HomeMy WebLinkAboutItem II PLAN COMMISSION STAFF REPORT NOVEMBER 19, 2024 ITEM II: ARCHITECTURAL BUILDING PLAN REVIEW FOR NEW CLEARWELL AND PUMP STATION BUILDINGS AT 425 LAKE SHORE DRIVE GENERAL INFORMATION Applicant: Jacobs Engineering Group Inc. Owner: City of Oshkosh Department of Public Works Action(s) Requested: The applicant is requesting an architectural building plan review for construction of clearwell and pump station buildings. Applicable Ordinance Provisions: State Statute 62.23(5) requires the Plan Commission review the “location and architectural design of any public building”. Property Location and Background Information: The subject site is a 9.14-acre property with frontage on Lake Shore Drive, Washington Avenue, Linde Street, and Merritt Avenue. The site is used as the City’s water filtration plant and includes several structures and associated paved areas. The surrounding area consists of park land to the north and east, residential uses to the west and south, as well as The Waters banquet hall/yacht club to the south. The 2040 Comprehensive Land Use Plan recommends Community Facility use for the subject site. The applicant is proposing to replace three existing clearwells (buried potable water storage tanks) on the site due to their age and condition. The subject property has served as the location for water supply and treatment facilities since the late 1800s and will continue to be used to supply potable water to the City during and following construction of the Clearwells Replacement Project. Building Review Adjacent Land Use and Zoning Existing Uses Zoning North Park I South Residential & Commercial SR-9 & UMU-PD East Institutional I West Residential SR-9 Comprehensive Plan Land Use Recommendation Land Use 2040 Comprehensive Land Use Recommendation Community Facility ANALYSIS The proposed project will include the following major components: - Demolition of three buried clearwells. - Construction of two new at-grade, cast-in-place concrete reservoirs within the former clearwell footprints. - Construction of a new intermediate and high lift pump station to fill the new reservoirs and convey potable water to City Water Utility customers. - Replacement of two existing emergency generators with two new generators, new electrical switchgear, transformers, and automatic transfer switches. - Five additional on-site parking stalls. - Sitework, buried yard piping and utilities, access roads, landscaping, and security fencing. Page 2 Item II – 425 Lake Shore Drive – Arch. Building Review Architectural building plan review is required for the two clearwell reservoir buildings and pump station building. According to the applicant, the proposed pump station and clearwell reservoirs were designed to resemble the existing water filtration plant structures and include design elements to enhance aesthetics of the new structures. The architectural exterior finishes for the reservoirs and pump station include quarry stone patterned concrete, brick, split-face CMU, and precast decorative panels. The pump station also includes glass block windows and tube steel roof trusses supporting a metal roof deck. The applicant notes that these materials were selected to match existing structures and facilities on site, with the exception of the decorative precast panels which are an aesthetic enhancement resulting from the work of the Project Ad Hoc Aesthetic Committee. The plans were shown at a Plan Commission workshop on October 15, 2024. Plan Commission voiced support for the proposed building designs. The plans were brought to a neighborhood meeting on October 30, 2024. Neighbors in attendance were generally supportive of the proposed building designs. Building Review Staff believes that the proposed building designs will not have a negative impact on the surrounding area as the structures will be harmonious with the intended character of the large- scale public utility site. Sufficient façade articulation will be provided and the proposed structures are consistent in style and materials to similar public buildings in the City. The proposed decorative precast panels also serve to enhance the aesthetics of the buildings. RECOMMENDATION/CONDITIONS Staff recommends approval of the architectural design of the pump station and clearwell reservoir buildings as proposed. Page 6 City of Oshkosh Water Filtration Plant Clearwells Replacement Project Narrative Background The City of Oshkosh (City) owns and operates a 16-million gallon per day (mgd) Water Filtration Plant (WFP). The WFP is located at 425 Lake Shore Drive. The surrounding land uses include institutional (public recreation), residential and commercial. The WFP property has served as the location for water supply and treatment facilities since the late 1800’s. The WFP property will continue to be used to supply potable water to the City during and following construction of the Clearwells Replacement Project. The WFP treatment and conveyance facilities include low lift pump stations, rapid mix channels, flocculation basins, sedimentation basins, dual media filters, ozone contactors, granular activate carbon (GAC) contactors, a chlorine contact /backwash supply (CT/BWS) basin, a backwash recovery basin, three clearwells, and two high lift pump stations. Two of the clearwells (buried potable water storage tanks) are over 110 years old; one clearwell is 65 years old. The clearwells have been previously repaired and are in poor to fair condition. The Wisconsin Department of Natural Resources (WDNR) conducted a sanitary survey of the City’s water system and determined the WFP clearwells do not comply with several provisions of the current Wisconsin Administrative Code Chapter NR 811, Requirements for the Operation and Design of Community Water Systems (NR 811). The clearwells were cited as a “deficiency” because they are located below groundwater level and do not have a sloped top or membrane cover. A “deficiency” is defined as a problem in the drinking water system that has the potential to cause serious health risks or to present long-term health risks to consumers. Corrective action must be taken to address a deficiency and the WDNR recommended the City plan to upgrade or replace the clearwells. Clearwells Replacement Project The purpose of the Clearwells Replacement Project is to address the following concerns: • Protection of public health. The clearwells and high lift pump stations’ wet wells do not comply with NR 811 and present a potential serious public health risk. • Maintain reliable customer service. Reliable finished water storage and conveyance facilities, supported by adequate emergency power generation and electrical power distribution, are essential for maintaining customer service. • Replacement of aging infrastructure. Two of the existing clearwells and some of the WFP buried finished water yard piping are over 100 years old and beyond their useful life. While they have been well maintained, they are beyond their useful life. The Clearwells Replacement Project is comprised of the following major components: • Demolition of three buried clearwells. • Construction of two new at-grade, cast-in-place concrete Reservoirs within the former clearwell footprints. • Construction of a new 13.7-mgd capacity Intermediate and High Lift Pump Station to fill the new Reservoirs and convey potable water to City Water Utility customers. Page 7 • Replacement of two existing 750- kilowatt (kW) emergency generators with two new 1,000- kW generators; new electrical switchgear, transformers and automatic transfer switches. • Sitework, buried yard piping and utilities, access roads, landscaping, and security fencing. The Project will be implemented in a single construction contract. The proposed project schedule is March 2025 through March 2028. There are 16 WFP employees, no daily customers, and no residents. The completed Project will not change these WFP occupancy values. The completed Project will not change the volume or pattern of vehicular traffic associated with operating and maintaining the WFP. During project construction, traffic will comply with City of Oshkosh-designated truck routes and will be managed to conform with City requirements and construction permits. The completed Project does not generate noise, glare, odors, or vibrations. However, the completed project will have a significant visual impact because new water storage and pumping facilities are located at grade and above the groundwater table and the 100-year flood elevation to meet state statute. During project construction, environmental impacts will be controlled to levels allowed by City and state construction permits.
