Adjournment Downtown Oshkosh BID Board Minutes June 18, 2024 Present: Megan Lang, Kris Larson, Sandra Prunty, James Evans, Autumn Urban, Chanda Anderson, Barb Nelson, Derek Mulloy, Marlo Ambas, Andy Ratchman, Carrie Olson, Logan Jungbacker Excused: Jim Stapel Staff: Jessie Meidl – BID Manager, Jessica Lomena – Events and Marketing Coordinator, John Zarate – Economic Development Specialist, Kelly Nieforth – Community Development Director. Sgt. Kari Pettit – Oshkosh Police Department Others: Amy Albright – CVB, Colan Treml – Chamber of Commerce I. Call to Order - Chairperson Lang called the meeting to order at 8:00 a.m. A quorum was declared present. Chairperson Lang introduced new BID Events and Marketing Coordinator Jessica Lomena. II. Downtown Police report - Sgt. Kari Pettit was present and answered questions from the previous meeting. There were 2 full-time officers hired and 1 part-time officer hired for parking enforcement. BID requested that enforcement not be present during special events such as Live at Lunch or other daytime BID events. Pettit stated they could try to redirect enforcement but there would still need to be enforcement. BID Board members asked Pettit to get a point of contact for any concerns regarding parking enforcement. Meidl has received numerous complaints since the increased enforcement began. Larson asked if a parking permit could be used on more than 1 vehicle or if it was assigned to 1 vehicle. III. Approve Minutes of the May 21, 2024 Meeting - Motion made and approved (Larson, Prunty) IV. Approve April 2024 Monthly Financial Report - Meidl commented that there was a large amount of revenue from wine walk and the music. - Motion made and approved. (Prunty, Anderson) V. Commonwealth Development presentation of proposed development at 656 N. Main St. Developer is looking for any feedback or suggestions. - Justin Mitchell with Commonwealth introduced other staff from Commonwealth – David Juniel from Wire Capital Group and Sam Warshauer. - Justin Mitchell then went through a PowerPoint of the proposed project and timeline and answered questions from Board members. VI. Downtown Visualization Presentation - Nieforth presented the PowerPoint presentation of the visualization study that was put together by various organizations within the city including CVB, Chamber of Commerce and Community Foundation. - Nieforth stated this presentation shows what things could look like in downtown Oshkosh and if/ when these happen, they could take 5 – 20 years to happen. - Many items within the presentation took into account items from the Roger Brooks study - BID Board members were happy with many aspects of the plan. VII. Truck Route Update - Zarate shared information received from Transportation Director Collins that there will be a stakeholder meeting Monday June 24. The study will be presented to the Transportation Committee at the July 9th meeting. The study and recommendations will then be presented to the City Council at the July 25 meeting. VIII. ARPA Funds Update - Larson updated that there will be a Council workshop at the June 25 meeting. IX. BID bylaws for council liaison - Zarate stated that the wording of the bylaws approved in May for adding a council member liaison to the BID board should be changed to be more in line with other boards and commissions. The current wording would require an ordinance change. - Zarate presented revised wording: The Board shall be organized in accordance with the District Operating Plan and consist of thirteen (13) members, and two (2) alternates. One (1) Council member may be requested to serve as a non-voting exofficio member to serve a One (1) year term as a liaison between the Downtown Oshkosh Business Improvement District Board and the City Council. Voting Board positions shall be appointed by the Common Council Members shall be appointed for a three-year term and shall be of the category necessary to ensure Board representation stipulated by the operating plan. There shall be no compensation for services on the Board. - A motion was made and approved to accept the revised language. (Prunty, Olson) X. BID Manager Report - Meidl went through the report that was sent with the meeting packet. - The Alley activation was discussed and that there was still a delay in sorting out liability and responsibility of the lighting aspect of the project. - It was brought up during the beautification portion that there will need to be discussions during budget season to determine what will happen with the funded landscape position. XI. Board Member Comments - Nelson commented that Sweet Jules is offering a daily parking permit with the purchase of $10 or more from her store. Nelson wondered if other businesses could offer the free daily permit. - Ambas asked if paid parking should be explored for people that need or want to park longer than 2 hours. He wondered if parking could be paid by an app. - Jungbacker asked if it was determined who was responsible for the landscaping alongside of his building at 440 N Main St. Comment was made that city is responsible and that private owners should not be doing any pruning.
