1b. The Fox Valley Data Exchange (FVDEX) was established in May 2023 to address
the challenge of accessing community data efficiently, reducing costs and inefficiencies
for stakeholders. The mission of FVDEX is to serve as the centralized resource for this
community data, providing research, analysis, and interpretation of trends/issues while
ensuring access for all community members to information and insights that enable
collaborative decision-making/action-taking to enhance overall wellbeing of their
communities.
1a. The project aims to develop digital infrastructure and provide open-source access to
curated data sources covering demographics, health, economy, safety, and housing
across Winnebago, Outagamie, and Calumet counties. FVDEX is dedicated to ensuring
timely, transparent, and accurate data through a common data model and robust
governance practices. Collaboration with local partners will enhance insights, and
FVDEX plans to launch a web interface by Q2 of 2024, with ongoing enhancements
throughout 2024.
The website, powered by Metopio, will present hundreds of up-to-date indicators,
highlighting trends and identifying challenges and opportunities in the tri-county region.
Data will be visually represented in charts, graphs, and maps, with breakdowns at the
county, zip code, and census tract levels. It can also be sliced into various demographic
categories.
1c&d. Despite stakeholders in Oshkosh collecting their own data, there is no
coordinated platform for data management and visualization. FVDEX is collaborating
with Oshkosh Area United Way, Oshkosh Area Community Foundation, Oshkosh
Corporation, and Winnebago County Public Health to provide a unified solution.
1e&f. FVDEX differentiates itself from the previous LIFE study in Oshkosh, offering a
new, agile, and evolved approach. Oshkosh ARPA funds will be utilized to launch
FVDEX, including the purchase of Metopio software for visualization and the
development of a local data dictionary and data lake.
1g&h&i. The project aims to serve as a public good, benefiting the 415,000 residents of
the tri-county region, including various sectors such as public health, government,
healthcare, foundations, corporations, higher education, and NGOs. Its primary purpose
is to reduce community costs and streamline data acquisition processes.
1j. As a startup, FVDEX is adaptable to future pandemics by providing agile, current,
and transparent data.
2. The project utilizes the Federal 7 Vital Conditions Framework (Framework |
health.gov) that emerged during COVID to measure community wellbeing, addressing
areas such as health, housing, education, and transportation.
2b. To support this framework, FVDEX plans to deploy it on a publicly available website
within three months of launch and develop improvement iterations within nine months.
Additionally, at least 6 local data sources from the City of Oshkosh will be integrated into
the platform within the same timeframe.
2c&d. FVDEX can support the Oshkosh Sustainability Plan by integrating the City of
Oshkosh’s local data to improve local reach. The Vital Conditions will include
information that can be captured by neighborhood census tracts, and FVDEX can
support Oshkosh’s triple bottom line efforts. With its infrastructure and datasets, FVDEX
can slice data for marginalized groups and ensure equity and reduce bias within its data
structure.
3a. As a start-up, FVDEX is filing its first 990 for 2023. FVDEX has implemented
controls, maintains a budget, and a 3-month rolling cash forecast. We can track the use
of any funds separately as needed for Oshkosh ARPA reporting.
4. If we do not receive this grant, we will need to find alternative grant sources for the 3-
year launch. This could also impact the timing of integrating local Oshkosh data from
the City of Oshkosh.
5a. The project has raised over $450,000 of its $1,050,000 budget and plans to launch
publicly once it reaches $525,000 in Q2 of 2024. See the PowerPoint for current

5b&c. All Oshkosh ARPA requested funds will be used in 2024 to purchase Metopio
software, integrate local data, and hire a Data Director, contributing to the three-year
launch of FVDEX.
