HomeMy WebLinkAbout23-03 CriteriaREGARDING THE CRITERIA OF REASONABLENESS AND BENEFIT This report was prepared and submitted to satisfy the requirements that the City is required to show that the assessments will benefit the properties assessed in the Special Assessments for Asphalt Pavement and Driveway Aprons Relating to Contract No. 23- 03 South Washburn Street Asphalt Construction assessments as per Wisconsin State Supreme Court Decision (Berkvam vs. the City of Glendale, 79 Wis. 2d 279.255 NW 251 (1979). Criteria of Reasonableness It is the opinion of this office that the assessments are, in fact, reasonable. The assessments have been calculated in accordance with the City of Oshkosh Policy for Special Assessments for assessing costs for street construction. All costs of the street improvements have been assessed to the various parcels according to their assessable frontage. Driveway costs are assessed to the abutting property owner based on a square foot cost. The Properties Against which the Assessments are Proposed are Benefited as follows: This improvement consists of the construction of bituminous pavement. The construction of a bituminous pavement will provide a rideable surface available in all weather conditions. Estimated cost of the project is: $805,251.01 Proposed Assessments are: *$505,707.40 City Cost of the project is: $299,543.61 *State funding is being utilized for this Project.
