HomeMy WebLinkAbout04-379 SEPTEMBER 28, 2004 FIRST READING OCTOBER 12, 2004 SECOND READING 04-367 04-379 ORDINANCE (CARRIED LOST LAID OVER WITHDRAWN PURPOSE: TRAFFIC REGULATIONS INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-23 (A-5) (A-11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO LOADING ZONES AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-23 (A-5) of the Oshkosh Municipal Code pertaining to loading zones is hereby amended as follows: A-5 LOADING ZONES Delete Therefrom: Woodland Avenue, south side, from 105 feet east of Algoma Boulevard to 195 feet east of Algoma Boulevard for twenty (20) minutes or less when loading. SECTION 2. That Section 27-23 (A-11) of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS OHIO STREET No parking, west side, from 20th Avenue to 87 feet north of 20th Avenue. Add Thereto: WOODLAND AVENUE Delete Therefrom: No parking, north side, from High Avenue to Elmwood Avenue. No parking, south side, from High Avenue to 105 feet east of Algoma Boulevard. No parking, south side, from 195 feet east of Algoma Boulevard to Elmwood Avenue. SECTION 3. This ordinance shall be in full force and effect after its passage, publication, and placement of the appropriate signage. MEMORANDUM TO: Richard Wollangk, City Manager FROM: Mark Huddleston, Transportation Director DATE: September 22,2004 RE: Item Defeated by the Traffic Review Board at their September 14,2004 Meeting 1) A CITIZEN REQUEST FOR A YIELD SIGN ON WISCONSIN STREET AT ITS INTERSECTION WITH PACKER AVENUE. [CURRENT CONDITION: NO PARKING]. This is a request from a citizen. The warrants for a yield sign are shown below: 1) Three or more right angle accidents in a twelve month period. 2) 1,500 or more vehicles per day. 3) Inadequate sight distance. The accident history for this intersection is shown below: Intersection 2004 (7 months) 2003 2002 Packer Avenue and Wisconsin Street 0 1 0 The accident history doesn't support the installation of a yield sign. The total amount of traffic entering this intersection is 907 vehicles per day. This level of traffic is well below the 1,500 vehicles per day required for a yield sign. This is aT-type intersection and the sight distance is very good. DEFEATED BY TRAFFIC REVIEW BOARD (1-6) 2) A CITIZEN REQUEST FOR NO PARKING ON THE SOUTH SIDE OF MYRNA JANE DRIVE FROM FOND DU LAC ROAD TO ITS WESTERN TERMINUS. [CURRENT CONDITION: UNRESTRICTED PARKING]. This is a request from a citizen. A citizen has reported several cases of vehicles parking directly across from each other making it difficult to use Myrna Jane Drive. The width of Myrna Jane Drive is only 20 feet. The local street parking warrants suggest streets with widths between 17 and 26 feet should have parking restricted on one side. However, if 50% of the residents are opposed to parking restrictions, that fact can override the warrant. The citizen making the no parking request suggested a parking ban on the south side of Myrna Jane Drive since the fire hydrants are located on that side of the street.
