LINDE NEIGHBORHOOD MEETING: Linde, an industrial gas company, is proposing to construct an air separation facility in the City of Oshkosh at the end of Progress Drive in the expanded Northwest Industrial Park. The subject area has been part of the City’s planned expansion of the Northwest Industrial Park since 2003. Area residents are encouraged to attend the upcoming open house to learn more about the proposed project. The proposed development would require future planning and zoning approval by the City and this is an opportunity for the City to hear from the public before the project moves beyond concept level. The developer will be holding a neighborhood informational meeting on August 15, 2024 at 6:00 p.m. in Room 404 of City Hall, located at 215 Church Avenue. RUSCH PARK TRAIL MAINTENANCE SCHEDULED: The trail in the eastern portion of Rusch Park from Newport Avenue to Ruschfield Drive is scheduled to be closed for maintenance from August 12th – 23rd. The closure is necessary due the extent of concrete and asphalt work that is necessary to be completed prior to the start of the Oshkosh Area School District’s academic year. CIP INFORMATIONAL LETTERS AND CONSTRUCTION ACCESS AGREEMENTS SENT TO PROPERTY OWNERS: Informational letters regarding the 2025 Capital Improvement Program (CIP) have been sent to property owners whose property is adjacent to the street reconstruction and utility replacement projects that have been included in the proposed 2025 CIP. These projects include: Street Reconstruction Projects • Bay Shore Drive – Broad Street to Mill Street • Bay Street – Bay Shore Drive to the Fox River • Central Street – West New York Avenue to West Bent Avenue • Michigan Street – West 7th Avenue to West 11th Avenue • West 11th Avenue – Ohio Street to Michigan Street • Waugoo Avenue – Rosalia Street to Lake Winnebago • West 15th Avenue – Ohio Street to Oregon Street Utility Relay/Installation Projects • Faust Avenue – North Lark Street to North Sawyer Street • North Lark Street – Witzel Avenue to Southland Avenue • National Avenue – North Lark Street to North Sawyer Street • Nebraska Street – West 15th Avenue to West 9th Avenue The property owners are also being provided a Construction Access Agreement to sign. The Construction Access Agreement allows the City and its contractors to perform investigation and construction activities on private property. These activities will include, but are not limited to, televising of laterals; installation of new or relayed storm, sanitary, or water laterals; removal and installation of sidewalk and driveways; root pruning; grading operations; lawn restoration; and installation of sidewalk curb, if necessary. Access onto the property for investigation allows for more accurate construction plans, reducing costs and construction time. Access onto the property during construction will also allow for the installation of new laterals beyond the right-of-way. This will reduce the likelihood of property owners needing to remove and replace concrete in the right-of-way if they need to perform work on their private laterals. WISCONSIN POLICY FORUM’S “MUNICIPAL DATATOOL” AVAILABLE: The Wisconsin Policy Forum is a statewide nonpartisan, independent policy research organization that provides informed analysis of critical policy issues affecting local governments, school districts, and the state of Wisconsin. They have just released their annual update to their Municipal DataTool, an interactive and in-depth source of information on municipal government spending and services in Wisconsin. The updated 2024 version shows trends over time by drawing on ten years of data on Wisconsin’s 604 cities and villages. The tool includes data from 2022 and 2023. A custom comparison shows that the City of Oshkosh has the largest Fund Balance Per Capita among Wisconsin’s ten largest cities, a topic that we will discuss in our upcoming budget workshops. Oshkosh ranks towards the middle to lower end in most other data comparisons. Please feel free to explore the Municipal DataTool and contact Finance Director Calmes with any questions. 5. GET INVOLVED IN A BOARD OR COMMISSION: If you are interested in serving your community, please consider becoming a member of one of the City’s citizen advisory boards, commissions, or committees.
