ITEM V: APPROVAL OF THE COMPREHENSIVE OUTDOOR RECREATION PLAN
(CORP)
*This Plan was previously distributed to Plan Commission.
ACTION REQUESTED/BACKGROUND
The Parks Department is requesting approval of the Comprehensive Outdoor Recreation Plan (CORP)
that has been prepared by the Rettler Corporation in cooperation with city staff and the Advisory
Parks Board. The CORP is a document that assists the community in the development of park and
open space amenities that will satisfy the needs of the citizens.
The current CORP represents an update to the CORP that was adopted in 2018. The Plan was
developed following the general guidelines of the Wisconsin Department of Natural Resources
(DNR). The CORP begins by establishing the goals and objectives that the Plan will produce
following through with various recommendations.
Planning staff has reviewed the Plan and is requesting the Plan Commission make a determination
that it is consistent with the City’s Comprehensive Plan.
ANALYSIS
The Mission Statement of the CORP is that the City of Oshkosh seeks to provide a park and recreation
system that will meet the needs of the City’s current residents and future generations, preserve and
protect the City’s open space, water, historical and natural resources, and provide a park and
recreation program that is designed to enhance the City’s quality of life.
The Plan is divided into 8 sections but the main parts of the plan discuss current inventory, needs,
and recommendations in Sections III, V, and VI respectively. While the document is comprehensive,
the Plan Commission will be more interested in some of the parts that pertain to some of its activities
as follows:
Pages 2-3 Mission and Purpose
Pages 5-9 Goals
Page 15 Population Forecasts
Pages 23-24 Current land use data
Map following Page 82 Park Acquisition Map
Pages 97-104 General Recommendations, in particular parkland dedication,
impact fees, trails, and planning
Parkland dedication fees are in the process of being reviewed, which will be brought to Plan
Commission in the coming months. The City also may potentially consider adopting impact fees to
fund future park development needs.
Adoption of the CORP and endorsement by the Wisconsin DNR will maintain City eligibility to apply
for and receive funding from either the state or federal government for the next five years.
