be one other car besides ours that parks in front of our building. It's very residential. A er our building there's houses. And, the streets are

Follow what the city of Neenah has. It’s a pain to call in or go online if you need to request overnight parking. Limiting to 3 times per month
per address is also dumb. We have different work schedules.
Allow overnight parking at all times unless under necessary for snow removal.
Allow cars to park on the street. If there is a snow emergency then have signs posted that if there is more than 2 inches expected then cars
have to be moved

It should be gone, the only service it actually does anything for is plowing and even then the city only plows main roads during that time

On weather nights impose a restriction but allow residents with children of driving age and multiple vehicles to park in the street overnight

Efficient snow clearing is a good reason to restrict parking, but the restriction should be in effect only in winter. I don't recall hearing street

If there is not snow on the ground, there should not be restrictions. I understand the restrictions for snow plows, but garbage truck do not
operate between 2-5 in residential neighborhoods as far as I'm aware. Therefore, why would being on the street between these hours impact

I believe we should have restrictions if there is snow on the ground. We are talking 3 hours. Most of us in my neighborhood go to bed way
earlier and if there is no forecast of snow, I don't know why they can't spread out their car parking through those 3 hours. One of them tries to
park 5 cars, temporarily. That's a lot for their 1 driveway.

Something needs to be done on the corner of W. Melvin and Jackson, since we have so many college students parking on the street. You can
not turn onto Melvin because cars are parked on both sides and only 1 car can get through. I have lived on Melvin for 39 years. This is a
hazard for those that live on our street to have students park on our street. The landlords should only rent to what the house has parking for.

I do think it is important for the street services to be able to clean the city streets of snow, debris and etc. I also feel some citizens would
abuse it. Right now, we have a neighbor who has a business where he uses large trailers and utility equipment. They are parked in front of our
home on a regular basis. Snowplows have to drive around them and therefore, our driveway has an abundance of snow to clean up due to our
neighbor being inconsiderate of us. Not bad people, they just aren't considerate.

I did not know I could buy an overnight parking permit to park in the street, my specific reason is that if you live in an older section of town as
I do, the driveways are only single driveways, meaning that you are constantly shuffle cars around, I do believe that no cars should be parked
in the road during winter so the plows can do their job, also there should be parking restrictions on garbage day so the garbage trucks don't
have to weave their way around the cars.
You can declare a snow emergency when needed requiring all cars off city streets. We are a 7 house dead-end cul de sac - we are in no one’s
way. There could be an ordinance that cars can not be “parked” more than X number of days without being moved to eliminate a broken down
car being le in a neighborhood. I just have no issues if one of my neighbors with a high school son has 5 friends over and then have hated
them going out the next day & these kids being smart & staying at someone’s house all have parking tickets the next morning. It’s a silly
restriction in the middle of summer for a one night visit.
Seasonal makes sense as for snow plows and such to be easier to get through if needed. Other than that, writing tickets on cars parked on
the street outside of a bars because they chose the smart path and didn't drive home makes absolutely zero sense. Protect and Serve doesn't
mean write tickets for making smart decisions

If there are specific city operations that need to take place i.e. garbage pickup it should be a designated area of the curtilage for no parking,
that is only designated on the particular day it's needed. Snow removal could be seasonal parking rules. All other times there is no lawful need
to restrict the free parking on public streets that we pay for with our taxes.

Restrictions on the day of trash/recycling pick up. Posted signs should make this clear for residents and visitors alike.

First of all, No garbage trucks, mail carriers or street cleaners operate during those hours and the snowplowing usually does not get to our
street until LATE in the morning as main roads are the only ones that get immediate attention.
The restriction makes sense on busy roads but it does not make sense for dead end streets. Giving tickets to apartment tenants for parking
on a dead end street in the middle of the night so the parking lot of their apartment building can be plowed is predatory behavior and taking
advantage of people. Assuming cops are rewarded for the number of tickets they give out, it is like shooting fish in a barrel for them. Ticketing

driving. If you drive your car downtown to go out and don’t want to drive home because you are impaired , you can leave your car in a city lot

sleeping/sitting in it overnight. That should not be allowed as it reduces neighborhood safety.

I would like to see parking allowed overnight up to a certain time which allows people to be able to park on the street but be off early enough

when parking on the street between 2 and 5 am could have impacted anything except snow plowing. There is no mail service between those
hours and street sweeping and garbage pickup has never occurred before 7am.
It makes sense in winter for plowing but that is the only time. No one is collecting garbage in the middle of the night or street sweeping. So if
there's no snow people who need to should be able to park on the street.

complexes. The complexes do not enforce parking and those with a permit to park on the property are forced on the street and fined. If the

do what is needed. Apartment complexes need to actually enforce parking rules. This is especially true from friends who live on Summit Ave,
they are forced to park on the street when they paid for a permit to park on the property and get fined.

days the city decides to choose 12hr 24hr 36hr parking bans during New climate change snow storms .
Winter months i believe should be the exception. If it hasn't snowed then there is no reason for plowing and no reason to ticket. I have yet to
see garbage pick up from 2 am to 5 am , so i don't see there being a impact. As far as street sweeping goes, make a map and days that the

It’s hard to know exactly but a lot of the apartments including mine don’t allow parking in the lots during winter storms so they can plow but
dont provide alternative places to park. Separately, I got home from work at midnight and by that point the street that I had a permit for would
o en be full because people w/o permits would park there leaving me with a permit no where to park. Yes I was made aware of the calling in
for overnight parking spot but it’s limited to how many times you can do that a month. So the question is what am I supposed to do when I
have a permit but the street is full with people w/o permits but can only request overnight parking x amount of times a month? The permit
was for the street between the co-op and the Annex.

I'm not sure what the problem this is designed to solve is. Garbage pickup and street cleaning seem to happen during the day. Snow removal
happens when it needs to based upon the snowfall. It may help in some other ways, though.

on Bowen Street and never had to park on the street until our children started driving. We never knew about any street parking ordination

us that you can only call in 3 times a month and that you could purchase a permit....and we've lived here for 20 years. It seems as though the

A large portion of the housing in Oshkosh consists of what used to be single family homes, which have been split into duplexes or triplexes,
while driveways remain single access (that is anybody at the end of the driveway is parked “in” by any behind them), which creates a larger
issue when you do not live with others using the same driveway. Working with local businesses and churches to allow permits for residents
within a block of their lots to utilize them for overnight parking might solve the issue of having vehicles on the road blocking important road
maintenance services while solving this issue.

I strongly disagree with the restrictions and there should not be one all year round. Their should be a restriction no overnight parking from

My issue lies with the somewhat opaque "only one side" rule some streets have. It's very difficult to know 1) which streets abide by this rule

I'm all for snow restrictions! But for weekly garbage pickup hopefully everyone tries to get their bins in a clear area, I know it's not always

best option. I have had to deal with shoveling a considerable amount of more snow out into the road due to neighbors parking overnight
during winter. I don’t have an issue with more snow but with it being out in the road it makes an unsafe situation for myself and others.

purchase permits online would make them more accessible to those who need it and would make it more well known. Colleges and housing

Let residents park on the street. Many house holds only have a single file driveway. Our house hold has five residents, all with cars. We all get
home at different points of the day, and we all leave at different times. It is inconvenient and unpractical for all of us to park single file in the
driveway every night. To help with city maintenance, maybe have a rule that there must be 5 of space on either side of the trash cans. And
when there is a snow storm, send out a city wide message that cars must be parked off the street that night. OR residents can be responsible
for being on the look out for weather conditions. I feel like these are reasonable requests; this what my household currently does, with city
maintenance in mind.

We moved from St. Louis, Missouri a major US city. They had designated street sweeper days posted so you knew what days there were
parking restrictions and they would announce snow emergencies to move your car for snow plowing. If you didn’t move your car, you were
ticketed and / or it was plowed in. It’s silly not to be able to park on the street at night. There were numbers to call to report abandoned
vehicles so vehicles just didn’t sit for long periods of time. I don’t want Oshkosh to turn into St. Louis as that city is a dump but these rules
need to be communicated to us residents.
I live on a street with out curb and gutter so street sweeping is pointless, our street is one of the last to get plowed. Winter time should have
alternating side parking. This is a money grab for the city. To employ a person to give tickets is a slap in the face to anyone who pays taxes in

Specifically on Soda Creek there needs to be more enforcement. The current seasonal restriction is not abided by. Also, I believe the road

I would like to see most of the overnight parking restrictions done away with all together. We live in an area with a heavy drinking culture and
by being able to leave a car parked on the road and not worry about being ticketed is going to leave people more available to not driving
under the influence. I understand winters can bring about some pretty nasty storms so if anything put regulations in place that only impact
those times. When it’s the middle of summer and 80 degrees out, there’s not reason why people shouldn’t be able to leave cars parked on the

The same cars are parked overnight on Congress Avenue repeatedly all winter (assumed college students). Even if they have a permit -- which
they o en don't -- this chronic parking causes incredibly difficult situations with the plow having to go around them, the snow piling up in the
street, and eventually getting plowed across our driveway or le in heaps in the street turning to ice mounds from the salting, and where cars
cannot navigate safely around them. The owners of the cars do not move them. Sometimes they sit there for a week at a time in the same
spot. This is a huge issue every winter. Please don't allow overnight parking permits granted repeatedly on Congress, which is a busy through
street. Even if enforcement was increased to a daily basis, the snow plow issue/huge piles snow would still exist.

The current overnight requirements are incredibly inconvenient (you must call, then can only park on certain side of the road depending on
the day, if your road doesn't have parking on that side you have to park on a different road). This greatly affects low-income people and
renters as they are less likely to have dedicated parking spots. If the issue is actually garbage pickup and snow removal, I suggest restricting
overnight parking on days where there is garbage pickup and snow removal.

I once had visitors who were moving, traveling across country towing a trailer. I called the parking office and I was told they were not allowed
to park in front of my house overnight (1 night) under any circumstances on either side of the street. What were we supposed to do? Unhitch

The police department is not easy to contact or discuss the parking passes or get permission. And I am not paying extra to use the street I
already pay taxes for.
Explain to people what the rules are. If people don’t know the rules they can’t follow them. If people aren’t allowed to park on the street, tell

Overnight street parking isn't a common problem for us, but it comes up once or twice a year when family visits. We have a small driveway
that can't fit more than our own cars, so when we have visitors someone has to park on the street. In this circumstance it is a pain trying to
rotate which car gets parked on the street each night so no one vehicle goes over the 3 nights/month limit. Our guests have received tickets
when we didn't keep accurate track and plan correctly, and even though the fine is small, it is annoying and doesn't leave them with a very
high opinion of Oshkosh. Some sort of program where we could request street parking for one car for the entirety of their stay would be nice.
We have several vehicles lining our street most of the time, including overnight. There is room in their driveways to park. If my husband or I
had a medical emergency, I worry sometimes if they could get to us. Our neighbor has a large box truck from his job that is parked on the

said snow events, the plow can't make a clean sweep in front of our driveway. They have 5 vehicles for 2 people, and sometimes they are

No problem with the restrictions, but I don't think I have ever seen a street sweeper on my street and don't think the restrictions have had any

My answer to the question about inconvenience being major is because I take my garbage to the curb the night before pick up. We have lots
of over night parkers on our street, they will park in front of my cans on my terrace and have had my garbage pick-up skipped over, or a note
on my can to put it in my driveway apron. No! People should have the common sense to NOT park in front of garbage cans! I also have to
keep clearing my sewer drain because the street sweepers can't get at the drain as someone is parked there overnight and have not moved it
in the morning when the sweeper come through. Don't even get me stated about winter plows coming through when cars are parked

Way too many driving too fast. Punhoqua St. is totally residential but so many that are in a hurry to get to Rainbow Park or the 4 seasons
pavilion and Riverwalk, speed up and down Punhoqua. I also notice so many speeding through round abouts and crossing solid lines changing

Teachers @ Val Philipps school use Congress Ave for parking rather than using school parking lot. This restricts garbage pickup & street

I think the time frame of 2am-5am only effects snow plowing. I have never noticed street sweeping, mail or garbage collection at those hours.

We have a neighbor who has 5 vehicles he parks on the street that's impeding on our safety to enter and exit our driveway. Trash pickup and
fall leaf pickup. He won't park in his driveway due to not wanting oil on it. His daughter also parks overnight for weeks at a time and leaves
town. Any refusal to inforce this rule will keep those who voted on it liable for any accidents or damages, because we've sent emails and
photos to the police and transportation divisions and they told us that city council wants to change it, so any damages we will sue those who
passed a new bill. Our safety and health is at risk due to the lack of parking inforcement. Arizona Street only allows for parking on the North
side, so our neighborhood has numerous owners utilize the street along with boats and numerous vehicles. Like I said. Our neighbor parks 5
to 6 vehicles in the street

There's a large element of this that's related to my personal experience. I have lived in this town for nearly a decade, and throughout that time
I've had visitors come and go, leaving their vehicles on the street overnight. The street parking of my visitors always took place in months
where snow was not a concern. We're well aware of snow plows and the challenges that come from obstructions in those instances, so we
have made sure to avoid causing any issues in those situations. Never once in my time here have I been ticketed or received a warning on a
vehicle. I do not live in an HOA, I do not have separate rules related to an HOA, and yet I found myself in quite a conundrum. A er never having
this restriction enforced in nearly a decade, a car that was parked in front of my property was towed while I was out of town for business. This
vehicle was intentionally le in the street because it was donated to Wheels for Wishes, an organization which benefits Make-A-Wish chapters
in various locations throughout the United States, helping grant wishes for children in their local communities who have been diagnosed with
critical illnesses. This occurred in late spring, well past any snow concerns. I did not leave a note, nor did I call in the vehicle because there is
no signage indicating that this isn't allowed, nor was there ever a warning issued to a vehicle le in the street. I had to remove the vehicle from
impound and take it back to the pick-up location so the donation could be completed. The pick-up, in this instance, was delayed because
Wheels for Wishes struggles with towing companies who are willing to donate their time, energy, and efforts to this incredible cause. So, if
there is a question that I have for our city officials, I would like to ask them why they distract our civil servants with such situations that are
not consistently regulated, nor properly advertised on signage, and subsequently finance towing companies for these instances, rather than
supporting the efforts of organizations, such as Wheels for Wishes. To be clear, this experience is the only reason why I know of these parking
restrictions.

We have multiple people with street parking permits on our street and they are constantly parking to block plows and garbage collection. Our
driveway o en gets plowed in because of these cars parking next to our driveway and the plows having to go around. So the restrictions

My next door neighbors car is on the street every night does not rotate sides and never gets ticketed. In the winter the plow has to plow

when I first moved to Oshkosh the parking restriction was not communicated to me, but I somehow managed to park for a full year without a
permit or knowledge of the law. one super busy school year at the college changed it, where whoever was writing the tickets was suddenly
being super biased to those parking near campus. the parking restriction is just a money machine preying on the low income college students
and other families whose rentals and school cannot accommodate them with a parking spot. the restriction does nothing to help with plows,
as even if you pay to park on the street, the plows still need to move around the vehicle, causing huge piles of snow to box cars in, as well as
the overflow that gets pushed into people's driveways. a full winter ban would be nice so that roads are actually properly cleared, and it's less
scary driving on slick roads while there are cars lining the streets. if anything, many cars on the streets encourages slower driving, as it's a
tighter fit that you need to drive through. there are many times where I've seen someone floor it down a clear street, turn onto a packed street
and immediately half their speed. and if we're worried about litter, maybe addressing the garbage trucks that fling garbage into the air with
the mechanical arm would be a better starting spot. the way they jerk cans about sends more garbage into the environment than ive seen
people litter out of their cars.

Overnight parking restrictions has some good benefits, but I think can be altered especially in the summer when more visitors are in town -
especially if you only have a one car driveway.
I wasn’t aware when I moved in and got a $20 ticket for parking overnight on the street in front of my house. I could have parked in the
driveway if I was aware of the restriction at the time. I believe there’s a rotation of odd/even days too? I haven’t looked at it too much, but it
means that I can’t park overnight on the street and have to coordinate driveway parking with houseguests, even though the street is plenty
wide enough to park on one or both sides.
Fix the no parking sides of the street to one side on one-way streets and on knapp residential area between 9th and witzel. Redirect traffic
from witzel down sawyer instead of cut through residential neighborhood people cut through durfee to knapp, sawyer is wider and built for
the traffic but people don't like the stop sign at 9th and sawyer intersection. Traffic should be directed to sawyer between witzel and 9th
street. To many people use knapp between 9th st and witzel cause of the durfee cut through going 40mph in a 25mph neighborhood roads
not designed for heavy traffic.
Li ing the restrictions would make things better for everyone. $30 parking tickets are 2-3 hours work for some people and a major hardship
for people like college students who did not have to attend school in our city. Li ing the ban may also cut down on the amount of drunk
drivers since leaving your car parked by the bar runs the risk of a ticket and/or tow. Question 13 is unanswered because the ticket I received
was not in the last year, but it did cause financial hardship because I had a permit but had been ill and unable to move my car and the amount

Our household and many others we know have more vehicles than what can fit in the driveway due to teen drivers or college residences with
multiple people residing in the house. There is no difference safety and cleanliness because every one of the cars can and will be parked on
the road with or without a permit. Giving a ticket or requiring a permit at $120 a year won't stop people from parking on the street or it may
encourage people to park on their front lawn to save the money.

It would be nice as a home owner if you were allowed a few accidental passes. Occasionally we forget to move a vehicle in if we’ve put it on

The lack of enforcement is my biggest concern. My neighbor has been parking his semi sized trailer in front of my home all throughout

We are strongly opposed to allowing overnight street parking. We moved here from a community that allowed overnight parking, the
appearance contributes to trashy looking neighborhoods (broken window syndrome). The police could not keep up with cars that were le
inoperable on the street. Cars with flat tires and broken conditions littered the streets. The worst areas in Oshkosh to remove overnight
parking restrictions would be the university area. Many residences in this area have maximum occupancy and less than functional parking
arrangements. The city has ordinances and requirements on the books to manage these situations. Too many absentee landlords that do not
appear to care about the appearance of the neighborhood allow these conditions to exist and put their tenants in positions to cry for "better
parking" rules. The university also has skin in this game. I cannot support relaxing overnight parking restrictions that have a strong potential
to contribute to neighborhood degradation. The current rules allow exceptions in neighborhoods where occasional needs arise. PLEASE ,
PLEASE Please, do not set up parking conditions that will cause neighborhoods to fail. In turn spending more money to "revitalize"
neighborhoods. You have the rules to manage parking already. Enforce them. Do not allow the landlord lobby to push their problems over to

I have received tickets even with a valid parking pass displayed. This was all with in 10 steps from the front door of my house, on a tiny street
with only one address on it. My car was not parked anywhere near that address. Also, the parking bans that happened a few times a year
during college activities should not be in affect where i live. I do not live close to campus yet, my parking pass was Invalid because of parking
restriction that they had In the college area. I believe it was for pub crawl or beer gardens or something stupid like that.

If you are going to have restrictions than enforce them, if not enforced than drop the restrictions. It sends an incomplete message when there
is no follow through. by not having follow through it makes residents feel they do not have to follow the restrictions.
While this doesn't effect me personally, it seems like forcing people without access to off street parking to buy a permit only further

I think there is a bigger issue with people parking on the street during the day when there is more traffic, especially on side streets where

When I moved to this city, I had no idea on the parking restrictions until I got my 1st ticket. Police\City refused to cut me a break on the 1st
offence, and used a lame excuse the policy is posted at city limits. Nobody pays attention to that small sign, and even if you tried to read it,
you can't until you stop the vehicle. The police until recently, seemed very over zealous on enforcement. Not sure what extra "security" parking
in my driveway vs parking on the street reduces crime. Also they don't come around to pick up trash until later in the morning anyway, so it
doesn't make it any easier for the trash collection. It was a dumb policy that needs to be updated. If they are going to enforce this useless
restriction, then they need to properly post it on every street.

Remove the 2-5 restriction
The restriction is three hours. What's the point? Just get rid of it.
We have had to purchase a parking permit for our children’s cars for 6 years. Total cost is $720. That is a lot. We follow the rules and it is very
frustrating when others do not and they do not get tickets. Winter is difficult when the snow plow cannot clear around these vehicles too. We
need to access street parking so not having it would also be difficult. I don’t have the answers but starting with some conversations would be
helpful. Also more enforcement and parking officers would help with consistency.
A $30 fine is ridiculous plus adding fees when you didn't pay within a short amount of time is insulting. A $10 fine is plenty as a reminder that
you were supposed to call in your vehicle.

I live on a street (W 24th Ave) that only has street parking on one side, and that side is restricted to 2 hour parking and we have been ticketed
for being over by an hour. While a rule is a rule, 2 hours is ridiculous when we don’t even have the option of the other side. Either extend the

My dad lives on Van Buren Ave. He has neighbors that have visitors coming and going all hours of the day. Along with the neighbors' vehicles
there is always someone parked on the road. They actually had a broke down vehicle that sat in the road for two weeks. They pushed it each
day to try to make it look like it moved when the city checked on it. The city's diligence was great. I can't imagine how long the vehicle would
have sat there without a parking restriction. We also have daughter in college in Milwaukee. She lives off campus and the streets are littered
with cars all year round. Winter with snow covering cars that haven't moved for weeks. Single car traffic with parked cars and snowbanks. NO
OVER NIGHT PARKING. Let's keep Oshkosh as clean and safe as possible. Thank you !!

We have a narrow driveway with three vehicles. It is super upsetting to receive a parking ticket on my vehicle because my husband needed to
park it on the street in the morning at 4:45 am so he could pull his vehicle out to go to work. There should be some leeway, seems very

Many driveways in the older parts of the city don't accommodate modern day vehicle quantities. In the university area some landlords exploit
the tenants with additional charges to park in their own driveways. I can understand snow removal, but is garbage pickup or street cleaning

How does having no parking from 2-5 am prevent crime and help them clean the city more? I see street sweepers during the day (if ever) and

I live in what's considered college housing and I work till 2am during the week and there is not always enough parking spots available in my
parking lot so I am forced to park on the road in front of my building some nights.

This is a good rule, Otherwise we would have cars on the street all the time stopping Snow removal, leave pick ups and garbage pick up.
Especially by the college and downtown , overnight parking is helpful. If an individual decides to make the smart choice to leave their car
overnight a er having some drinks, they should not be punished for it. Leaving their car overnight is a better alternative to drunk driving and
killing someone.
I believe there are more pressing matters as far as crime in Oshkosh goes.
Knowing I had a guest over during the tornado this summer, they were torn between their own safety in staying at my house for shelter and
driving home because they were parked on the road. Their own safety or a ticket should not be a choice someone should make.
To prevent people from using the streets for storage of "dead" or immobile vehicles, give them a 3 day remove or be ticketed warning. We
can't allow trailers and broken down vehicles to litter the streets. If they either refuse to move or move them next door or across the street,
give them another 3 days before booting or impounding them. Make your money from the real offenders abusing the public streets.
The neighbor in my duplex made the comment when hearing about the ordinance when moving in “Do they not want people to come visit
their city or rent here?”, to which I responded “They must not”. I received my last ticket a er submitting for overnight parking, and receiving
that it was approved. I expect that I was over the “3 days within a 30 day period” rule, however why my request was not denied then, was
excessively frustrating. Furthermore, when going to buy a permit at the beginning of the month, I have been told that the only permits
available were for streets several blocks away from my home. I fail to understand how that is safer and cutting down on crime when people
are expected to leave their cars far from their place of residence which provides not only a major inconvenience but also opportunities for
car jacking and robbery when parking late at night. Oshkosh has great potential but I as a student am on a strict budget, and even the $60 in
parking tickets is a financial strain, especially when its in situations that are out of my control and I have no where else to park except the
street. It does not foster a sense of community, in fact it causes quite the opposite. I have lived in Oshkosh for 2 years and have lived in 3
different residences now where not being able to park on the street has caused major inconveniences.

Remove parking on the 1 way part of Grand all together. No room for City or emergency vehicles. Nuisance to neighbors.
Keep it the way it is. In fact I would consider making it a 12-5am time frame. To many times i have had people park in front of my street during
the snow storms and I have to deal with the large amount of snow in my driveway and infront of my yard due to plow trucks not coming down
a 2ndnor 3d time to clear it up.

The dispute process feels like extortion, and very questionable legaly and if nothing else moraly wrong. Parking enforcement officers need to
actually know the city parking rules, not just their feelings. I would hope that the city council and police can find better ways to spend tax
dollars.
This goes for public parking lots too. Why can't you use county or city lots overnight? It makes life tough for having visitors when you have to
jump through hoops to get permission for them to park. My apartment complex comes with one spot for a two bedroom apartment. Public
parking restrictions make it a pain to have a roommate or visitor.
More consistent enforcement down streets. At least enforce what side they need to be parked on at night. I get tired of the oil stains from the
neighbors cars in front of my house and the ice build up from plows going around their cars. My road is rarely plowed so the thick Ice lasts so
long
vehicles that leak fluid on sity streets must be cited for litter and contamiation of ground water and be held resposible and vehicles must get
a noise test so we dont have loud vehicles on the road and no a ermarket tune kits to make vehicles sound loud. everthing on the car must

I believe restrictions are only needed for snow plowing and in areas where parking can create a hazardous situation. Such as parking on the
curve of a cornered street (i.e. where Maricopa Dr meets Covington Dr in Oshkosh). on coming traffic can not be seen due to cars parking
here.
Tired of contacting the city about the issue only to be told hard to fill the positions needed. Raising the cost of tickets to cover labor,and
better inforcement with towing done immediately would solve the issue!
City is hugely inconsistent in enforcement. I can understand restricting overnight parking in the winter when snow plowing is an issue.
I know from experience how parking restrictions cause issues especially for lower income individuals. Had 2 kids growing up going to school
and paying parking passes and/or tickets when pass wasn't facing out window on a part time minimum paying job. Most houses on NE side of
town have smaller garages and driveways.
You shouldn't pass any more laws unless they grant more freedom to the average citizen or you can prove that a crime will be prevented by
passing that law. Remember, criminals and politicians rarely obey laws.
The restriction unequally affects low income households. Those who are more affluent have ample parking abilities. Lower income housing in
the city has limited parking options. Our city should be working with and supporting lower income communities instead of "gentrifying" lower
income neighborhoods by imposing permits, fines, inspections, and assessments on these neighborhoods. I've never seen a street swept, or
trash picked up between 2am and 5am. Parked cars also don't cause crime. Parked cars don't litter. I'd like to see support for our communities
by taking restrictions away. I would compromise and support a 24 hour parking limit to keep inoperable cars and trailers off the streets.

Many have multiple vehicles, RV's, multiple work related items (trailers, bobcats, etc.), collector cars, rstoration projects and so on. These items
clog the driveways and look junkie as it is. This would be a free ticket to collect as much as one wants because they can always park their
cars in the street. This is currently happening at a few homes in my neighborhood. Additionally, a neighbor parks his dually truck in the street
24/7 because they have too many vehicles. The truck never moves. It impedes the flow of traffic as well as making it very difficult if not
dangerous, to exit the driveway. I also feel that tickets are a good revenue generator. I don't know the going rate for a ticket these days, but I
say raise it.

I’ve noticed that the sweeping trucks usually do it a er 7am I was not aware they sweep streets between 2-5am?? Also, I did not know that
garbage is picked up between 2-5am?? It does make sense for snow plows. So maybe this is more applicable for winter months.
There needs to be a way to ticket vehicles and trailers that have no license plates. Or maybe they should be considered abandoned, and
towed that day.
With how easy it is to obtain a parking permit, there is no need to change the current parking restrictions. People need to plan ahead and not
blame the city for their lack of forethought. I received a ticket the first year I moved here, but that was due to my own lack of knowledge and
do not blame anyone but myself. I moved here from an area that allowed overnight parking, and unknown cars would park on the streets
o en. Having a designated parking space, or obtaining a permit allows for better monitoring of vehicles in the city, and offers hours of clear
streets for workers to plow snow when needed. I hope the current restrictions will stay in place.
Currently there are many cars parking on my street that do not live on it. When I want to park close to my home I am not able to because the
space is full-mainly due to an RV/camper taking up a lot of space. I then need to park away from my house and walk in the dark-which is a
safety concern for me. Permits need to be for those residing on the street only. A few times I almost did not get a permit either.
Each residence on designated street receives one free street parking pass. Each additional pass must be purchased. If owner of a rental
property, it is their responsibility to relay to tenants need for permit. Regarding snow plowing—would be beneficial if city returns later in day
to plow side where cars may have been earlier. Additionally towing of vehicles that do not move for multiple days in winter. O en vehicles are
plowed in over and over again.
Provide parking information to new residents before they get their first ticket.
I do have another suggest.. but its not about parking.. I wish the city would do a better job about the city residence not cleaning up a er
themselves and now the homeless people all over the down town area looks terrible. The city needs to do something about that. They are
always hanging out in certain areas of downtown and it just makes our city look so trashy.. I think that is more important then our parking

Please get rid of current parking policy regarding overnight parking.
Allow people to park for free on the streets that they already paid for, with extremely high property taxes. Or change the building codes so
that people are allowed to add private parking onto their own property. You could give free, or tax included permits to residents, if some type
of permitting is absolutely necessary...
We tend to have friends and family sleepover o en and have no extra space for them to park So they are needing to park on the street. We
are only allowed to do three free parking passes a Month for friends and family. They don’t stay o en enough to purchase a whole month
pass to be able to come and visit and sleepover I think visiting vehicles should be exempt from the parking pass as long as they are parking
on the correct side of the street. We do like knowing that there are extra patrol in the neighborhoods at those hours that is the only upside to
monitoring parking on city streets

Corner lots tend to be taxed at a higher rate (i.e. more sidewalks & access to provided resources) Maybe, there aught be some tax credit for
properties that have no on-street parking (that is legal or present a safety concern). The property owner/tenant would be required to

See above I'm all for snow restrictions! But for weekly garbage pickup hopefully everyone tries to get their bins in a clear area, I know it's not
always your car in front of your house, but hopefully we can make more known the clearance requirements, and on particularly crowded
streets maybe have a dedicated pickup area for three or four houses where there's a more open space. Have a sign there: garbage pickup no
parking. Thursday 6pm Friday 6pm and everyone puts their bins there, hopefully people get it, If not the tow trucks can lead the way. I'm all for
not having or enforcing a general overnight parking restriction on most streets within the city of Oshkosh. Downtown, and campus obviously
are different story, I am all for having permit and paid parking down there, easy Grace periods on the overnight for people in public parking,
especially considering many downtown events include alcohol. You should pretty much be able to leave your car anywhere down over by a
water fest in any of those parking lots as well or any of the lots in town close to events people drink it. I think for narrow or congested streets
that even - odd days system works very well and gives the street sweeping equipment and a chance to go through.

I went to school at this university. It is difficult enough to afford a used car, gasoline and find parking for classes. The only thing I can think of
is a large free parking lot or 2 . Students who try to save money by living with numerous roommates should not have to worry about fines. If
some of the roommates don’t use their car o en, they could park their car in the free lot. The lots should be well lighted and patrolled.

If there are parking restrictions in an area, there should be signage stating as such.
Seasonal overnight parking on one side for the snow season is the only thing that would make sense, however, you would need to still allow
overnight parking on one side of the street. I grew up in Los Angeles, the crimes here are minimal and having overnight parking will not
contribute to crime in anyway. If you are worried about street cleanliness, then choose a side of the street you will allow residents to park.
I don't think the allotted time (2:00-5:00 am) which equates to three hours is enough to justify less litter on the streets or improved
emergency access when there may be vehicles parking on the street for the other 21 hours of the day. There is no way to predict the
regularity or need of emergency access during those hours, so I don't think that is a strong defense for not allowing street parking.
Keep the restrictions. Our city will look like a garbage dump if people are allowed to leave vehicles on the streets constantly. Would you want
to look at a rusted out dilapidated car or truck parked in front of your house for days, weeks or months? With no hope of it moving because
there are no restrictions?

Fire hydrants, stop signs, driveways, and cross walks all have a designated space that needs to be kept clear for the safety and efficiency of
the users of the public streets and sidewalks. The restrictions being just a few hours - the least populated hours on the street - show they are
unnecessary. As a citizen of Oshkosh, the inability to park my car on a public street for 3 hours in the early morning makes absolutely no
sense and is incredibly frustrating. If the restrictions are PROVEN to be necessary, they should be consistently scheduled at a time that makes
sense.
I liked our previous rule that allowed weekend parking....and think it is PETTY of OUR city trying to sock it to citizens for weekend parking to
make some $$$...not classy at all. And I want to live in a city that has some CLASS!
There are people in Oshkosh that must sleep in their vehicle due to the scarcity of affordable housing in this city. I’m concerned that the
current regulations make life harder for people with no / unstable housing. These same people are likely undersampled by this survey. This
survey will probably suggest that the status quo is acceptable, because the majority of people that respond have off-street parking and
experience no problems with parking restrictions.
As I don't know the reason why this restriction was put established in the first place, I don't have anything more to say.
I believe that 30$ for a parking ticket is insane! With how expensive everything is right now and everyone is already struggling to survive. I
don’t think we should have to worry about getting a 30$ ticket when we have to park on the street in front of the house that we already pay

I don't have strong opinions about the restrictions, but perhaps there is a way to better publicize them. We were issued a ticket for overnight
parking earlier this year simply because we weren't aware of the year-round nature of the restrictions, assuming they applied only in winter as
in other places we have lived.

I think it should be enforced more. Tickets and or towing especially during snow storms. Many elderly can not shovel out the front of the
street when the plow has to plow around someone parked on the street overnight. Many elderly need that space in front of their house to be
picked up for a ride. Falls can be very dangerous for older residence.
Stop being a city that runs itself like a bloated HOA high on power and start being a city FOR the taxpayers of this city - all of them not just the
rich snooty "I mow my lawn three times a week" types.
Those who are most affected by the restrictions are the least able to afford the tickets ie renters with roommates and multiple cars with
virtually no parking spaces. You either have to get a parking pass or pay tickets and regardless it’s a way to get money out of the least well to
do people. It also does virtually nothing to help with safety/cleaning.
on 500 block of Oak St there are signs up for no parking on one side of street. there are trees covering them up and no sign at the corner of
Merritt and Oak ST,. The even side of Oak St gets plowed in and the odd side has alot less snow in their driveways. i have called the street
dept. about this and they say each side is equal they should come and see. i'm too physically unable to clear it a er the people who clear my
driveway leave!
2am to 5am does not affect cleanliness or mail delivery, or trash collection in any way. I have never known trash to be collected, street
cleaning to be done, mail to be delivered, etc within those 3 hours. It is ridiculous, especially if families get together and may stay over and
there is no room in the driveway for their vehicles. To pay x amount of money to park for 3 hours is nothing but another greedy way for this
city to fill its coffers. It is ridiculous to force city residents who already pay property taxes, wheel taxes, and any other fee the city can conjure
up to pay for a trivial 3 hours.
We have a one lane driveway with 3 cars at times that need to be shuffled around according to schedules. When it's late we don't want to be
moving cars & disrupting neighbors trying to sleep.
I understand the idea behind the 2a-5a parking restriction (plowing, garbage pick-up, street sweeping) but none of those services, with the
exception of an occasional plow, are provided during that timeframe. If the services were provided 2a-5a, more people might understand the
restriction. I am still in favor of the restriction for overall ease of travel and neighborhood cleanliness/appearance.

Not consistent in forcing. Some park on apron, some in yard and don't get tickets. When we did got a ticket. Miss one digit on license number
got ticket. No mercy and to strict when trying to the right thing.
Many times myself or my friends, at my house (or previous houses), their house, or at bars, have had to decide between risking a ticket
parking or driving home. The last several times I tried the call line I could not get a person and could not complete the one night "permit," and
the website version was equally onerous and buggy to complete. In multiple instances over the last 5 years I had to decide between being
responsible a er drinking and risking the ticket, or driving drunk. Nobody should have to face that decision. I fully support removing overnight
restrictions except in the case of snow emergencies or a similar policy for plowing.

I live on a street block that has no parking on my side of the street, so I would only be able to park a car on my block every other day. This has
frequently inconvenienced us.
Ban exhaust systems/tailpipes designed to make extra loud popping noises like gunfire within city limits. The citizens of Oshkosh don't need
or want to put up with that ghetto garbage.
Restrictions should remain and be year-round at a minimum on residential streets and more/consistent enforcement could generate more
revenue via fines.
Other Wisconsin cities ex fond du lac and Madison let you park on the street at night, why can’t you look into other municipalities and see
what they do and ask them if it works.
It's a challenge with 3 drivers and 3 cars in a narrow one lane, shared driveway with my neighbor.....would be nice if we could park in front of
our house overnight if needed.
When I moved to town I drove around three blocks and there were no signs other than dont park on this side of the street. When I called
about why I got a ticket, Thats when I found out I should have known about the restrictions somehow. (Osmosis maybe). Why everyother side
of the street? I have never figured out which side because we park on side street and when does the day begin. Is it the day 1 am when the
curfew starts?
Parking restrictions are another example of the City of Oshkosh finding the laziest solution. It’s hard to live here and this is a good example of
how City Hall doesn’t want to work. Even the way the questions are phrased in this survey are biased to elicit a response to avoid any change
or work.
This only affects plowing operations, I never see a sweeper during overnight hours.
Why does everything in the city of Oshkosh revovle around residents paying more money to the city? We are taxed to death in this city. I paid
my 5600.00 street assessment when they re-did my street. Now you are charging us a wheel tax. I own that portion of the street. I already
paid. Now I am paying more because of the wheel tax. I should be able to park in my street in front of my house overnight without getting a
permit or paying!!!! Police have the ability to run plate numbers and find out who the vehicles belong to!!!!!!

One time had a beat up abandoned car with no tags sit on my street for 3 day. Multiple phone calls to police and a report to the connect app.
It took the city 3 days to chalk it. A group of guys came and pushed it away. Found out from neighbors they had been pushing it a few blocks
every few days. But if I accidentally leave MY car on the street over night it gets a ticket. Kind of messed up in my opinion.
Do not Give tickets near places that serve alcohol. It will encourage people to do the right thing and decrease drunk driving!

Old houses with small driveways rely on street parking. Making it unnecessarily complicated and restrictive helps no one and is just another
example of the city of Oshkosh making decisions that don’t align with what it’s citizens need.

Parked cars, overhead utilities and lack of trees are all known to have negative impacts on property values. Re parked cars, it seems that
removing the permit process would allow anyone to park on most streets 24/7. If true, this is an eyesore in the making, especially in older
neighborhoods where on-street parking seems more likely due to narrow driveways, one car garages etc. Parked cars are also a concern in
terms of children, crime, and one’s general enjoyment of their surroundings. Issues that have been raised such as an occasional newcomer, a
night out on the town, inconveniences in obtaining permits etc. are minor ones that can be solved without throwing aside a long time parking
requirement that benefits the majority of Oshkosh residents and City workers.
Get rid of the parking restriction here on Grove Street please. It's not needed.
