HomeMy WebLinkAboutMinutes ~ OfHKOJH PROCEEDINGS OF THE COMMON COUNCIL CITY OF OSHKOSH, WISCONSIN ON THE WATER REGULAR MEETING held Tuesday, July 27, 2004 at 6:00 p.m. in the Council Chambers, City Hall. Mayor Harris presided. PRESENT: Council Members Shirley Mattox, William Castle, Burk Tower, Brian Poeschl, Paul Esslinger, Frank Tower, Mark Harris ALSO PRESENT: Richard Wollangk, City Manager, Pamela Ubrig, City Clerk, Warren Kraft, City Attorney and David Patek, Director of Public Works Council Member Mattox read the Invocation. The Pledge of Allegiance was led by Council Member Mattox. Public Hearing The Mayor ordered the following Public Hearing: Final Resolution I Asphalt Mill & Overlay, Sidewalk Repair, Concrete Drive Approach I Contract No. 04-13 There were no appearances and the Public Hearing was CLOSED. Consent Agenda The minutes of the July 13, 2004 meeting were presented as written. The Report of the City Manager was read. Ken Bender, 806 Oak Street, expressed his concerns regarding temporary changes of traffic patterns in the university area for the students to move in. The bills were presented in the amount of $5,628,889.96. The Report of the City Clerk was read. Tower Council Member B. Tower explained he would vote present due to one of the appointments was a relative. Tower, Harris Mayor Harris questioned the process to reimburse the Town of Oshkosh for the taxes for the five-year period. Mr. Wollangk responded. Tower, Harris Ordinance 04-266 Establish Revised Sewer Use Charges FIRST READING; LAID OVER UNDER THE RULES Citizen Statements Ken Bender, 806 Oak Street, stated he would like to see the Mayor elected by the citizens of the community. Gordon Doule, 1225 Summit Avenue, expressed various concerns. Kris Zwettler, 933 Grand Street, stated the citizens should have the opportunity to vote on how the Mayor is elected. Council Member Statements Council Member Esslinger welcomed the visitors for the EAA Convention and expressed his concerns regarding the traffic on Highway 21 during EAA. He gave a historical timeline of events for proposed referendums that have failed in the past. He stated there would be a workshop following the August 10th Council meeting and a Town Hall meeting on August 18th in the Council Chambers from 7:00 p.m. - 9:00 p.m. to discuss the Mayor election procedures. Mr. Wollangk responded. Council Member Castle complimented Mr. Esslinger on organizing a Town Meeting. Council Member Mattox urged citizens to donate items to help the refugees. She also recommended that Citizens partake in the arts in our community. 4 Mayor Harris thanked Festival Foods for donating food to Second Harvest and encouraged citizens to donate or help throughout the year. Proceedings of the Common Council-July 27, 2004 Whatever Else is Pertinent or for the Good of the City Mr. Wollangk explained that the Manitowoc Fire Department helped the City of Oshkosh with an additional ambulance during EAA. He stated that the Main Street Bridge was closed due to a technical problem. He reminded the Council that September 14th was Election Day so Council would meet on Wednesday, September 15, 2004.
