HomeMy WebLinkAbout23-16 Clairville RdCDt�6(� 0�3 -f L2 REGARDING THE CRITERIA OF REASONABLENESS AND BENEFIT This report was prepared and submitted to satisfy the requirements that the City is required to show that the assessments will benefit the properties assessed in the Special Assessments for Asphalt Pavement, Driveway Aprons, Sanitary Sewer Main and Laterals (New and Relay), and Water Main and Laterals (New and Relay) Relating to Contract No. 23-16 Clairville Road assessments as per Wisconsin State Supreme Court Decision (Berkvam vs. the City of Glendale, 79 Wis. 2d 279.255 NW 251 (1979). Criteria of Reasonableness It is the opinion of this office that the assessments are, in fact, reasonable. The assessments have been calculated in accordance with the City of Oshkosh Policy for Special Assessments for assessing costs for street construction. All costs of the street improvements have been assessed to the various parcels according to their assessable frontage. Utility lateral costs are assessed to each lot needing lateral work. Driveway costs are assessed to the abutting property owner based on a square foot cost. The Properties Against which the Assessments are Proposed are Benefited as follows: This improvement consists of the construction of bituminous pavement and replacement of the sanitary sewer mains and laterals and water distribution mains and laterals. The construction of a bituminous pavement will provide a rideable surface available in all weather conditions. The utility laterals provide a connection to the mains for each property. The sanitary sewer and water distribution systems will provide a safe and reliable conveyance system for wastewater and drinking water.
