshkosh great again! Trump 2024 Parking during winter months should definitely be restricted. The only time we get a true pass is during EAA, which is appreciated. No This is a tough issue as it takes a lot of time of employees to enforce it. Is it worth it? No Why do you think that allowing overnight parking makes a neighborhood more dangerous, or less safe, or less clean? Your survey seems to come with that ingrained point of view. Making the city easy for public services is fine but to do that in a manner that really inconveniences residents is wrong headed and to do it with a heavy hand (fines and fees) is ridiculous. Cut the police budget None Thank you to the city council for trying to bring much needed change to the policies of old, that do nothing but bring stress upon the citizens for which they serve! I believe the present system is working well. Citizens are offered the option to request overnight parking which is a good alternative if needed, or to purchase overnight parking if desired for a longer period of time. What more could either side ask for?! Restrict overnight parking when snowfall exceeds 2” Inforce city wide I really wish council would focus on more impactful and important issues such as budget and safety issues instead of things like this and fire permits. keep it as SIMPLE as possible and as STANDARD as possible to minimize confusion I do not believe that the 2am to 5am parking restrictions have any impact on street sweeping, garbage pick-up or mail delivery since in my neighborhood these happen during day/aernoon hours. On rare occasions snow plowing may be impacted. Need to consider different neighborhoods may have different needs and/or priorities and opinions Enforcement seems to be done on a decisive basis. The results of this pol will be interpreted to do what ever they want. City should have alderman to represent the different areas. No changes necessary More bike lanes rather than parking Our neighborhood has single-family homes and wide streets. It doesn't seem like there would be a lot of on-street parking or that it would be very disruptive. I believe the restriction is important to maintain as it reduces clutter in the streets, allows for cleaning/plowing, and is good for overall aesthetic of our neighborhoods. "The City" intentionally imposes fines for minor crap to inflate their coffers. I saw them try to fine an individual because their car was too dirty, What kind of power-tripping Load is that? That is a power-hungry bunch of dictators. Thanks for asking No This might not be doable but for us, having a single car garage and driveway we sometimes park in the street just to switch vehicles. Occasionally, we forget to pull the other vehicle in. It would be nice to have a warning system for residents. If a car is parked near it's registered address maybe you get a warning a year or something. Bigger fine in the winter months when a vehicle is blocking the plow from going thru. No Stop over regulating things I pay an astronomical amount of taxes for. Take your wheel tax and kindly leave citizens the **** alone. None Many folks in my neighborhood believe they OWN the road in front of their house--PROBABLY because they've been assessed for the reconstruction of the roadwork, sewer and water maintenance.--a pretty large bill for a working class, blue collar neighborhood. If you would like to foster a sense of COMMUNITY, stop billing individuals for road work in front of their houses!! TAXATION IS THEFT Does the city track areas with frequent exemption requests or permits? Longer term, data driven planning for improvements to off street parking could better address public concerns rather than just making changes to this specific ordinance. Thank you for surveying your constituents! Overnight parking is ridiculously regulated in Oshkosh Currently have a larger vehicle & trailer that are constantly parked on or near curve in the street. The trailer is le out on the street (during week but mostly on weekends) without a vehicle attached. Many near misses occur trying to get around this obstruction. I pay to store my extra property, maybe I should just buy a trailer and park it on the street saving myself $$$$. Because we have a large family that have work at different time of the day and a tandem drive it makes it necessary for us to park on the street oen. None this ordinance is the easiest solution to prevent the homeless with cars using the streets as their crashpad. makes drug/illegal transactions more difficult. I can’t use the parking over night due to the address I have to type in The department and city should better promote the fact that temporary permission can be gotten through the department's website, as well as a phone call. Start enforcing/ticketing expired/no plates. No I like that an exception is made for EAA because that is when we need to park on the street. Seasonal only or opposite sides of street NO FEES YOU ARE TAXING US TO DEATH Overnight parking zones near places that serve alcohol If people park on the street, in the restricted time, ticket them aer three days tow.them. they'll start lobeying tghe law Thanks for asking! Last we called an overnight car in for an out of town guest we were told that was no longer an option. The help streets last longer, should ban commercial vehicles on residential streets. Teachers @ Val Philipps school use Congress Ave for parking rather than using school parking lot. This restricts garbage pickup & street sweeping during school year. This parking habit is dangerous for kids walking to school & trying to cross Jackson. Tried to convince school principal last year, but was ignored. I knew about the website request for overnight parking but not that there was a phone number to call. The street in front of my house has been bought and paid for by the homeowners, yet when visitors come and stay over night, a call to the PD has to happen. I hate it! It's not fair! It's not right. The use of public streets should not be about efficiency for City workers! It should be about the convenience of the general public! With the hours only being 2-5am, the only service running at that time is snow removal. Street sweeping, mail delivery, and trash don’t start before 7am. Li the restrictions and make more flexible. Indicate when restrictions will apply on the annual sanitation collection calendar. Be happy cars are le, vs drunks driving them. More important things to worry about Where is garbage collection, street sweeping, and snow plowing happening between 2:00-5:00am? I've never seen that during those times None. This policy is just a money grab by the city to sell permits and write tickets. In addition, the so-called "permits" are only good for 24-48 hours. I was told by City Workers that the City also spends our tax payer money on a third party company to drive around and farm for ticket revenue by taking pictures of people's license plates. Why not just fix the potholes with the money you're spending on this outside firm? It's exactly the the same as the "fire pit tax". Useless rules just to grub up revenue sources on people just trying to mind their own business. No. Areas by bars should also be exempt, it's safer having bar patrons leave their vehicle and get a ride than drive drunk because they don't want a parking ticket None N/a I think the time frame of 2am-5am only effects snow plowing. I have never noticed street sweeping, mail or garbage collection at those hours. Despite my waking hours frequently being overnight. I do not see as much street sweeping these days. Trash collection occurs aer the end of parking restriction hours. Both of those reasons don't seem to align with reasons for continuing restrictions. Guests of the city are too oen surprised by fines. Certainly nobody is looking for signs as they enter the city for warnings of this when they don't experience this in their home communities. I'm reminded when financial radio host Clark Howard came to town to speak and received an overnight parking violation. He, like many, was surprised by this outside of the need in the winter for clearing the streets of snow. Sometimes I leave my vehicle parked on the street so cars have to slow down on my street.. people that work at Winnebago Mental Health have absolutely no regard for the people that live nearby. Littering their cigarette boxes, alcohol bottles, and food containers on our lawn, no to mentions waking my children up from revving their motorcycles engines and by playing loud music. There is absolutely no reason they need to be doing that and no one does anything about it.. and yet I’m paying city taxes to be ignored by not having a mailbox, or road repairs.. I want speed bumps on Pickett, like Butler has. My children matter too!!!! Other cities can handle this just fine, why can’t ours none Biggest annoyance is planning even and odd nights, on weekends and holidays. No 1st time warning on 1st time ticket The guy who lives in his van is a nuisances and the police are on my street all the time. He’s needs a place to park outside of my residential neighborhood. I live on Stanley ave and the whole neighborhood is tired of the problems he causes and garbage he throws on the ground. I do not recall Oshkosh ever calling a snow emergency to get all cars off the city streets for plowing. I get large piles of snow in front of my house when neighbors park in front of my house and plows have to go around the parked car. I do not mind clearing my driveway, it's the piles of snow le behind when a parked car has prevented snowplows from clearing the street completely. No The increase in ticket prices is absurd. Get plowed in my because there is no enforcement. Neighbors park on street every night and never in their driveway. N/A Start ticketing loud noisy polluting automobiles and begin mandatory smog testing Yes, just make it free please. Such a hassle for such a dumb money grab. The divided maps are an issue. I am unable to obtain a parking permit and park overnight in front of my house because I am in the campus zone. I can park one block further down with the permit. If I obtain overnight parking permission, I am able to park in front of my home. There should be consistency. Actually enforce these consistently and it wont be an issue, it will just be a known feature of oshkosh No Fix the parking problem I see this as a very low priority for the City when looked at broadly. In the area of traffic/vehicle, which this seems to be, I would rather you focus on speeding cars and motorcycles and vehicles without mufflers. Speeding drivers are a bigger threat. I have been to towns with junk cars parked on the streets…please regulate how long cars can be parked! I like what you have been doing! The streets north of Murdock between Algoma and Vineland are too narrow and should not allow parking on both side of the streets. People don’t follow the rules and reduce two lane roads when semis and regular vehicles can just park where ever they want especially along Sheridan st. Large cities allow street parking all year long it’s time Oshkosh allows this as well Seam overly aggressive None On my street there are cars on both sides of the street every night. Never seen a ticket on any cars Please focus on the crime growth, mugging and drugs, vs. Parking restrictions. This really doesn't effect us as there is ALWAYS no parking on our street. I just people don't care where they park and when they get ticketed just want to have something to complain about. If there is not parking . A college student having $500 in parking tickets does not make any sense to me because how do you allow yourself to get that many. That to me is just being irresponsible. Get rid of the wheel tax. Many of us are already paying for our street repairs, and now that it has reached areas with heavy concentrations of rental properties we are now expected to pay for the improvements to property value that the few landlords that own the majority of those properties without them having to pay for their improvements. We have a neighbor who has 5 vehicles he parks on the street that's impeding on our safety to enter and exit our driveway. Trash pickup and fall leaf pickup. He won't park in his driveway due to not wanting oil on it. His daughter also parks overnight for weeks at a time and leaves town. Any refusal to inforce this rule will keep those who voted on it liable for any accidents or damages, because we've sent emails and photos to the police and transportation divisions and they told us that city council wants to change it, so any damages we will sue those who passed a new bill. Our safety and health is at risk due to the lack of parking inforcement. Arizona Street only allows for parking on the North side, so our neighborhood has numerous owners utilize the street along with boats and numerous vehicles. Like I said. Our neighbor parks 5 to 6 vehicles in the street GET SOME KIND OF ENFORCEMENT We moved here from a city that didn’t have such restrictions and sleeping in vehicles and trash in the streets was a constant problem. This is a good policy, don’t change it. Hold home/business owners accountable to clear their sidewalks. It’s embarrassing, unsafe and dangerous for the disabled. I have reported vehicles parked during the restricted hours several times, and it is not enforced. The same violaters continue to park during the restrictions. There is no garbage pick up or street cleaning during the hours if 2am-5am. Just dumb that is your excuse. The only city service during those hours are snow removal. Alternate parking Nov-Mar. I None There's a large element of this that's related to my personal experience. I have lived in this town for nearly a decade, and throughout that time I've had visitors come and go, leaving their vehicles on the street overnight. The street parking of my visitors always took place in months where snow was not a concern. We're well aware of snow plows and the challenges that come from obstructions in those instances, so we have made sure to avoid causing any issues in those situations. Never once in my time here have I been ticketed or received a warning on a vehicle. I do not live in an HOA, I do not have separate rules related to an HOA, and yet I found myself in quite a conundrum. Aer never having this restriction enforced in nearly a decade, a car that was parked in front of my property was towed while I was out of town for business. This vehicle was intentionally le in the street because it was donated to Wheels for Wishes, an organization which benefits Make-A-Wish chapters in various locations throughout the United States, helping grant wishes for children in their local communities who have been diagnosed with critical illnesses. This occurred in late spring, well past any snow concerns. I did not leave a note, nor did I call in the vehicle because there is no signage indicating that this isn't allowed, nor was there ever a warning issued to a vehicle le in the street. I had to remove the vehicle from impound and take it back to the pick-up location so the donation could be completed. The pick-up, in this instance, was delayed because Wheels for Wishes struggles with towing companies who are willing to donate their time, energy, and efforts to this incredible cause. So, if there is a question that I have for our city officials, I would like to ask them why they distract our civil servants with such situations that are not consistently regulated, nor properly advertised on signage, and subsequently finance towing companies for these instances, rather than supporting the efforts of organizations, such as Wheels for Wishes. To be clear, this experience is the only reason why I know of these parking restrictions. folks park in the street on my block all the time without a permit and have a driveway, my street is so narrow you cant drive down or back out when cars on both sides. should be a parking on one side only not both How is he getting away with it car don't run It is time for the City to allow overnight parking for a city tax payers. I only first became aware of the restriction and permits aer receiving a ticket. Also, it seems like a lot of wasted time for police officers to go around and give parking tickets when there is so many more things they can be doing. It also says in the lease if there are no parking spots then you should park on the street, how is it fair that I am getting a ticket for following my lease instructions. One of the silliest restrictions in Oshkosh especially for streets that aren’t used frequently except for the residences of that street None I would extend the hours. Start at 1am and go until 7am and find a way to enforce it. We have multiple people with street parking permits on our street and they are constantly parking to block plows and garbage collection. Our driveway oen gets plowed in because of these cars parking next to our driveway and the plows having to go around. So the restrictions don’t make a difference for us as we still regularly deal with these issues. This community is over taxed and over ticketed. Run a street sweeper past my house. Why is the city giving out parking tickets if you have one wheel on the grass. Unlike many I am awake when the street cleaners come through. We live on a side street and the street cleaner comes down our street multiple times many weeks, it's very excessive. The trash pickup rotates throughout the city every day, why can't street cleaning rotate with it? And even as things are now, as indicated by the questions here, there are currently plenty of exceptions to allow overnight parking. So what is the real objective if people are still going to be parked on the street? Trash pickup is aer 5am, so parking restrictions don't help with that. Parking is ample in this city, what is the real reason to restrict it daily? Is it just for winter? If restrictions become seasonal it can just be during common snowfall periods, there's already plenty of cars parked on the road when plows come through anyhow! My next door neighbors car is on the street every night does not rotate sides and never gets ticketed. In the winter the plow has to plow around it and that leaves a real mess. Myself and a few other neighbors have called to complain and they always say well tell the parking people and nothing is ever done! If your going to have a restriction then enforce it or don’t have it! It’d be great if the public could confirm if a car has overnight parking permit or not. I have multiple neighbors that park on the street all day and night which becomes inconvenient and makes it difficult leaving my driveway. Everyone will take advantage of a system, but the OPD should be improving the lives of everyone, not preemptively punishing moochers No strong feeling either way on the current restrictions No, thank you for taking the time to conduct the survey. when I first moved to Oshkosh the parking restriction was not communicated to me, but I somehow managed to park for a full year without a permit or knowledge of the law. one super busy school year at the college changed it, where whoever was writing the tickets was suddenly being super biased to those parking near campus. the parking restriction is just a money machine preying on the low income college students and other families whose rentals and school cannot accommodate them with a parking spot. the restriction does nothing to help with plows, as even if you pay to park on the street, the plows still need to move around the vehicle, causing huge piles of snow to box cars in, as well as the overflow that gets pushed into people's driveways. a full winter ban would be nice so that roads are actually properly cleared, and it's less scary driving on slick roads while there are cars lining the streets. if anything, many cars on the streets encourages slower driving, as it's a tighter fit that you need to drive through. there are many times where I've seen someone floor it down a clear street, turn onto a packed street and immediately half their speed. and if we're worried about litter, maybe addressing the garbage trucks that fling garbage into the air with the mechanical arm would be a better starting spot. the way they jerk cans about sends more garbage into the environment than ive seen people litter out of their cars. N/A Overnight parking restrictions has some good benefits, but I think can be altered especially in the summer when more visitors are in town - especially if you only have a one car driveway. I wasn’t aware when I moved in and got a $20 ticket for parking overnight on the street in front of my house. I could have parked in the driveway if I was aware of the restriction at the time. I believe there’s a rotation of odd/even days too? I haven’t looked at it too much, but it means that I can’t park overnight on the street and have to coordinate driveway parking with houseguests, even though the street is plenty wide enough to park on one or both sides. Fix the no parking sides of the street to one side on one-way streets and on knapp residential area between 9th and witzel. Redirect traffic from witzel down sawyer instead of cut through residential neighborhood people cut through durfee to knapp, sawyer is wider and built for the traffic but people don't like the stop sign at 9th and sawyer intersection. Traffic should be directed to sawyer between witzel and 9th street. To many people use knapp between 9th st and witzel cause of the durfee cut through going 40mph in a 25mph neighborhood roads not designed for heavy traffic. Liing the restrictions would make things better for everyone. $30 parking tickets are 2-3 hours work for some people and a major hardship for people like college students who did not have to attend school in our city. Liing the ban may also cut down on the amount of drunk drivers since leaving your car parked by the bar runs the risk of a ticket and/or tow. Question 13 is unanswered because the ticket I received was not in the last year, but it did cause financial hardship because I had a permit but had been ill and unable to move my car and the amount was 2 hours of wages that I couldn’t afford to lose as I was on a very tight budget. Na Reduce the price of the tickets Waste of police time to enforce summer parking. 30 dollars is high for a fine! Winter may be harder to allow , but summer if ppl need to park on road let them. Signs could say overnight parking except on the night before garbage collection. Or send every resident a one time letter with the rules. It's hard to convince people not to drink and drink and one of the biggest complaints is getting ticketed I'd buy a permit if you'd stop limiting streets/sides we can park on. If there's parking spots, they should be able to be used, no matter what side. In my case I'd have a two block walk from the closest available permit location because of your inconsiderate rules. Very unsafe. I strongly oppose your ticket price increase. $30 is ridiculous as first tier. Overnight parking is just a cash grab for the city Again, we tell people “buzzed driving is drunk driving.” But then also say “don’t park in the road or you’ll be fined.” It’s counter productive. There is no overnight garbage collection. There is no overnight street sweeping in residential areas. There is no overnight street maintenance. Plowing is a concern but that is only a couple of days a year. Also, price has gone up to $30!!! That is ridiculous If there must be overnight restrictions. Do them in the winter months only. November through march. These restrictions for residents are dumb, you pay taxes and can't park in front of your resident Come down bismarck ave...700 block! Even if the city supported a restriction for parking on the street overnight for snow or leaf removal, there should be no restrictions in the summer, since there is no need for city vehicles to access the street then. Allow overnight parking on the streets and ticket if it's too oen. As issue, dead car on the road or during a snow emergency. We have a small driveway and have 5 people who drive. It is impossible to fit all vehicles we shouldn't have to pay so much just for us to park when we own our own home. N/a Pleasant looking parking structures downtown with safety measures like cameras and emergency alert stations Our household and many others we know have more vehicles than what can fit in the driveway due to teen drivers or college residences with multiple people residing in the house. There is no difference safety and cleanliness because every one of the cars can and will be parked on the road with or without a permit. Giving a ticket or requiring a permit at $120 a year won't stop people from parking on the street or it may encourage people to park on their front lawn to save the money. If a car is always parked in the same spot in the street and never moves can we call to get it towed even if it is registered if parking overnight goes into effect? None See answer for #16 I highly encourage the removal of not allowing overnight parking. question 13 should have a answer for 0. I have had a ticket in the past but it was several years ago. It would be nice as a home owner if you were allowed a few accidental passes. Occasionally we forget to move a vehicle in if we’ve put it on the street during the day. It seems as if we always luck out and get a ticket when that happens. Something needs to be done to accommodate the students and others parking in college area & other areas of town where overnight parking is necessary. The lack of enforcement is my biggest concern. My neighbor has been parking his semi sized trailer in front of my home all throughout various times of the year and the only time a ticket was ever given out was when I called it in. Why I am enforcing the city’s rules at 2am when a police officer should be? There was multiple times throughout the year where it was parked over weekly periods and no tickets, how is that fair to everyone else? Forgetting to move my car once or twice a year off of the street in front of my house and then receiving a parking ticket is extremely frustrating. Why have it if you don't enforce it. Parking has become quite the hindrance in Oshkosh. If people need to park perfectly then parking spot lines need to be drawn on all streets to show where parking is allowed. No more up to the discretion of someone who is out to get people. If you want to enhance safety in Oshkosh, enforce traffic laws, speeding on residential streets, red light running, and passing on the right in bike lanes. I have observed traffic officers ignore these events while on “patrol” Thank you for compiling survey, good job on this aspect of city legislation Maybe enforce the parking on even/odd side based on date. It's worked for a long time - I wouldn't change it. No There should be signage. I didn't realize the ordinance was a thing until a year aer I moved in. Then the city foolishly removed parking on N Main to make room for a bike lane that no one really uses (stop allowing them on the sidewalks and that would change...) Now, my neighbors treat the street as their personal parking garage as they have more vehicles than their house has room for (single family house though). There's a huge van with trailer now, so when I do occasionally have visitors, they have to search for parking because some people feel entitled to the street 24/7. The police do not enforce. They could drive up N Main every night and fund their department for a year... N/A It appears to me that almost all residential areas have a driveway for every house. I think this ordinance is reasonable. My neighbors across the street park on the road every night. They have multiple vehicles on the street which is an inconvenience for the entire neighborhood especially in the winter. The plows cant get thru and when they can all the snow gets piled in front of my house. They need to park in their driveway or garage. They have at least 3 vehicle per night on the street. All the neighbors complain about it. No Maybe more parking lots near campus for college parking We are strongly opposed to allowing overnight street parking. We moved here from a community that allowed overnight parking, the appearance contributes to trashy looking neighborhoods (broken window syndrome). The police could not keep up with cars that were le inoperable on the street. Cars with flat tires and broken conditions littered the streets. The worst areas in Oshkosh to remove overnight parking restrictions would be the university area. Many residences in this area have maximum occupancy and less than functional parking arrangements. The city has ordinances and requirements on the books to manage these situations. Too many absentee landlords that do not appear to care about the appearance of the neighborhood allow these conditions to exist and put their tenants in positions to cry for "better parking" rules. The university also has skin in this game. I cannot support relaxing overnight parking restrictions that have a strong potential to contribute to neighborhood degradation. The current rules allow exceptions in neighborhoods where occasional needs arise. PLEASE , PLEASE Please, do not set up parking conditions that will cause neighborhoods to fail. In turn spending more money to "revitalize" neighborhoods. You have the rules to manage parking already. Enforce them. Do not allow the landlord lobby to push their problems over to the citizens of Oshkosh. This idea pushes Oshkosh in the wrong direction. Shouldn’t charge for a monthly permit and still get a ticket if on the wrong side We oen can't park on our street due to UW student parkers filling all of the spots. I have received tickets even with a valid parking pass displayed. This was all with in 10 steps from the front door of my house, on a tiny street with only one address on it. My car was not parked anywhere near that address. Also, the parking bans that happened a few times a year during college activities should not be in affect where i live. I do not live close to campus yet, my parking pass was Invalid because of parking restriction that they had In the college area. I believe it was for pub crawl or beer gardens or something stupid like that. Don't change something that doesn't need to be changed. Allow under 18 years of age park on the road without having to pay Received a ticket at 4:56am aer being parked for about four minutes when I met a friend for an early morning walk. Didn’t seem like it was a necessary ticket. As long as we can get a temp permit the overnight restrictions are fine Tow vehicles parked in the street in the winter when it snows and the plows are out. we see cars parked over night all the time with no tickets. Not enforced by police. Please chsnge the rules. No restrictive except for winter/snow. Go seasonal, lower fine amount. Can still keep the every other side of the street parking I guess I am wondering how much the 2:00. - 5:00 am restriction really benefits garbage and leaf collection, snowplowing or street sweeping. Hope this helps and, is heard. I feel this is fair change to be made. And, someone actually looks into this specifically. We're not a part of the major problem by campus or, other busy high traffic areas. But, this still very much affects us. Especially for a one income family. Extra expenses add up and, I feel this is fair enough situation where we shouldn't have to worry about paying extra money a month for something like this. I hope you understand where we are coming from and, maybe put yourself in our shoes. And, see it from our point of view. Thank you! The restrictions need to be enforced. They are not in our neighborhood. There is someone that consistently parks the wrong way overnight a block down. There are folks that park on both sides of the street overnight on a regular basis and no permit is visible. None Live on residential dead end street with single car garages, no reason for restrictions Thank you for pretending to listen to citizens. Like you did with the wheel tax no one wanted but you enforced anyway. Or the vote on making vel Phillips middle school that you completely ignored because the result wasn't what you wanted If you are going to have restrictions than enforce them, if not enforced than drop the restrictions. It sends an incomplete message when there is no follow through. by not having follow through it makes residents feel they do not have to follow the restrictions. While this doesn't effect me personally, it seems like forcing people without access to off street parking to buy a permit only further disadvantages people who are already disadvantaged. Also, to force hose who may be visiting through this hassle is wrong, and may discourage tourism. ALSO, things like this will indirectly encourage drunk driving, as it penalizes someone for leaving there car and taking alternative means home. This is bad policy, badly applied. Some people have short driveways and too big of vehicles to fit in the garage. Parking tickets received when parked at the bottom of our own driveway also which is not right seeing we maintain it and we aren’t blocking the sidewalk or road. Street parking is the only other option. I already pay taxes and don’t think it’s right to have to buy a permit every month either. no No more overnight parking until 11am in my opinion. No We appreciate local slack given for occasional temporary trailers, overloaded driveways and oversized vehicles. If this is done away with you will need to add more "NO PARKING ON THIS SIDE OF STREET" signs because the rodes will be cluttered with cars . We have at least 3 vehicles parking overnight on our street now. Please hire more officers. Also infuriating how expensive this ticket is now ....don't understand the increase as long as a car is safely parked and doesn't hinder garbage trucks/plows etc theres no reason they should get a ticket. not everyone knows there is an option to ask for an exception, and people who park overnight to avoid a DUI shouldnt be discouraged from doing so. None None There is no mail delivery from 2 - 5 that I know of. Our street sweeper comes during the day and our garbage pick up is during the day. These justifications are ridiculous. You have too many city employees doing nothing but watching the other guy work! Stop wasting our money!! None I've never lived in a city that restricted all on street parking every day. The current restrictions do seem to much. No I think there is a bigger issue with people parking on the street during the day when there is more traffic, especially on side streets where parking is permitted on both sides of the road leaving only one lane available. It like playing chicken, worse even than the north side roundabouts. Nothing for now Many cars on the street overnight. Certain none if them have permits. Enforce it. When I moved to this city, I had no idea on the parking restrictions until I got my 1st ticket. Police\City refused to cut me a break on the 1st offence, and used a lame excuse the policy is posted at city limits. Nobody pays attention to that small sign, and even if you tried to read it, you can't until you stop the vehicle. The police until recently, seemed very over zealous on enforcement. Not sure what extra "security" parking in my driveway vs parking on the street reduces crime. Also they don't come around to pick up trash until later in the morning anyway, so it doesn't make it any easier for the trash collection. It was a dumb policy that needs to be updated. If they are going to enforce this useless restriction, then they need to properly post it on every street. Stop giving tickets for parking on the street. We already pay taxes!!! Quit making money off college kids Between the wheel tax and overnight parking it sounds like Oshkosh doesn’t want its residents to have a car. But public transportation is horrible here. And walking isn’t an option for a lot of people. Claire Peterson is an awesome reporter Focus more on the actual violent crime happening in our city over parking fines. Ridiculous priorities across the board. Landlords who own homes where parking is a challenge should offer options to tennents. The place next door to me has been a challenge because they have disagreememts on shared driveway and who should park on the street. Get the same thing during the day around campus Lower the dam city wages or **** make them volunteer in the community like other jobs make employees do. You want us to clean park yet your damn employees get an hour lunch work 8 to 430 every damn holiday off no nights no weekends. Understand your phucking community Don’t have people on Summit park on Walnut St. this affects those residents in the winter too!! Remove the 2-5 restriction The restriction is three hours. What's the point? Just get rid of it. We have had to purchase a parking permit for our children’s cars for 6 years. Total cost is $720. That is a lot. We follow the rules and it is very frustrating when others do not and they do not get tickets. Winter is difficult when the snow plow cannot clear around these vehicles too. We need to access street parking so not having it would also be difficult. I don’t have the answers but starting with some conversations would be helpful. Also more enforcement and parking officers would help with consistency. A $30 fine is ridiculous plus adding fees when you didn't pay within a short amount of time is insulting. A $10 fine is plenty as a reminder that you were supposed to call in your vehicle. Stop with restrictions & fines. I live on a street (W 24th Ave) that only has street parking on one side, and that side is restricted to 2 hour parking and we have been ticketed for being over by an hour. While a rule is a rule, 2 hours is ridiculous when we don’t even have the option of the other side. Either extend the amount of time or allow parking on both sides. If parking restrictions are eliminated, how much revenue would the city be losing from permits and fines? Would that impact services beyond parking (ie do parking permits and fines pay for those charged with enforcing, or does that revenue support other non-parking-related services and would need to be made up by increasing taxes or decreasing services?)? Will we end up paying more for snow removal, garbage pickup, etc. if they can’t access all areas as easily? What plans does the city have for preventing car camping, if overnight parking is allowed? How long would a car need to be parked to be considered abandoned? I do fully support overnight ban during winter. I have never seen street cleaners or garbage pickup during the night. I think overall an event city should not have a ban during summer peak travel times. none I would like to see better enforcement. No thanks. Money is the root of all evil. Have you ever seen a plow or street sweeper out between 2-5AM? Not once. If you want to do something useful how about an ordinance on trees and bushes right at intersection corners. How about the awful le over road markings on Murdock that just got le there when the lanes were changed? The overnight parking rules do not really serve anything except the city budget. I would like it to be enforced in my area. We need an easier to alert staff of a violation or repeated violation. An online entry form so we are not tieing up phone lines for this would be great. You say it helps with garbage pick to have no parking till 5am. City of Oshkosh Sanitation department starts work at 7am so that should have no bearing in this survey. If you are there and not able to park in a driveway or doing it for safety reasons they should not be getting a ticket. I'm not strongly opposed to it, but it's unclear what the benefits are, and I know I have gotten tickets in the past while parking in front of my own house. I think it is preferable for people to park in their garages/driveways as opposed to the street. Limiting parking on a public street, in front of my house makes absolutely zero sense. You didn’t have 0 tickets which would have been my choice. Doesn’t mean I don’t have an opinion being a resident of Oshkosh. None right now See above My dad lives on Van Buren Ave. He has neighbors that have visitors coming and going all hours of the day. Along with the neighbors' vehicles there is always someone parked on the road. They actually had a broke down vehicle that sat in the road for two weeks. They pushed it each day to try to make it look like it moved when the city checked on it. The city's diligence was great. I can't imagine how long the vehicle would have sat there without a parking restriction. We also have daughter in college in Milwaukee. She lives off campus and the streets are littered with cars all year round. Winter with snow covering cars that haven't moved for weeks. Single car traffic with parked cars and snowbanks. NO OVER NIGHT PARKING. Let's keep Oshkosh as clean and safe as possible. Thank you !! no If restrictions are required, each residence should be allowed two permits for free throughout the year. No Winter no street parking We have a narrow driveway with three vehicles. It is super upsetting to receive a parking ticket on my vehicle because my husband needed to park it on the street in the morning at 4:45 am so he could pull his vehicle out to go to work. There should be some leeway, seems very unreasonable to issue tickets for such a short period of time when it is only restricted until 5 am. I’d rather deal with the inconvenience of calling my car in than deal with other cars parking in front of my household every night (assuming more people park in the roads if there’s no restrictions) should have parking restrictions on corners and curves in subdivisions Don’t hire anymore parking enforcement officers. I already had to correct the one who tried to fine me for parking on my apron that I just paid to be cemented. Haha yea no I own that not the city. Don’t tell me I can’t park on grass. Stop hiring dipshits Many driveways in the older parts of the city don't accommodate modern day vehicle quantities. In the university area some landlords exploit the tenants with additional charges to park in their own driveways. I can understand snow removal, but is garbage pickup or street cleaning ever done in the middle of the night? Seems like a made up reason to limit parking. How does having no parking from 2-5 am prevent crime and help them clean the city more? I see street sweepers during the day (if ever) and the mail isn’t delivered in the middle of the night anyway. Snow plows are the only part that I can see being an issue but they can just plow people in if that’s what it comes down to. I don’t park on the street and we have a big enough driveway that our guests don’t usually have to either, but it has gotten me in the past when I’ve stayed overnight at a friends. Nope No Makes it very difficult for our household to park as we don’t have a big enough driveway. The tickets are too expensive as well. Encourages more drunk driving as you can’t leave your car anywhere too. I think more tickets should be given to those who don't follow the rules or have not requested temporary permission or have permit. There is no overnight parking on our street but no tickets are ever given to the cars. Cars that do have permits never move their cars!! As a resident I should not have to wait in line to get a parking permit at 4am there should be an option for me to get 1 permit before UWO does!! Maybe be a little stricter with the Wintertime & early Spring overnight parking... Due to possible hazardous roads from ice, snow, & plows... Be safe & smart, not dumb & possibly harmful... We need clean, safe roads during & aer snowstorms We have four adults with cars in our home, we do not have enough driveway for everyone to park. Overnight parking would help without the fear of getting a ticket if one of us doesn’t call in. Communicate this information. Been here 7 years and have never seen a place where this info is com. we get tax info and waste Managment but that’s all I have seen in city management. Parking tickets should be less than the $30 rate that it was just raised to. It's just more money that the city tries to get out of its citizens. I feel that over night parking policies should remain as-is. In our neighborhood, people park trailers and landscaping equipment on the street which is an eye-sore. Stop using the tickets to make extra money off the backs of the people. I live in what's considered college housing and I work till 2am during the week and there is not always enough parking spots available in my parking lot so I am forced to park on the road in front of my building some nights. No This is a good rule, Otherwise we would have cars on the street all the time stopping Snow removal, leave pick ups and garbage pick up. Especially by the college and downtown , overnight parking is helpful. If an individual decides to make the smart choice to leave their car overnight aer having some drinks, they should not be punished for it. Leaving their car overnight is a better alternative to drunk driving and killing someone. I believe there are more pressing matters as far as crime in Oshkosh goes. Knowing I had a guest over during the tornado this summer, they were torn between their own safety in staying at my house for shelter and driving home because they were parked on the road. Their own safety or a ticket should not be a choice someone should make. To prevent people from using the streets for storage of "dead" or immobile vehicles, give them a 3 day remove or be ticketed warning. We can't allow trailers and broken down vehicles to litter the streets. If they either refuse to move or move them next door or across the street, give them another 3 days before booting or impounding them. Make your money from the real offenders abusing the public streets. The neighbor in my duplex made the comment when hearing about the ordinance when moving in “Do they not want people to come visit their city or rent here?”, to which I responded “They must not”. I received my last ticket aer submitting for overnight parking, and receiving that it was approved. I expect that I was over the “3 days within a 30 day period” rule, however why my request was not denied then, was excessively frustrating. Furthermore, when going to buy a permit at the beginning of the month, I have been told that the only permits available were for streets several blocks away from my home. I fail to understand how that is safer and cutting down on crime when people are expected to leave their cars far from their place of residence which provides not only a major inconvenience but also opportunities for car jacking and robbery when parking late at night. Oshkosh has great potential but I as a student am on a strict budget, and even the $60 in parking tickets is a financial strain, especially when its in situations that are out of my control and I have no where else to park except the street. It does not foster a sense of community, in fact it causes quite the opposite. I have lived in Oshkosh for 2 years and have lived in 3 different residences now where not being able to park on the street has caused major inconveniences. Winter only Remove parking on the 1 way part of Grand all together. No room for City or emergency vehicles. Nuisance to neighbors. Keep it the way it is. In fact I would consider making it a 12-5am time frame. To many times i have had people park in front of my street during the snow storms and I have to deal with the large amount of snow in my driveway and infront of my yard due to plow trucks not coming down a 2ndnor 3d time to clear it up. Thank you for considering changes. Please act on this. The dispute process feels like extortion, and very questionable legaly and if nothing else moraly wrong. Parking enforcement officers need to actually know the city parking rules, not just their feelings. I would hope that the city council and police can find better ways to spend tax dollars. This goes for public parking lots too. Why can't you use county or city lots overnight? It makes life tough for having visitors when you have to jump through hoops to get permission for them to park. My apartment complex comes with one spot for a two bedroom apartment. Public parking restrictions make it a pain to have a roommate or visitor. More consistent enforcement down streets. At least enforce what side they need to be parked on at night. I get tired of the oil stains from the neighbors cars in front of my house and the ice build up from plows going around their cars. My road is rarely plowed so the thick Ice lasts so long vehicles that leak fluid on sity streets must be cited for litter and contamiation of ground water and be held resposible and vehicles must get a noise test so we dont have loud vehicles on the road and no aermarket tune kits to make vehicles sound loud. everthing on the car must be factory exhaust and replaced if vehicle is getting louder and louder and person would not be disturbing the peace with their cars exhaust being super loud POST SIGNS! We have none on our street and still got ticketed. Start ticketing more and maybe they won't park there I believe restrictions are only needed for snow plowing and in areas where parking can create a hazardous situation. Such as parking on the curve of a cornered street (i.e. where Maricopa Dr meets Covington Dr in Oshkosh). on coming traffic can not be seen due to cars parking here. Tired of contacting the city about the issue only to be told hard to fill the positions needed. Raising the cost of tickets to cover labor, and better inforcement with towing done immediately would solve the issue! City is hugely inconsistent in enforcement. I can understand restricting overnight parking in the winter when snow plowing is an issue. I know from experience how parking restrictions cause issues especially for lower income individuals. Had 2 kids growing up going to school and paying parking passes and/or tickets when pass wasn't facing out window on a part time minimum paying job. Most houses on NE side of town have smaller garages and driveways. You shouldn't pass any more laws unless they grant more freedom to the average citizen or you can prove that a crime will be prevented by passing that law. Remember, criminals and politicians rarely obey laws. The restriction unequally affects low income households. Those who are more affluent have ample parking abilities. Lower income housing in the city has limited parking options. Our city should be working with and supporting lower income communities instead of "gentrifying" lower income neighborhoods by imposing permits, fines, inspections, and assessments on these neighborhoods. I've never seen a street swept, or trash picked up between 2am and 5am. Parked cars also don't cause crime. Parked cars don't litter. I'd like to see support for our communities by taking restrictions away. I would compromise and support a 24 hour parking limit to keep inoperable cars and trailers off the streets. patrol my neighborhood like they used to. Many have multiple vehicles, RV's, multiple work related items (trailers, bobcats, etc.), collector cars, rstoration projects and so on. These items clog the driveways and look junkie as it is. This would be a free ticket to collect as much as one wants because they can always park their cars in the street. This is currently happening at a few homes in my neighborhood. Additionally, a neighbor parks his dually truck in the street 24/7 because they have too many vehicles. The truck never moves. It impedes the flow of traffic as well as making it very difficult if not dangerous, to exit the driveway. I also feel that tickets are a good revenue generator. I don't know the going rate for a ticket these days, but I say raise it. No I’ve noticed that the sweeping trucks usually do it aer 7am I was not aware they sweep streets between 2-5am?? Also, I did not know that garbage is picked up between 2-5am?? It does make sense for snow plows. So maybe this is more applicable for winter months. There needs to be a way to ticket vehicles and trailers that have no license plates. Or maybe they should be considered abandoned, and towed that day. With how easy it is to obtain a parking permit, there is no need to change the current parking restrictions. People need to plan ahead and not blame the city for their lack of forethought. I received a ticket the first year I moved here, but that was due to my own lack of knowledge and do not blame anyone but myself. I moved here from an area that allowed overnight parking, and unknown cars would park on the streets oen. Having a designated parking space, or obtaining a permit allows for better monitoring of vehicles in the city, and offers hours of clear streets for workers to plow snow when needed. I hope the current restrictions will stay in place. Currently there are many cars parking on my street that do not live on it. When I want to park close to my home I am not able to because the space is full-mainly due to an RV/camper taking up a lot of space. I then need to park away from my house and walk in the dark-which is a safety concern for me. Permits need to be for those residing on the street only. A few times I almost did not get a permit either. Each residence on designated street receives one free street parking pass. Each additional pass must be purchased. If owner of a rental property, it is their responsibility to relay to tenants need for permit. Regarding snow plowing—would be beneficial if city returns later in day to plow side where cars may have been earlier. Additionally towing of vehicles that do not move for multiple days in winter. Oen vehicles are plowed in over and over again. Provide parking information to new residents before they get their first ticket. I do have another suggest.. but its not about parking.. I wish the city would do a better job about the city residence not cleaning up aer themselves and now the homeless people all over the down town area looks terrible. The city needs to do something about that. They are always hanging out in certain areas of downtown and it just makes our city look so trashy.. I think that is more important then our parking issues In neighborhoods, with cars parked all over the streets, it just looks messy. Stop creating municipal laws that take financial advantage of the people that live here. Find less oppressive ways to gain city revenue. Not at this time Please get rid of current parking policy regarding overnight parking. Allow people to park for free on the streets that they already paid for, with extremely high property taxes. Or change the building codes so that people are allowed to add private parking onto their own property. You could give free, or tax included permits to residents, if some type of permitting is absolutely necessary... We tend to have friends and family sleepover oen and have no extra space for them to park So they are needing to park on the street. We are only allowed to do three free parking passes a Month for friends and family. They don’t stay oen enough to purchase a whole month pass to be able to come and visit and sleepover I think visiting vehicles should be exempt from the parking pass as long as they are parking on the correct side of the street. We do like knowing that there are extra patrol in the neighborhoods at those hours that is the only upside to monitoring parking on city streets As an owner of the property should be able to park a trailer or extra vehicle on my property without restriction as long as it is operational. Allow parking on opposite sides of the street free for residents, especially when residents do not have a driveway or other parking area Tell the council members bringing this up they have larger issues to address No Question 12 states "ever" while question 13 says within the past year but doesn't allow for zero. I've received a parking ticket, but not in the last year. Corner lots tend to be taxed at a higher rate (i.e. more sidewalks & access to provided resources) Maybe, there aught be some tax credit for properties that have no on-street parking (that is legal or present a safety concern). The property owner/tenant would be required to REQUEST consideration. I DON”T want a landlord getting a credit and the people living with the parking situation getting no benefit. Good luck and thanks for…..asking (?) None No No See above I'm all for snow restrictions! NOTHING IS BEING INFORCED THEY NEVER GIVE OUT TICKETS I went to school at this university. It is difficult enough to afford a used car, gasoline and find parking for classes. The only thing I can think of is a large free parking lot or 2 . Students who try to save money by living with numerous roommates should not have to worry about fines. If some of the roommates don’t use their car oen, they could park their car in the free lot. The lots should be well lighted and patrolled. Appreciate being able to arrange for overnight parking online. If there are parking restrictions in an area, there should be signage stating as such. Seasonal overnight parking on one side for the snow season is the only thing that would make sense, however, you would need to still allow overnight parking on one side of the street. I grew up in Los Angeles, the crimes here are minimal and having overnight parking will not contribute to crime in anyway. If you are worried about street cleanliness, then choose a side of the street you will allow residents to park. I don't think the allotted time (2:00-5:00 am) which equates to three hours is enough to justify less litter on the streets or improved emergency access when there may be vehicles parking on the street for the other 21 hours of the day. There is no way to predict the regularity or need of emergency access during those hours, so I don't think that is a strong defense for not allowing street parking. Keep the restrictions. Our city will look like a garbage dump if people are allowed to leave vehicles on the streets constantly. Would you want to look at a rusted out dilapidated car or truck parked in front of your house for days, weeks or months? With no hope of it moving because there are no restrictions? Get rid of restrictions on residential street Free parking for residents Fire hydrants, stop signs, driveways, and cross walks all have a designated space that needs to be kept clear for the safety and efficiency of the users of the public streets and sidewalks. The restrictions being just a few hours - the least populated hours on the street - show they are unnecessary. As a citizen of Oshkosh, the inability to park my car on a public street for 3 hours in the early morning makes absolutely no sense and is incredibly frustrating. If the restrictions are PROVEN to be necessary, they should be consistently scheduled at a time that makes sense. I liked our previous rule that allowed weekend parking....and think it is PETTY of OUR city trying to sock it to citizens for weekend parking to make some $$$...not classy at all. And I want to live in a city that has some CLASS! There are people in Oshkosh that must sleep in their vehicle due to the scarcity of affordable housing in this city. I’m concerned that the current regulations make life harder for people with no / unstable housing. These same people are likely undersampled by this survey. This survey will probably suggest that the status quo is acceptable, because the majority of people that respond have off-street parking and experience no problems with parking restrictions. As I don't know the reason why this restriction was put established in the first place, I don't have anything more to say. I believe that 30$ for a parking ticket is insane! With how expensive everything is right now and everyone is already struggling to survive. I don’t think we should have to worry about getting a 30$ ticket when we have to park on the street in front of the house that we already pay an insane amount a month for!!! Parking restrictions should be limited to snow events or winter months. OR at least of the car is registered to the street/block that it's parked on l, it should be done exempt. Enforce city wide, not just around the college or poorer neighborhoods. N/A If you're going to keep the restrictions, at least make it more public that there are overnight parking restrictions. None The process in place to dispute a ticket is also absolutely ridiculous! Thank you for considering modifying the parking restrictions! I don't have strong opinions about the restrictions, but perhaps there is a way to better publicize them. We were issued a ticket for overnight parking earlier this year simply because we weren't aware of the year-round nature of the restrictions, assuming they applied only in winter as in other places we have lived. Thanks for asking for feedback! I appreciate that the city is willing to make changes to things, even if "it's the way we've always done things" get more officers if needed. more police enforcement n/a I think it should be enforced more. Tickets and or towing especially during snow storms. Many elderly can not shovel out the front of the street when the plow has to plow around someone parked on the street overnight. Many elderly need that space in front of their house to be picked up for a ride. Falls can be very dangerous for older residence. Stop being a city that runs itself like a bloated HOA high on power and start being a city FOR the taxpayers of this city - all of them not just the rich snooty "I mow my lawn three times a week" types. Those who are most affected by the restrictions are the least able to afford the tickets ie renters with roommates and multiple cars with virtually no parking spaces. You either have to get a parking pass or pay tickets and regardless it’s a way to get money out of the least well to do people. It also does virtually nothing to help with safety/cleaning. on 500 block of Oak St there are signs up for no parking on one side of street. there are trees covering them up and no sign at the corner of Merritt and Oak ST,. The even side of Oak St gets plowed in and the odd side has alot less snow in their driveways. i have called the street dept. about this and they say each side is equal they should come and see. i'm too physically unable to clear it aer the people who clear my driveway leave! 2am to 5am does not affect cleanliness or mail delivery, or trash collection in any way. I have never known trash to be collected, street cleaning to be done, mail to be delivered, etc within those 3 hours. It is ridiculous, especially if families get together and may stay over and there is no room in the driveway for their vehicles. To pay x amount of money to park for 3 hours is nothing but another greedy way for this city to fill its coffers. It is ridiculous to force city residents who already pay property taxes, wheel taxes, and any other fee the city can conjure up to pay for a trivial 3 hours. We have a one lane driveway with 3 cars at times that need to be shuffled around according to schedules. When it's late we don't want to be moving cars & disrupting neighbors trying to sleep. I understand the idea behind the 2a-5a parking restriction (plowing, garbage pick-up, street sweeping) but none of those services, with the exception of an occasional plow, are provided during that timeframe. If the services were provided 2a-5a, more people might understand the restriction. I am still in favor of the restriction for overall ease of travel and neighborhood cleanliness/appearance. I think the current rules are good and they should be equally enforced Not consistent in forcing. Some park on apron, some in yard and don't get tickets. When we did got a ticket. Miss one digit on license number got ticket. No mercy and to strict when trying to the right thing. Many times myself or my friends, at my house (or previous houses), their house, or at bars, have had to decide between risking a ticket parking or driving home. The last several times I tried the call line I could not get a person and could not complete the one night "permit," and the website version was equally onerous and buggy to complete. In multiple instances over the last 5 years I had to decide between being responsible aer drinking and risking the ticket, or driving drunk. Nobody should have to face that decision. I fully support removing overnight restrictions except in the case of snow emergencies or a similar policy for plowing. Refund people for the fines they've paid due to these restrictions Quit making Oshkosh the place not to live. I live on a street block that has no parking on my side of the street, so I would only be able to park a car on my block every other day. This has frequently inconvenienced us. Ban exhaust systems/tailpipes designed to make extra loud popping noises like gunfire within city limits. The citizens of Oshkosh don't need or want to put up with that ghetto garbage. Restrictions should remain and be year-round at a minimum on residential streets and more/consistent enforcement could generate more revenue via fines. Other Wisconsin cities ex fond du lac and Madison let you park on the street at night, why can’t you look into other municipalities and see what they do and ask them if it works. It's a challenge with 3 drivers and 3 cars in a narrow one lane, shared driveway with my neighbor.....would be nice if we could park in front of our house overnight if needed. When I moved to town I drove around three blocks and there were no signs other than dont park on this side of the street. When I called about why I got a ticket, Thats when I found out I should have known about the restrictions somehow. (Osmosis maybe). Why everyother side of the street? I have never figured out which side because we park on side street and when does the day begin. Is it the day 1 am when the curfew starts? Parking restrictions are another example of the City of Oshkosh finding the laziest solution. It’s hard to live here and this is a good example of how City Hall doesn’t want to work. Even the way the questions are phrased in this survey are biased to elicit a response to avoid any change or work. This only affects plowing operations, I never see a sweeper during overnight hours. Why does everything in the city of Oshkosh revovle around residents paying more money to the city? We are taxed to death in this city. I paid my 5600.00 street assessment when they re-did my street. Now you are charging us a wheel tax. I own that portion of the street. I already paid. Now I am paying more because of the wheel tax. I should be able to park in my street in front of my house overnight without getting a permit or paying!!!! Police have the ability to run plate numbers and find out who the vehicles belong to!!!!!! None. One time had a beat up abandoned car with no tags sit on my street for 3 day. Multiple phone calls to police and a report to the connect app. It took the city 3 days to chalk it. A group of guys came and pushed it away. Found out from neighbors they had been pushing it a few blocks every few days. But if I accidentally leave MY car on the street over night it gets a ticket. Kind of messed up in my opinion. Do not Give tickets near places that serve alcohol. It will encourage people to do the right thing and decrease drunk driving! Expand the hours 1240 Wheatfield Way; always has a car sitting on street this month year '24 vehicles park over night, that do not have license plates, but it's not my vehicle. so it's ok.it is not enforced Thank you for letting us put our opinion in Old houses with small driveways rely on street parking. Making it unnecessarily complicated and restrictive helps no one and is just another example of the city of Oshkosh making decisions that don’t align with what it’s citizens need. Nope Enough is enough already Parked cars, overhead utilities and lack of trees are all known to have negative impacts on property values. Re parked cars, it seems that removing the permit process would allow anyone to park on most streets 24/7. If true, this is an eyesore in the making, especially in older neighborhoods where on-street parking seems more likely due to narrow driveways, one car garages etc. Parked cars are also a concern in terms of children, crime, and one’s general enjoyment of their surroundings. Issues that have been raised such as an occasional newcomer, a night out on the town, inconveniences in obtaining permits etc. are minor ones that can be solved without throwing aside a long time parking requirement that benefits the majority of Oshkosh residents and City workers. Get rid of the parking restriction here on Grove Street please. It's not needed. Overnight parking should not have to be extra for residential neighborhoods.
