A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. MEMORY WALK
Request permission to grant approval to the Alzheimer's Association of Greater Wisconsin
to utilize Menominee Park and facilities on Saturday, October 2, 2004, from 6:00 a.m. to
12:00 p.m., for their seventh annual Memory Walk, in accordance with the attached letter
of request.
3. HOLIDAY PARADE
Request permission to grant approval to the Oshkosh Chamber of Commerce to utilize
city streets and facilities on Saturday, November 6, 2004, from 10:00 a.m. to 1:00 p.m.,
for the 22 Annual Oshkosh Holiday Parade, in accordance with the attached letter of
request.
4. OAKLAWN WALK- A -THON
Request permission to grant approval to Oaklawn Elementary School to close Viola
Street, from Main Street to Jackson Street, on Wednesday, October 13, 2004, from 8:00
a.m. to 2:30 p.m., for their Annual Walk- A -Thon, in accordance with the attached letter of
request.
5. BREAST CANCER AWARENESS WALK
Request permission to grant approval to the American Cancer Society to utilize
Menominee Park and facilities on Saturday, October 9, 2004, from 9:00 a.m. to 12:00
p.m., for their 4 Annual Breast Cancer Awareness Walk, in accordance with the attached
letter of request.
6. BLOCK PARTY ON AMHERST
Request permission to rescind the approval of closing Amherst Avenue, from Wisconsin
Street to Elmwood Avenue, on Saturday, October 16, 2004, from 11:00 a.m. to 8:00 p.m.,
for a Homecoming Block Party, in accordance with the attached letters of objection.

The intent of this letter is to request the use of Menominee Park for our seventh annual
Memory Walk in Oshkosb on Saturday, October 2, 2004 from 6am to 12pm. In the past
we have appreciated the use of this location for our community awareness and
fundraising event. We estimate over 200 persons in attendance for this event.

The purpose of this letter is to request the use of Main Street from Parkway Street to 6th Avenue, 6th Avenue to
Oregon, and Oregon south to South Park Ave for the 22nd Annual Oshkosh Holiday Parade. The Parade will be held
on Saturday, November, 2004 beginning at 10:00 AM. We anticipate that the parade will last for approximately an
hour and a half.

Oaklawn Elementary School is having its annual Walk -a -thon again this year. We are asking to have
Viola street, from Main to Jackson, closed Oct 13th 2004 (rain date Oct. 16th) from 8:00 am -2 :30 pm.
Last year the children raised over $3000.00, this year we hope to beat that total and we are sending half to
the American Red Cross for the victims in Florida.

Dear Mr.Wollangk,
On behalf of the American Cancer Society and our volunteers, this letter is to request
approval by the Oshkosh City Council for the American Cancer Society's 4` Annual
Breast Cancer Awareness Walk. The walk will be held on Saturday, October 9, 2004
beginning at 9:00 a.m, This event has been held in Green Bay for the past 10 years and
has proven to be a huge success by creating community awareness and raising funds to
help tight breast cancer. We are in the process of updating our route map, but Are looking
at a similar route as the past two years. I will submit a finalized route plan as soon as it is
finished, but would again appreciate input from Sergeant Thompson.
Nearly 1.3 million Americans are estimated to be diagnosed with cancer this year, and
1 1,000 are expected to die from the disease in the state of Wisconsin alone. With your
holp, we plan to change these figures and save lives. Your American Cancer Society has
srt the following aggressive goals for the year 2015:
1) Reduce cancer incidence by 25 percent.
2) Reduce cancer mortality by 50 percent.
3) Mcasura.bly improve the quality of life for cancer patients and their families.
We will achieve these goals by finding Research to find a cure, Education for cancer
prevention and early detection, Advocacy to enact laws in support of cancer related issues
and Servicc to help patients through their journey, We have already begun to reduce
cancer incidence and mortality, and we have funded 32 Nobel Laureates to date.
Tagether, we are making a difference.

RE: Block Party, 600 Block of Amherst Avenue
Thank you for bringing to my attention that the Oshkosh City Council had approved a "block"
party, in the 600 block of Amherst Avenue. This "party" is scheduled to take place on October
16, 2004, and will be hosted by Mr. Ian Abston, who currently resides at 627 Amherst Avenue
and several other UW -O students.
I have grave concerns over the outcome of such an event. Clearly we do not approve of this party
and I would ask that the Oshkosh City Council rescind the approval that Mr. Abston has
obtained.
I am convinced that this party will disrupt the peace of the entire neighborhood, and will only
encourage the following:
• Underage Drinking
• Unnecessary Noise
• Disorderly Conduct
• Public Safety Issues
• Damage to Property
• Indecent Conduct
Similar events such as this in the past and have proven that the above - mentioned violations of the
law do, in fact, occur and at a very high frequency. These past incidents include one particular
unauthorized block party in the 500 block of Wisconsin Street. At that event we had almost one
thousand students in the area and it created a major problem for the surrounding neighborhood

and us. The Wisconsin Street event resulted in considerable overtime and commitment of
resources to control. While this event is on a less traveled street than Wisconsin, the violations
listed above will require a substantial police presence.
We have spoken with various residents, including Mr. Raymond C. Schmelter (645 Amherst
Avenue) and Mrs. Robert Snyder (506 Amherst Avenue); both have expressed their concerns
over such activity taking place in their neighborhood. They have both submitted signed
statements requesting that this block party not take place, and that the Oshkosh City Council
rescind Mr. Abston's permission to hold such an event.
We have also spoken with the following landowners that currently own property in the 600 block
of Amherst Avenue:
• Schmiedel Real Estate Management, INC.
• Mokler Properties
• Struensee Properties
All of the above mentioned landowners have expressed their concerns over such activity taking
place in their neighborhood. They have all submitted signed statements requesting that this
block party not take place, and that the Oshkosh City Council rescind Mr. Abston's permission
to hold such an event.
We have also been in contact with the University of Wisconsin Oshkosh officials and they also
express concern regarding the repercussions such an event will have on their students and the
surrounding neighborhood. It is their expressed desire that the event not be held. For activities,
such as homecoming, they put in a lot of effort to develop on campus, non - alcohol, events for
underaged students to participate in. This block party would go a long way to undermine these
constructive efforts.
I encourage the Council to reconsider their decision for this party, as it is our opinion the City of
Oshkosh will incur nothing but problems if such an event is allowed to take place.
