Tax Increment Finance (TIF) Closure Policy Update • Finance Director Calmes discussed the change being brought forward based on last meetings discussion on being annually reviewed with a maximum balance being established for the reserve. • Recommends bringing the updated policy to Council. • MOTION TO APPROVE: John Zarbano; 2nd Adam BellCorelli • CARRIED: Approved unanimously, no added comments. Page 1 of 2 CITY OF OSHKOSH PAYMENT ARRANGEMENT POLICY General Subject: Administration Date Drafted: Special Subject: Payment Arrangement Policy Effective Date: I. PURPOSE The purpose of this policy is to provide an option for customers whom have a past due balance, and are unable to pay off the balance without incurring past due penalties, by entering an agreement where they must make an agreed upon monthly payment towards their past due balance. Customers that are active on payment arrangements will not incur any penalties, and their past due balance will not transfer to the owner’s taxes allowing them more time to pay off their past due balance. This policy applies to all departments within the City of Oshkosh responsible for billing residents and businesses for municipal services, including but not limited to utility bills, fines, fees, and taxes. II. DEFINITIONS Payment Arrangement: An agreement with a customer to payoff overdue debt in installments. Down Payment: An initial payment made towards the total of the amount of the balance including the amount that is past due, and the most current invoice when available. Default: An ending to a payment arrangement before the balance has been satisfied due to failure to comply with the agreement set. III. APPLICABILITY This policy shall cover all properties within the City of Oshkosh. The City of Oshkosh retains sole discretion to determine whether to accept or decline any request for a payment arrangement. Guidelines are set to determine if the payment arrangement may be declined. IV. TERMS & CONDITIONS In order to assist customers to fulfill their request through the City of Oshkosh for a payment arrangement, the following guidelines must apply: • An agreement prepared by the City of Oshkosh must be signed by the customer. • A down payment must be paid, which is set at a percentage based on the following criteria: o 25% down payment - For any customer who has not previously defaulted on a prior payment arrangement. Page 2 of 2 o 50% down payment - For any customer who has previously defaulted on a prior payment arrangement. o 10% down payment - For any customer who has not previously defaulted on a prior payment arrangement, and has a higher balance than normal due to a leak or abnormal plumbing issue. • Payment Arrangements will not extend beyond 24 months. • Payments must be received within 48 hours of the due date. • The arrangement will confirm the monthly amount that must be paid by the due date on top of the current charges that are due on the same due date. • Payment Methods: Payments can be made via check, or online payment portal.
