1. The information submitted to the city of Oshkosh (“City“) in this application, and
substantially in connection with this application, is true and correct.
2. The applicant is in compliance with applicable laws, regulations, ordinances and
orders applicable to it that could have an adverse material impact on the project.
Adverse material impact includes lawsuits, criminal or civil actions, bankruptcy
proceedings, regulatory action by a governmental entity or inadequate capital to
complete the project.

agreements, leases or financing arrangements with its other creditors that could have

PROGRAM/PROJECT APPROACH
SEPO is requesting $350,000 in ARPA funds from the City of Oshkosh to be used to grow and expand
SEPO’s work in the community. This Ginancial support is crucial to enhancing SEPO’s community
impact, particularly within the Black/Brown/African/Immigrant/Refugee (BBAIR) community.
SpeciGically, SEPO is requesting ARPA funds to establish a physical location (SEPO Center), secure
reliable transportation, and expand our youth mentoring, literacy, and BBAIR support services. SEPO
Center – a dedicated space for the BBAIR community – can serve as a catalyst for positive social,
economic, and cultural outcomes, contributing to the overall well-being and resilience of the
community and serving as a hub for SEPO’s new and existing programs. This initiative is a response to
persistent and consistent requests from the BBAIR community for direct support from SEPO, including
a dedicated space and expanded advocacy services.
In addition to covering the costs of securing space, the ARPA funds will also facilitate the expansion of
SEPO’s programming in Oshkosh. This expansion includes offering additional cohorts of literacy
programs, youth mentoring programs, and advocacy work with BBAIR families. Currently, all of SEPO’s
programming in NE Wisconsin is volunteer driven and Oshkosh focused. The need for a dedicated,
culturally responsive space staffed by those with lived experience is tremendous in Oshkosh. All of
Oshkosh’s nearby peers (Area Resource Centers) already have several such resource centers. SEPO
aims to Gill a crucial gap in Oshkosh, providing culturally responsive support to a community that has
distinct needs, often faces intimidation and distrust in their interactions with existing institutions, and
was disproportionately impacted by the pandemic. SEPO Center will serve as a landing space for the
BBAIR community as they build and deepen their own community involvement, navigate existing
challenges and systems, and push for greater accessibility and representation within local
agencies/institutions – all alongside SEPO advocates with shared lived experiences.
SEPO’s request is consistent with the priorities outlined (in red text) in Oshkosh Resolution 21-498 and
those identiGied by the US. Department of Treasury and Executive Order which both call for the
prioritization of communities that have been historically underserved. To date, Oshkosh’s ARPA funds
have not been spent on programs/projects/organizations that are led by or speciGically focused on the
historically underserved. Funding SEPO’s work is an opportunity to address that gap.
2.PROJECT OUTCOMES
The outcomes of SEPO's project include the establishment of a dedicated space, reliable transportation,
and expanded literacy initiatives, mentoring programs, and advocacy services. These outcomes not
only address immediate needs but also contribute to the sustainability and growth of SEPO's mission.
SEPO’s focus on sustainability is central to our work (the “S” in the acronym “SEPO” stands for
sustainability) and directly connects our work to the priorities outlined in the City’s Sustainability Plan.
Additionally, DEI is an essential component of SEPO’s mission and SEPO’s focus on the BBAIR
community signiGicantly contributes to advancing the City’s DEI Plan. SEPO’s work is also closely
aligned with the City of Oshkosh’s Strategic Plan. Ultimately though, SEPO’s greatest impact is in
support of Oshkosh’s vibrant BBAIR community whose strengths can be leveraged to grow and develop
Oshkosh.
3.DESCRIBE THE AGENCY'S AUDITING AND FISCAL CONTROLS
Given SEPO’s annual budget, our board currently provides Giscal oversight and internal controls to
minimize opportunities for mismanagement. We are currently seeking professional services for our
accounting/tax needs because of an expanded annual budget in 2024. SEPO has a history of prudent
Ginancial management, segregating funds based on donor or agency directives. The organization plans
to implement similar strategies for ARPA funds, working with accounting/tax professionals to ensure
transparency, tracking, reporting, and auditing systems are in place.
4.CONTINGENCY PLAN
In the unfortunate event that SEPO's ARPA funding request is not approved, SEPO will continue
providing its services to Oshkosh’s BBAIR community. However, the inability to secure funding will
limit SEPO's capacity to scale up and address immediate needs comprehensively, including those
exacerbated by the pandemic. Irrespective of the ARPA determination, SEPO remains committed to
advocating for equity and inclusivity in the city.
5.PROJECT BUDGET
See attached for full details. SEPO is poised to efGiciently utilize ARPA funds, with a portion expected to
be spent before December 31, 2024. Recognizing that some programming costs extend beyond this
date, SEPO assures compliance with federal guidelines, spending all allocated funds by the 2026
deadline.
