1. Request to convert from a yield-controlled to a stop-controlled intersection
Location: Intersection of W. 12th Avenue and Minnesota Street
Current condition: Minnesota Street yields to W. 12th Avenue.
Requested by: citizen request
As the result of recent traffic crashes, numerous residents have asked if this intersection could be
converted to stop controlled.
The need for stop signs is evaluated based on recent traffic counts, crash data, field visits, sight
distance/visual obstructions and previous board actions. Here are my findings:
• Traffic counts are relatively low in this area.
• Recent crash reports reveal that there have been 3 crashes at this intersection since Jan. 2021
and they all happened this year. There were crashes in January, March and July of this year.
All 3 crashes were vehicles failing to yield.
• There is a building right up to the sidewalk/ROW line on the southeast corner of this
intersection that may restrict vision. Based on the crash history of this intersection and the
possible vision impediment, I think a stop sign is reasonable and recommend approval.
I recommend approval of this intersection being converted to stop control with Minnesota
stopping for W. 12th Avenue.
2. Update Parking Regulations around the new Menomonie Elementary School
(Please see the attached maps)
Melvin Avenue –
Modify “No parking, stopping, standing, waiting – bus loading zone, south
side, from 65 feet west of Hazel Street to 20 feet east of Oak Street.
Delete “Handicapped parking, south side, from 65 feet west of Hazel Street to Hazel Street.
Add “No parking, stopping, standing, waiting – bus loading zone, south side, Hazel Street to
20 feet east of Oak Street.

Hazel Street –
Delete – No parking, stopping, standing, waiting – bus loading zone between 7:00 a.m. and 4:00
p.m. on school days, west side, from 296 feet south of Melvin Avenue to Siewert Trail.
Add – Loading zone, west side from 60 feet south of Melvin Avenue to Siewert Trail from 7:00 a.m.
to 4:000 p.m. on school days.
I have been working with the Oshkosh School District’s Facility Manager on the regulations
surrounding the new school. The footprint of the new school is substantially the same as the
previous, however; the school no longer needs a bus loading section on Hazel as that function is
sufficiently handled on Melvin. Additionally, the handicap parking area on Melvin is no longer
needed as that is now accommodated in the new parking lot. Therefore; the request is to eliminate
those 2 areas and extend the loading zones. I recommend approval.
3. Update Parking Regulations on Algoma Blvd.
As a result of the updated Transit Development Plan and routes, a bus no longer stops on Algoma
Blvd. in front of Albee Hall. There is a no parking cut out in this location. As the bus no longer
stops at this location, this cut out area can be converted to parking. I discussed the area with UWO
and they would like to see 60-minute parking. The area would be 60-minute parking from 896 feet
east of Elmwood Avenue to 1040 feet east of Elmwood Avenue. I recommend approval.
4. Request to update parking regulations in the Recreation Department Parking Lot
As parking enforcement has increased a number of issues have arisen. One issue is that there is not
enough short-term parking in this lot. I recommend we convert stalls 20-28 from permit to 2-hour
parking. This would offer some relief.
5. Request to update parking regulations in the Grand South Lot
As parking enforcement has increased and the demand for permit stalls has increased, a need for
more permit stalls in this lot has arisen. I recommend we designate stalls 54-63 as permit parking.
This will help alleviate the concern.
6. Request to update parking regulations in the 200 West Lot
As parking enforcement has increased and the demand for permit stalls has increased, a need for
more permit stalls in this lot has arisen. I recommend we designate stalls 1-4 as permit parking.
This will help alleviate the concern.
7. A request to allow the Transportation Director or designee to change parking stalls in
the downtown parking lots between 2-hour, permit or leased as demand dictates.
(This is a council member request)
We recently shifted more stalls in the downtown lots from permit to 2-hour per a request from the
BID. As enforcement increased, this resulted in a request for more permit stalls in some lots. I have
included a couple requests above. Each time a parking stalls designation is changed, the item is
brought to the Transportation Committee for a recommendation and then to Council for 2 readings
before the stall can be formerly changed. This change would allow the Transportation Department
to monitor demand and change the designations as appropriate administratively. If guidance is
needed, those issues would be brought to the Transportation Committee.
I recommend approval.
8. A request to update parking regulations on Nebraska Street and 10th Avenue.
As parking enforcement has increased, Grace Lutheran Church and School has requested some
changes to ordinances surrounding their facility. There are a host of activities for both the church
and school that take place throughout the year. They have asked to convert the 10-minute parking
on Nebraska, west side, from 140 feet north of 10th Avenue on school days between 7:00 a.m. and
3:00 p.m. to 4-hour parking in the same area from 7:00 a.m. to 4:00 p.m. on school days. They have
also requested to convert the no parking on 10th Avenue, north side, adjacent to Grace Lutheran
School between 7:00 a.m. and 4:00 p.m. on school days to 30 minute-parking, from 7:00 a.m. to 4:00
p.m. on school days.
I recommend approval.
9. Paratransit Study Presentation by the East Central Wisconsin Regional Plan Commission
Go Transit currently contracts for Paratransit service. The initial 3-year contract expires at the end
of this year however, there is an option for 2 one-year extensions if mutually agreeable. We are
evaluating if we would like to continue the contract or put the service out for Requests for Proposals.
We believe that either way the technology and software associated with this service could be greatly
improved benefiting our riders. Historically, we have received minimal interest/proposals in this
service. We asked East Central to help us evaluate our service model and how we could make the
service more attractive to potential vendors assuming we are not able to take this service in house
at this time. One way to increase the number of vendors interested and to potentially improve the
quality of this service and drivers is to match paratransit service hours to fixed route. This is what
is required and what the vast majority of systems do.
