Council Member Floam agrees that an extra pair of eyes on these issues is a good way to help the city determine if there is anything that can be done to keep the city competitive with the region and state. Council Member Stephenson agreed this is a good selling point for developers, but would like to review the cost of these services and determine where that money would come from. Council Member Nichols supports having an audit but would like to add processes to the list of things the city is auditing to determine and measure the goal. Council Member Esslinger agrees that getting some professional individuals who do this for a living can educate the council and city staff. City Manager Mark Rohloff remarked that the building codes are more defined by state codes but putting processes in place would be something to take a look at. Director of Community Development Nieforth stated that the city reassessed the zoning code in 2017. The city is constantly updating the zoning codes, it is a living working document. City Manager Rohloff would like to find a company that provides a general type of service that would be able to be customized to the needs of the city. Council Member Stephen reinforced the Community Development Director's comments and stated that staff did a great job with the audit in 2017. Council Member Buelow reiterated the comments of the other council members and noted that this would be a good educational tool for the community. ARPA Non-Infrastructure Grant Update (City Manager) City Manager Rohloff stated that he has received 51 applications that are currently being reviewed. The goal is to allocate and get them spent by the end of the year. Deputy Mayor Below is thrilled that our community has put in the work to get these applications in. Mayor Mugerauer asked if $12.5 million was requested in these applications? City Manager Rohloff confirmed and noted that there is approximately $2.3 million of the non-infrastructure allocations remaining. Mayor Mugerauer reaffirmed that the funds need to be allocated by the end of 2024 and spent by the end of 2026, but the city would like to have these funds spent by the end of 2024 to ensure accuracy.
