A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
OSHKOSH WEST HOMECOMING PARADE
Request permission to grant approval to Oshkosh West High School to utilize city streets
and facilities on Friday, October 1, 2004, from 4:30 p.m. to 6:00 p.m., for their
Homecoming Parade, in accordance with the attached letter of request.
BLOCK PARTY
3.
Request permission to grant approval to the residents of Laager Lane to close Laager
Lane, from Knapp Street to Orchard Lane, on Saturday, September 4, 2004, from 3:00
p.m. to 10:00 p.m., for a neighborhood block party, in accordance with the attached letter
of request.
4.
THEATRE IN THE PARK
Request permission to grant approval to Eclectic Arts Ensemble to utilize Opera House
Square and facilities on Friday, September 3rd, from 5:30 p.m. to 10:30 p.m., on Sunday,
September 5th, from 1 :00 p.m. to 4:00 p.m., on Friday, September 10th, from 5:30 p.m. to
10:30 p.m., and on Sunday, September 1 ih, from 11 :00 a.m. to 2:00 p.m., for "Theatre in
the Park", in accordance with the attached letter of request.

COMMUNITY-WIDE RUMMAGE SALE
Request permission to grant approval to the Winnebago Peace & Justice Center to utilize
Opera House Square and facilities on Saturday, September 11,2004, from 8:00 a.m. to
6:00 p.m., for a community-wide rummage sale, in accordance with the attached letter of
request.
6.
EARTH DANCE
Request permission to grant approval to the Winnebago Peace & Justice Center to utilize
Opera House Square and facilities on Saturday, September 18,2004, from 9:00 a.m. to
6:00 p.m., for an Earth Dance, in accordance with the attached letter of request.
7.
BLOCK PARTY
Request permission to grant approval to the residents of the Huntington Downs
subdivision to close Huntington Place, from Cambridge Avenue to Devonshire Drive, on
Saturday, September 11, 2004, from 1 :00 p.m. to 6:00 p.m., for a neighborhood block
party, in accordance with the attached letter of request.

I am -writing on behalf of the Oshkosh West High School Council, . "
Homecoming Committee. With the school year rapidly approaching, .we are
busy planning for ourW est fest coming up in the next two mpnths. As
always, weare planning to incorporate a homecoming parade from West to
Titan and I am asking the city council to approve the route. The parade will
take place at 5:00PM on Friday, October 1 st and will hopefully be concluded
by 5:30 PM. The route (which is drawn out on the attached map) will be the
same as it has been for the past nùmber of years with the starting point being
on the North end of the North parking lot at West High School. It will then
tUrilleft and go West on Taft to Westfield. The parade will run from
Westfield to Witzel going south. Upon reaching Witzel, the parade will turn
left áhd head East 'until it reaches J osslyn. It will then turn left and head
North on Josslýn to Titan Stadium. The police department has been notified,
through our liaison officer Mr. J obnson, of the time schedule and proposed
route. .'

Dear City Manager,
The residents of Laager Lane have planned our annual block party for Saturday,
September 4, 2004. This neighborhood event is scheduled to begin at 3:00 pm
and in past years have ended just after sunset. Because of the number of
children on our street and the events planned, it is our request to have the
entrances to Laager Lane from Knapp Street and Orchard Lane barricaded
during the time of the party. As Laager Lane is not a major thoroughfare, we feel
it would be much safer for the residents - especially the children - and will not
disrupt major traffic flow.
If you have any questions or need any further information, please feel free to
contact me at the above number. VVe look forward to receiving a positive
response to our request and the city's provision of barricades to block the street
on Saturday, September 4, 2004.

On beh~lf of Eclectic Arts Ensemble I am requesting the use of Opera House Square and facilities for our
"Theatre in the Park" programming in September. The programming consists of a live production of the "A
Midsummer Night's Dream" and a stage reading of "The Trojan Women".
This is the first year for programming of this type and is being done in cooperation with the Oshkosh
Downtown Business Improvement District and is funded by the Oshkosh Area Community Foundation and
the Oshkosh BID. We are requesting use of Opera House Square on the following dates at the following
times:
Friday, September 3rd from 5:30pm to 10:30pm
Sunday, September 5th from 1 :OOpm to 4:00pm
Friday, September 10th from 5:30pm to 10:30pm
Sunday, September 12th from 11 :OOpm to 2:00pm
We are very excited to be providing programming in Opera House Square and look forward to a successful

Here are the dates that the Winnebago Peace and Justice Center are
requesting.

Dear Richard Wollangk, City Manager,
The Winnebago Peace and Justice Center would like to reserve Grand Opera
Square Park on the following dates: September 11 & 18, 2004
On September 11, we are planning a community wide rummage sale that will
include speakers, music and food. This will be a time where members of
the community can peruse or sell items. There will be no cost for this
event, the food will be potluck style, bring your own food. We are
requesting the park 8am until 6pm
September 18 is a two-part deal. In the morning from 9-11, there will be
a rally hosting Green Party Presidential Candidate David Cobb,
Congressional Candidate Carol Rittenhouse and State Assembly Candidate
Tony Palmeri. Then starting at 12:00pm we will have EarthDance, an event
that is coordinated with groups from around the world, to create awareness
of the interconnectedness of the world, through drumming. Our schedule
should be disbursed by 6pm
