This endeavor is a response to address the glaring absence of comprehensive recovery services for women in our community. By introducing eight new sober living beds through Solutions Recovery and expanding Nova's capacity with ten additional beds, this project aims to bridge the significant gap in women-focused recovery services. The urgency of this initiative is underscored by the distressing statistics from Winnebago County, where calls for assistance with mental health, predominantly for substance abuse and addiction, have surged. This situation mirrors a statewide crisis, as reported by the Wisconsin Department of Health Services in 2021, revealing that 7.66% of Wisconsin's population suffers from a substance use disorder, surpassing the national average. Alarmingly, a vast majority of Americans in need of substance use treatment remain untreated, spotlighting the societal stigma and the dire shortage of services that perpetuate the cycle of addiction. Particularly for women in Oshkosh, the scarcity of specialized recovery services presents formidable barriers to accessing care, often leading to fragmented support and life-threatening outcomes. The collaboration between Nova Counseling Services and Solutions Recovery represents a transformative approach that transcends the capabilities of either organization working independently. Currently, women in Oshkosh navigating the path to recovery often face disjointed services that can lead to gaps in care, missed opportunities for support, and the daunting task of piecing together their own treatment plans from a fragmented system. This haphazard approach not only complicates their recovery journey but also diminishes the likelihood of long-term success. By uniting the strengths and resources of Nova Counseling Services and Solutions Recovery, this partnership ensures that women have access to a structured, cohesive recovery pathway. This integrated approach offers a significant advantage over isolated efforts by providing a seamless continuum of care—from detoxification and inpatient treatment to outpatient support and sober living environments. Such a comprehensive strategy ensures that every step of a woman's recovery journey is supported, eliminating the barriers and inconsistencies that can arise when navigating multiple, uncoordinated services. While there are other organizations within Oshkosh providing addiction treatment services, such as the Winnebago Mental Health Institute and AMS of Wisconsin LLC Oshkosh, none specifically address the unique needs of women in recovery as our joint initiative does. Our collaboration goes beyond mere coordination; it is a strategic alliance aimed at filling the void in gender-specific care, guided by the knowledge that recovery is not a one-size-fits-all process. This initiative is both an expansion of Nova's existing services and an introduction of a novel support layer within Solutions Recovery's program, marking a significant milestone in our mission to provide holistic and accessible care. The funds requested from The City of Oshkosh's ARPA are earmarked for the critical expansion of our facilities and services. The impact of this funding will be profound, offering up to 18 women at any given time - and up to 300 women annually - access to life-changing care and support. Amid the ongoing challenges of the COVID-19 pandemic, this funding will also bolster our efforts to adapt and continue providing essential services to those affected by these unprecedented times. Our approach to fiscal oversight and internal controls is rigorous, ensuring that ARPA funds will be meticulously tracked, reported, and audited, thereby upholding the highest standards of accountability and transparency. Should our grant request not be fully funded, we are prepared to make strategic adjustments, continuing our mission within the constraints of available resources. In essence, this project is not just about expanding services; it's about filling a critical void, about hope, and about the promise of a healthier future for women in Oshkosh. Through this initiative, we are not just treating addiction; we are nurturing recovery, rebuilding lives, and strengthening our community—one woman at a time.
