Adjournment Downtown Oshkosh BID Board Minutes April 16, 2024 Present: Megan Lang, Kris Larson, Sandra Prunty, James Evans, Autumn Urban, Chanda Anderson, Barb Nelson, Derek Mulloy, Excused: Marlo Ambas, Andy Ratchman, Jim Stapel, Carrie Olson Staff: Jessica Meidl – BID Manager, Brooke Hansen BID Events and Marketing Coordinator, John Zarate – Economic Development Specialist; Kelly Nieforth - Community Development Director Others: Amy Albright – CVB I. Call to Order - Chairperson Lang called the meeting to order at 8:03 a.m. A quorum was declared present. II. Approve Minutes of the March 19, 2024 Meeting - Motion made and approved (Prunty, Larson) III. Approve March 2024 Monthly Financial Report - Motion made and approved. (Prunty, Anderson) IV. ARPA Funds Application Update - Staff had no update other than applications were still be reviewed. Larson commented the ask was 12 million dollars with about 50 applications. There is 2.7 million left to allocate. Question was asked what the criteria were for the evaluation. Nieforth commented she thought that was on the application. V. Update on truck route on N Main St through downtown - Zarate stated that KL has been contracted and will begin soon. Meidl stated that she had been contacted by KL to find out who should be stakeholders in the process. A meeting is planned for May or June. VI. Stormwater basin 400 E Parking lot update of replacement - Nieforth explained that the current basin will be redesigned with paver like many other lots within the City. Question was asked if dead trees and shrubs can also be removed. Meidl is working with Parks Landscaping Division to add new mulch to the landscape beds. VII. Update on parking changes within the BID - Parking is now ready for leases and also additional signage has been installed for 2 hour parking. To date 5 leases have been assigned. VIII. Update on Dora for 2024- 2025 season. - DORA was passed on the consent agenda by City Council. Meidl informed the board that hours would stay the same. The hours are Wednesday – Friday 5:00 – 10:00 and Saturday 1:00 – 10:00. Chanda commented that as part of Into The Night she is working with Special Events Coordinator to make sure there are no carry-ins. IX. Approve Beautification Grant for 146 Algoma – Towerview Wealth Management - It was explained that the ask was for vinyl window signage on the doors and window. Motion carried to approve (Anderson, Prunty) X. Update on assignment to BID committees - Meidl went over what members were on which committee. - Larson asked if he should be a council liaison for the BID. There were concerns raised over voting. Nieforth suggest Larson reach out to Attorney Lorenson with that question. - Logan Jungbacker will be appointed to the Board at the next City Council meeting. Meidl will reach out to the Hotel to see if they would like to serve as an alternate board member. XI. BID Manager Report - Meidl went through her PowerPoint presentation that was included with the BID packet - The member meet-ups have been successful with about 20 members attending the last 2 meet-ups. - Meidl stated there will be a special Earth Day clean-up within the BID. Coffee will be served to volunteers who help. - Meidl gave an update to the Vibrant Spaces project in the alley behind 110 Algoma Blvd. She is currently working on encroachment agreement for the lights to be strung between buildings. Concerns were raised over vehicle access and question asked if vehicle access could be allowed on a limited basis. Question was asked should tables and chairs be taken out of the plan. Will need to review grant application and rules for modifying the project scope. - For beautification Hoopman asked to put in a reminder to have streets and crosswalks painted in the downtown. - Meidl and Hansen will not be at the May BID meeting due to a conference. XII. Board Member Comments - Chanda asked for the status of the non-profit. Meidl stated she has worked through a business plan with Sean from SBDC and Megan needs to review that. Goal is to have the no-profit in place for 2025. - Amy Albright with CVB stated the hotel downtown should have a partial opening. With that they are looking for donations/ discounts to add to a welcome to Oshkosh package from local businesses. XIII.
