HomeMy WebLinkAboutBoys and Girls Club CPTED EvaluationBoys and Girls Club CPTED Evaluation March 2023 On March 20, 2023, I completed a Crime Prevention Through Environmental Design (CPTED) review of the Boys and Girls Club in Oshkosh as requested by their staff. After completion of the walk through, I have identified potential concerns in regards to the safety and security of the Boys and Girls Club. The following pages highlight these potential concerns and the recommended suggestions to alleviate them. I recommend that bollards be added to this area prevent vehicles from accidentally or intentionally driving into the building (there are numerous classrooms located here). Bollards should be installed in front of the elementary addition, the community center entrance and the Head Start entrance. 2. I recommend adding card readers to exterior doors to allow employees into the new building. Video surveillance should be added to the interior and exterior of the buildings to act as a deterrent to abnormal users and add natural surveillance to that area. I would also suggest that they add a sign near the entrances stating that the area is under video surveillance. I recommend adding lighting to the parking areas. Lighting should be at a pedestrian scale, Metal Halide (white light source) with full cut off fixtures. The areas should be illuminated to a level of at least one foot candle at ground level and an average-to-minimum uniformity ratio not greater than 4:1. I would also recommend abiding by the IES lighting standards. Fixed lighting should be added to the exterior of the building and I would suggest adding pathway lighting along all of the walkways/sidewalks surrounding the building with a kelvin rating between 2500k-4000k. Having lighted pathways enhances way finding, increases peoples' perception of safety and helps direct movement between destinations (access control). 3. An elevator is being installed in the Community Center. Card readers should be added to allow access to employees only (access control). I also recommend adding video surveillance inside of the elevator to add natural surveillance in that area and to act as a deterrent. A sign should be added advising users that the elevator is under video surveillance. An alarm system should be added to the new buildings to help maintain security and act as a deterrent. 4. I recommend adding 6 feet tall, decorative see through fencing to the perimeter of the courtyard and the multipurpose field. By choosing a see through fence it allows for natural surveillance of the building and adds territorial reinforcement as well as access control.
