I. Call to Order
Chair Margy Davey called the meeting to order at 6:00pm and a quorum was declared present.
II. Public Comment
Ms. Davey asked if there were public comments.
No public comments occurred.
III. Approval of Minutes, July 1st, 2024
Ms. Marone motioned to approve the minutes. Mr. Spanbauer seconded the motion.
The board approved the July 1st minutes 6-0 (Marone/Spanbauer).
IV. Energy Innovation Grant (EIGP) Update
Ms. Dziengeleski explained that the RFQ closed roughly two weeks ago, and that staff met
internally to review the three responses received. Staff narrowed responses down to two and
will be conducting interviews this week. She also shared that they have been reaching out to
references for each firm to get some more information about their experiences.
Ms. Davey asked if this process will move rather quickly after the firm is chosen.
Ms. Dziengeleski said once the City’s contract with the Office of Energy and Innovation is
finalized, then it should move rather quickly.
Ms. Davey then asked if the money had to be spent by the end of the calendar year.
Mr. Spanbauer said that when generally the way these grants work is once awarded, you must
spend the money by the end of the following calendar year.
V. Summer Farmer’s Market
Ms. Davey said that the July Farmer’s Market weekend went rather well.
Ms. Oliver said that the board received quite a bit of engagement.
Ms. Davey suggested doing a tally sheet for the next date to keep track of how many people
stop and they get a chance to talk to. She also shared that the next date she had down for the
board to attend is August 24th.
Ms. Oliver shared that they may need more rocks to hold things down, so that they can be more
involved in conversations rather than holding papers and brochures down.
There was some discussion amongst the board on painting rocks with sustainability messages,
and how that could possibly be an engagement piece for the kids.
Ms. Reinke asked if the members who attended had a guess of how many people stopped.
Ms. Oliver said around 50 people. She also shared that most people had questions about
recycling.
There was discussion amongst the board members of more activities to do for the next date,
what they would like that to look like, more materials needed, ideas of activities to do, etc.
Ms. Reinke shared that reaching out to Winnebago County for materials and other engaging
activities is a really good idea.
VI. Agenda Items for Future Meeting
Tree Protection Zones/Terrace Trees
Ms. Davey shared that she had recently attended the Sustainability Communities Network
(SCN) meeting along with a handful of individuals from other surrounding communities. She
shared that she learned Outagamie County is pursuing a Polar Vortex Resiliency Plan. She also
shared that the SCN is working on getting a solar tour and will let the board know once they
have possible dates.
She also shared that the SCN has been having similar conversations on native plantings, and
she will let the board know if there is any programing or potential speakers that may be of
interest.
