RE: Parking Ouestions / Analysis Update
Although the City Council has referred several parking questions to the Transportation
Committee recently, City Manager Rohloff has asked my department to delve into the issue of
parking more comprehensively. The purpose of this memorandum is to inform Council of this
assignment and to update you in regard to the scope of, and plans for, this project.
Initially, several Council Members fielded requests regarding the city’s overnight parking
regulations, which included: no parking from 2:00 a.m. to 5:00 a.m. on city streets; and no
parking from 2:00 a.m. to 5:00 a.m. in city parking lots without a permit or lease. Since that
inquiry, several additional inquiries have been brought forth, including: 2-hour and permit
parking stalls in city parking lots, 3-hour and 4-hour parking in city parking lots, pro-ration of
annual permits, as well as requests for the ability to manage and/or purchase permits online
and with credit cards.
In response to these questions, the plans for our parking analysis will include an evaluation of
community parking standards that Oshkosh and other cities have implemented. Input from
other city departments will also be incorporated as many are uniquely involved in the parking
process and finally, public input will also be an important part of this analysis.
Ancillary questions that will be considered as part of this process will include:
• Should residential, downtown, and university areas be treated the same or differently?
• Should 4-hour parking be added?
• Should paid on-street parking be reevaluated?
• Should the downtown parking lots continue to be owned and operated by the City,
including their maintenance and reconstruction?
• How are these policies best communicated?
• How often should these policies be re-evaluated?
Although this study will be complex and will involve a variety of information from a variety of
sources, we look forward to presenting a comprehensive parking policy analysis to the
Transportation Committee in August, with recommendations that will then be forwarded to the
Common Council. Until that time, please let me know if you have any additional questions or
