May 21, 2024
Present: Megan Lang, Kris Larson, Sandra Prunty, James Evans, Autumn Urban, Chanda
Anderson, Barb Nelson, Derek Mulloy, Marlo Ambas, Andy Ratchman, Jim
Stapel, Carrie Olson, Logan Jungbacker

I. Call to Order
- Chairperson Lang called the meeting to order at 8:04 a.m. A quorum was declared
present. Chairperson Lang introduced newest Board Member Logan Jungbacker.
II. Approve Minutes of the April 16, 2024 Meeting
- Motion made and approved (Anderson, Larson)
III. Downtown Police report
- Sgt. Kari Pettit was present and stated she would be attending all meetings moving
forward. Sgt. Pettit asked if there were any questions or concerns from the BID
Board. Anderson asked when parking enforcement started in downtown. Pettit
replied she believed it started about 2 weeks ago. Two part time officers were hired
with primary focus being city owned lots and 2-hour parking. Lang asked if it
could be clarified as to where and when enforcement will take place. Consensus
from most board members that enforcement needs to be consistent.
IV. Approve April 2024 Monthly Financial Report
- Motion made and approved.

V. Discussion to add Larson as a Council member liaison for BID
- Larson asked if members thought that there should be a council member on the
board. Larson stated that he received clarification from Attorney Lorenson that a
Liaison could vote but he would not be voting on the BID Board. Larson asked if
bylaws should be amended to require a council member.
A motion was made to amend bylaws to read -
“The Board shall be organized in accordance with the District Operating Plan and consist
of thirteen (13) members, and two (2) alternates and one (1) Council member serving as an exofficio
member to serve as a liaison between the Downtown Oshkosh Business Improvement District Board
and the City Council. All positions shall be appointed by the Common Council and appointed by
advising consent of BID Chair. Council member shall be appointed yearly according to City Council
rules. All other Each Members shall be appointed for a three year term and shall be of the category
necessary to ensure Board representation stipulated by the operating plan. There shall
be no compensation for services on the Board.” Motion carried (Larson, Olson)
- After the motion carried Larson resigned from the BID Board.
- A motion was made to elect Jim Evans as vice chair. Motion carried (Anderson, Olson).
VI. Approve Beautification Grant for 423 N Main St. Fire Escape/ Mud On Main
- Nelson asked what the grant amount was and what happens if grant isn’t approved
because mural is started. Larson answered that the mural would still get completed
it just wouldn’t be funded. Grant amount from BID is $767.50. Motion carried to
approve (Anderson, Prunty, Olson abstained)
VII. BID Manager Report
- Meidl was not present for the meeting. Chairperson Lang did inform the Board that
Brooke had resigned and that a search for her replacement was happening. If
anyone has any input let Lang know.
- As part of events section Michael Cooney was present to speak on the Farmers
Market. This year is the 30th anniversary of the farmers market in Oshkosh. There
were 189 vendors approved this year making it the largest so far. Photos taken at
the market will now be archived by the public library. WIC has increased vouchers
to $45. Market will be looking for donations in the future. It was suggested that
vendors could have a donation container at each table.
- Anderson gave a report on Oshkosh Into The Night that is happening this
Thursday. There will be live music, 40 plus artists and also almost 20 food vendors.
VIII. Board Member Comments
- Chanda asked if it might be possible to create 2 part-time positions for the now
vacant marketing and events coordinator that could be spilt with the CVB. One half
could be an entry level position and the other half would be for someone with
experience.
- Jungbacker stated there will be a housing conference put on by WHEDA next week
in Appleton. The conference will go over the new loan programs that came out
earlier this year.
- Nelson asked if they could get a summary from the BID Manager on time spent on
various duties that were being kept track of the previous year.
- Anderson and Lang discussed that there were open board seats and asked what
type of business person should be represented on the Board.
