Approve GO Transit’s Disadvantaged Business Enterprise Goal The Federal Transit Administration requires all federally funded transit agencies to establish an anticipated amount of DBE participation on DOT-Assisted Projects. This is an annual goal that is set and reviewed every 3 years. Please see the attached document on the setting of the 2025-2027 goal and published public notice. We did not receive any public feedback on this after the 45 day requirement. Historically, GO Transit’s Goal has been 1-2% as DBEs are very hard to find in this market. GO Transit currently has one on-going contract with a DBE. This contract is for social media management, communication and marketing assistance. GO Transit is proposing a goal of 2% for 2025-2027. We are seeking concurrence with this goal. I recommend approval. 2. Rectangular Rapidly Flashing Beacons (RRFBs) at 9th Avenue and Graceland Street – We have received a few requests every year for RRFBs/flashers at this crossing. The crossing is popular for residents due to the proximity of businesses on the south side of the road (A&W and convenience store etc.). The configuration of 9th Avenue is 4 lanes of traffic. The City and Council allocates $50,000 a year for bike and pedestrian improvements which we have not used yet for this year. I believe this project would be a good use of those funds to improve the safety of this intersection. We installed RRFBs on Witzel last year and they have proven to be very popular. There is no ordinance associated with this item however; I am asking for the committee’s support. I recommend approval. 3. Truck Route Study Presentation The city’s Business Improvement District (BID) requested that the city’s truck routes be modified to eliminate central Main Street as a truck route. The city agreed to evaluate the current truck routes and alternatives. The city hired KL Engineering to analyze the city’s truck routes as well as connecting highways through the central city area. KL will present their study along with alternatives. We are looking for a recommendation from the board to be forwarded to the City Council. KL will present this topic to the City Council at the July 25th meeting.
