The plan analyzed existing conditions, identified opportunities for improvement, developed alternatives, and drafted a final plan. The plan identified new route alignments and changes that would reduce the need for rider transfers.  PUBLIC HEARING Deputy Mayor Erickson Called The Following Public Hearings:     Res 24-163 Approve Final Resolution for Special Assessments for Contract 24-02 Sanitary Sewer Main and Laterals (New and Relay), Water Main and Laterals (New and Relay), and Storm Sewer Main and Laterals (New and Relay): Waugoo Avenue (North Main Street to 50' East of Mill Street) Mill Street (50' North of Waugoo Avenue to 50' South of Waugoo Avenue) State Street (75' North of Waugoo Avenue to 75' South of Waugoo Avenue) Broad Street (75' North of Waugoo Avenue to 125' South of Waugoo Avenue) Bay Street (50' North of Waugoo AVenue to 50' South of Waugoo Avenue   Council Member Buelow requested clarification of this special assessment and why it is being proposed. City Manager Rohloff confirmed that while road special assessments have been eliminated, these special assessments are for utility laterals that go directly into individual properties and benefits specific residents. Motion To Approve Karl Buelow  Second Paul Esslinger  AYE:Lynnsey Erickson, Joe Stephenson, Karl Buelow, Paul Esslinger, Mike Ford, LaKeisha Haase 6 - 0 Passed     Res 24-164 Approve Final Resolution for Special Assessments for Contract 24-07 Sanitary Sewer Main and Laterals (New and Relay), Water Main and Laterals (New and Relay), and Storm Sewer Mains and Laterals (New and Relay): Cherry Street (West Irving Avenue to West New York Avenue) Scott Street (75' West of Cherry Street to 75' East of Cherry Street) Woodland Avenue (100' East of Cherry Street to Cherry Street) Prospect Avenue (Elmwood Avenue to 75' East of Cherry Street) Vine Avenue (75' West of Cherry Street to Cherry Street) Aaron Preston (property owner at 839 Prospect and 757) Mr. Preston stated it is very frustrating as a property owner to have the street completely done, and paid for, only to have it torn up again 8 years later. He also feels it is not fair for the property owner to pay back their assessment with a 6% interest rate if it is not paid back in one lump sum. It is discouraging as a landlord to try to provide affordable housing only to have a special assessment applied to the property. Mr. Preston also wanted clarity as to the reason for having a public hearing when the process had already begun. City Manager Rohloff clarified to Mr. Preston that the public hearing is to approve the special assessment, not approval of the work that is being done. City Manager Rohloff also said that the finance charge (if a proper owner chooses to pay over time) covers the cost of what the city has to pay for the work being done. Public Works Director Rabe did not recall Prospect Ave being done recently.  He will look into that and talk to the landowner.  Rabe noted that all 4-inch mains need to be replaced, and the amounts are per lateral. Therefore, if one property owner has two laterals, it will increase the cost.  Options may be available to connect the laterals and may result in some cost savings. Public Works Director James Rabe also explained that these costs would not be assessed until next year. Public Works Director James Rabe and City Engineer Justin Gierach then spoke to the property owner in more detail (outside the council chambers). Council Member Buelow moved to waive the rules and adopt on the first reading. Community Director Kelly Nieforth explained that the Specific Implication Plan (SIP) still needs to go to the Plan Commission – there are still processes that need to happen. Council Member Buelow and Council Member Ford withdrew the motion to waive the rules.  NEW RESOLUTIONS     Res 24-188 Adopt City of Oshkosh GO Transit 2023-24 Transit Development Plan and Recommended Fare and Route Modifications (Transportation Committee Recommends Approval)   Council Member Buelow expressed his liking of the new plan and asked about the new pass and the location of the current fare outlets. Transportation Director Jim Collins is hopeful that the new system will be in place soon and other outlets may be available to purchase passes. Collins went on to note that expenses are up and revenues are down, resulting in the fare increase. Collins also explained the opportunity to do fare capping, which will be available with the new payment system. Council Member Stephenson echoed Council Member Buelow's thoughts and encouraged staff to explore more opportunities for our riders. Deputy Mayor Erickson expressed her gratitude for the work that went into the plan and how transit service for the city is taking off. Motion To Approve Paul Esslinger  Second LaKeisha Haase  AYE:Lynnsey Erickson, Karl Buelow, Paul Esslinger, Mike Ford, LaKeisha Haase 5 - 0 Passed     Res 24-189 Designate the Month of May 2024 as No Mow May (Sustainability Advisory Board Recommends Approval) Council Member Esslinger expressed his dislike for the "No Mow May" resolution. Council Member Ford noted that he will not be participating but thinks the resolution for the small number of citizens who want to participate is a good thing. Community Development Director Kelly Nieforth agreed with Esslinger and would like to change the message to supporters.  This is a good time to do some education regarding other beneficial opportunities for bees to pollinate. Council Member Stephenson agreed this is something simple for the residents who want to participate.  Stephenson would also like to see residents plant native flowers and trees, which are better options for pollination. City Manager Rohloff expressed the importance of the collaboration between the City, the School District, and Habitat for Humanity. Motion To Approve Paul Esslinger  Second LaKeisha Haase  AYE:Lynnsey Erickson, Joe Stephenson, Karl Buelow, Paul Esslinger, Mike Ford, LaKeisha Haase 6 - 0 Passed     Res 24-191 Approve City Sponsorship of the Juneteenth BGOSH Event on June 8, 2024 Council Member Buelow expressed his liking of this event. Council Member Esslinger asked City Manager Rohloff to review for the public how the city is sponsoring the event.  City Manager Rohloff explained that the city sponsors this event as part of the charge the City gave to the Diversity Equity and Inclusion (DEI) Committee.  The city does not charge a special event fee or for the use of the venue. This allows the event to be covered under insurance.  There is no monetary sponsorship of this event. Council Member Haase, as chair of the DEI Committee, is supportive of the diverse community and its importance. The ability the city has is important because of the locations and the ability to bring these events to the city. This allows organizations to hold events and bring many from neighboring communities. Council Member Buelow echoed the praise of other council members and sponsored this event.
