Downtown Oshkosh BID Board Minutes
October 22, 2024
Present: Megan Lang, James Evans, Chanda Anderson, Barb Anderson, Andy Ratchman,
Logan Jungbacker, Sandy Prunty, Derek Mulloy
Excused: Carrie Olson, Marlo Ambas, Autumn Urban, Jim Stapel
Staff: Jessica Meidl – BID Manager, Jessica Lomena – Events and Marketing

I. Call to Order
- Chairperson Lang called the meeting to order at 8:05 a.m. A quorum was declared
present.
II. Downtown Police report
- Sgt. Sonny Gogo from Oshkosh Police Dept was in attendance. Sgt. Gogo
introduced himself to the Board. He is currently part of the behavioral health team,
serves a big role in special events, parking and other things downtown. OPD is
hoping to add a behavioral health officer and specialist too its team. As far as
parking complaints downtown it has mainly been that people have stated they were
only parked a little longer than the allowed limit. Any requests for relaxed
enforcement of parking need to go through Captain Harris. The board asked for an
update on enforcement in Opera House Square. Gogo reported that since July 1
there have been a total of 100 calls for service. More officers have been assigned to
Opera House Square. For 5 days a week there are 2 officers assigned for overtime in
the downtown area. Gogo reminded to call 911 or the non-emergency line to make
sure all cases and calls are documented. Officers have been distributing outreach
program information to the homeless people. Anderson commented that response
time has been very good for her. It was stated that business owners around the
Square are afraid of retaliation if they report problems.
III. Approve Minutes of the September 17, 2024 Meeting
- Motion made and approved (Prunty, Anderson)
IV. Approve September 2024 Monthly Financial Report
- Motion made and approved. (Prunty, Jungbacker)
V. Approve BID Budget and Operating Plan
- Approve budget as presented with modified amount in fund balance from $95,000
to $45,000
- Motion made and approved. (Prunty, Jungbacker)
VI. Approve Beautification Grant – Harmony Wellness 456 N Main St
- Motion made and approved. (Anderson, Ratchman)
VII. Vibrant Spaces - Algoma Alley update
- Meidl updated that the lights in the alley have been installed and lit. Lomena gave
an update on the hanging mural pieces on the 110 Algoma Building. There is
enough for 4 pieces so they will have 4 art/ mural pieces on that wall facing the
alley. Zarate is working with Lomena and sign contractor to come up with a design
and location for a sign to be installed. Anderson asked if the stair cover/ enclosure
for Satori could be beautified.
VIII. Non-profit update
- Lang noted that the executive committee that has been working with the facilitator
helping with the non-profit will be meeting again October 23. Meidl gave a
breakdown of items covered at the most recent meeting for next steps.
• Choose name of organization
• Discuss board structure/ membership/ governance
• Decide on Mission and Vison Statements
• Decide on priorities and goals
• Create By-laws
• File for EIN
It is planned to get the application in for the non-profit by the end of 2024. Once it is
turned in it could be 6 months to be reviewed. If any board members have an idea
for the name of the new non-profit give those to Meidl or Lomena.
IX. BID Manager Report
- Meidl gave the BID Manager report as outlined in the printed packet.
- The Spooky stroll was a success with all 200 tickets being sold for the event.
- Meidl thanked Lomena for the good work she did keeping things together while she
was out on leave.
- The Holiday wine walk has increased tickets to 450 and so far over 200 tickets have
been sold.
- For small business Saturday larger totes will be handed out to participants.
- Still in need of Parade and Reindeer in the Square sponsors.
- Discussed Grand Marshall for the Holiday Parade. Mark Rohloff was nominated
for this.
- Tulip bulb planting has begun in the square. Meidl thanked Parks Dept. and Travis
Derks for heading this up.
X. Board Member Comments
- Lang re-iterated Meidl thoughts and thanked Lomena for a great job while Meidl
was on leave.
- Prunty stated that in Pulaski they have created a mural within a crosswalk. She
would like to see something like this n Oshkosh. Other comments were that this has
been tried before in Oshkosh and wasn’t allowed. Zarate has a meeting to discuss
this topic with Collins and Gierach. It was asked if something could be done to help
slow traffic at crosswalks.
- Jungbacker asked about undergrounding utilities and thought it was a good idea.
Lang stated that just prior to Jungbacker’s time on the BID Board, the Board sent a
message to council to have underground utilities explored for any new street
reconstruction.
- Meidl commented that the stormwater project in the 400 E Parking lot was
completed. Comment was made that it would look more complete with a sealcoat
on the parking lot to blend the new and old asphalt together.
