1. FALL LOOSE LEAF COLLECTION BEGINS THE WEEK OF OCTOBER 21ST: Fall loose
leaf collection begins the week of October 21st. Loose leaf collection is scheduled on the day
after your regular garbage collection day, from October 21st through November 22nd. For
residents whose garbage is collected on Friday, loose leaf collection is on Monday. The
schedule is as follows:
Friday Garbage = Monday Loose Leaf Collection 10/21 10/28 11/04 11/11 11/18
Monday Garbage = Tuesday Loose Leaf Collection 10/22 10/29 11/05 11/12 11/19
Tuesday Garbage = Wednesday Loose Leaf
Collection 10/23 10/30 11/06 11/13 11/20
Wednesday Garbage = Thursday Loose Leaf
Collection 10/24 10/31 11/07 11/14 11/21
Thursday Garbage = Friday Loose Leaf Collection 10/25 11/01 11/08 11/15 11/22
Loose leaf collection is for leaves only; no grass, brush, or garden plants. Leaves should be
piled loosely on the terrace for collection, not in the street, no later than 7:00 a.m. on the day
after your scheduled garbage collection day. For properties without terraces, rake the leaves
as far out to the street as possible without obstructing the sidewalk or going into the curb
line or the street.
Loose leaf collection may end at any time due to weather or equipment issues. Loose leaf
collection will end the week of November 18th through November 22nd on the scheduled
loose leaf collection date.
Yard waste collection week is scheduled during the week of November 4th through
November 8th. Place small branches, garden debris, or leaves into biodegradable paper bags
no later than 7:00 a.m. on garbage day.

2. COMMUNITY SURVEY COMPLETE: Each year, the City of Oshkosh administers a
community survey to engage with the public and gather feedback on city services and
initiatives. Staff from Media Services work with our community engagement partner, Polco,
to develop, distribute, gather results, and then report findings using a tool called the
National Community Survey (NCS). A random portion of the community is mailed paper
surveys by Polco, and the online survey is available to anyone who resides in the city. The
2024 NCS is now complete, and the survey report is available on the City’s website. In
addition to the report document, Polco has developed a dashboard where survey results can
be viewed. This includes results of the survey, as well as benchmark data to show how
Oshkosh compares to other communities that administer the NCS, both nationally and with
a group of regional benchmark cities that meet certain criteria (i.e. population and median
income).

The City of Oshkosh values engagement and interaction with its residents and the
community survey results are used to inform decision making. The survey also influences
discussions held when staff, the Common Council, and city stakeholders are developing the
City’s strategic plan. For more information about the community survey, contact Media

3. TRICK-OR-TREAT HOURS FOR 2024: The City of Oshkosh has a long-standing tradition
of holding Halloween trick-or-treat hours on the holiday itself, October 31st. In years when
Halloween falls on a Saturday or Sunday, those hours run from 4:00 p.m. to 7:00 p.m. In years
when Halloween falls on a Monday through Friday, those hours run from 5:00 p.m. to 7:00
p.m. This year, Halloween falls on a Thursday, so the trick-or-treat hours for the City of
Oshkosh will be on October 31st from 5:00 p.m. to 7:00 p.m.
4. GET INVOLVED IN A BOARD OR COMMISSION: If you are interested in serving your
community, please consider becoming a member of one of the City’s citizen advisory boards,
commissions, or committees. There are current openings on the following boards and
commissions:

Board of Zoning Appeals
Diversity, Equity, and Inclusion (DEI) Committee
Landmarks Commission
Long Range Finance Committee
Plan Commission
Sustainability Advisory Board

5. AGENDAS AND MINUTES FOR BOARDS AND COMMISSIONS: Upcoming board
and commission meeting agendas can be found on our Meeting Notices web page. All
meeting minutes are uploaded to the City’s page for boards and commissions upon
approval.
6. LOOKING AHEAD: The meetings I have scheduled for the week of October 7th include the
following: on Monday at 11:00 a.m., staff and I will meet with the Fox Valley Site Director
and the Wisconsin Regional Director of World Relief. On Tuesday at 2:00 p.m., staff and I
will meet with some community stakeholders to discuss the design of the Wisconsin
Department of Transportation’s planned project to replace the Jackson/Oregon bridge. On
Thursday at 7:30 a.m., I will attend the Executive Committee meeting of Greater Oshkosh
Economic Development Corporation. If you have any questions about my upcoming
