1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
COSTUME PARADE & SAFE TRICK-OR-TREAT

Request permission to grant approval to the Downtown Oshkosh Business Improvement
District to utilize Opera House Square and facilities, and to close Market Street, from High
Avenue to Algoma Boulevard, on Friday, October 29,2004, from 4:00 p.m. to 9:00 p.m.,
for the Second Annual Downtown Oshkosh Children's Costume Parade and Safe Trick-or-
Treat, in accordance with the attached letter of request.

AUTUMN FEST
Request permission to grant approval to the Winnebago County Department of Parks and
Recreation to provide horse drawn carriage rides in the park on Saturday and Sunday,
October 16 and 17, 2004, from 10:00 am. to 6:00 p.m. on each day, to coincide with their
Autumn Fest celebration, in accordance with the attached letter of request.

Dear Dick:
As you are aware, Winnebago County Community Park has over 270 acres of property dedicated to a
wide range ofleisure pursuits. Some of the facilities available in the park include softball diamonds,
rugby and soccer fields, tennis courts and an archery range. Situated near the middle ofthe site is the
County's 3.5acre supervised swim beach. The park also contains 4 shelters that may be reserved for
family picnics and other gatherings. Additional facilities include 2 fishing lakes and a 9 acre fenced
area available for off-leash pet exercise.
As a way of celebrating this special resource that is the mainstay of the County Park System, the
Parks Department will be sponsoring AUTUMN FEST on the grounds of the Community Park
and Expo Center during October 16th & 17th. This landmark event is expected to draw spectators
and participants from the entire region that want to take part in the fun and activities being
planned. With proceeds going towards rehabilitation efforts within the Community Park, the
celebration will feature: Hot air balloons, the Dodge Rodeo, music and entertainment, food, kids
fishing contests, a disc golf clinic, an art fair, inflatable games, an arts show/sale, a kite fly-in, a
petting zoo, karate demonstrations, a craft & antique show, Winnebago County Safety Day, and
much more (see attachment).
In order to add to the uniqueness ofthis event, the Parks Department will be prohibiting vehicle
traffic on the park roads during both days. Instead, park visitors will be encouraged to take a
leisurely stroll through the grounds and enjoy all that Autumn Fest has to offer. As a special
feature, the Parks Department will also have available several "people movers" running between
the main Expo parking lot and around the entire Community Park road system. As a safety
precaution, the department has contracted for Sheriff s deputies to be stationed at the north end of
the park on East County Road Y.

Because one of the "people movers" will involve a horse drawn carriage ride, the Winnebago
County Parks Department asks for the City's consideration in allowing horse travel within the
Community Park during Autumn Fest. Cedar Ridge Ranch of Ripon will be running this activity
and will be carrying event insurance. Further, animal waste will be removed from the travel route
at frequent intervals throughout Autumn Fest.
