Our mission calls for the liberation of African Americans of all diversities to empower a
collaborative focused on achieving community safety in all dimensions.

1.PROGRAM/PROJECT APPROACH –include the following details,as applicable:
a)Briefly describe the program/project you are requesting funds for.
P.O.P.seeks support from the City of Oshkosh to help fund our Support Advocate (SA)for
the remainder of 2024.The Black and African American (BAA)community in Oshkosh
needs support to target the root causes of systemic racism and violence that was only
exacerbated due to COVID.Our program will address housing,food security,social
services,and co-advocacy.
b)Describe the need for your program/project.
Unhealthy coping,generational violence,and mental health crises are leading issues that
disproportionately affect housing and financial security for the BAA community.Locally,less
than one percent of therapists and anti-violence program advocates identify as Black and no
local mental health or shelter services with culturally focused outreach services exist.
c)Identify any other organizations in Oshkosh that address this need
Day By Day Warming Shelter,REACH Counseling,United Way,COTS Inc,211 Wisconsin,
Christine Ann Domestic Abuse Services,Oshkosh Boys &Girls Club,and Fair Housing
Wisconsin.
d)Describe your level of collaboration with other agencies on this project.
We collaborate with other organizations to assist in interventions and resource
navigation that are culturally sensitive,community-driven and sustainable.Grant
funds would help deepen partnerships and train their staff how domestic violence
and mental crises are uniquely different in the black community.
e)Is this a new,existing,or changed program?Existing
f)Specifically,what will you use ARPA funds for?
To help cover the salary,benefits,and training of our SA in Oshkosh.
g)Who will benefit and how?
People experiencing crisis in Oshkosh will utilize our services by connecting with us through our
warmline.It provides confidential crisis counseling,information,resources and referrals.We
also provide social support and mental health services.Our Support Advocate will expand their
hours in Oshkosh offering cultural competence training within our local health systems,mental
health providers,and resource agencies.
h)How will you prevent the duplication of benefits to end users?
We intentionally create new systems that do not mimic the same unjust practices that we try to
shift and enhance to serve all in our community.We utilize consultants and community
members with lived experience at strategic planning meetings to design systems and lead the
solutions.
i)How many individuals/families will be served by this program/project?
In 2024 we aim to serve 300 people.P.O.P.will also serve two different schools in Oshkosh
and reach 150 youth with Substance Use &Harm Prevention Services.
j)How will these funds help you respond to,or recover from COVID-19?
Funds will help us better serve the BAA community with equitable staff coverage to help those
most vulnerable.We advocate for community needs,build resilience,and address disparities.
COVID-19 created complex trauma and added a layer to pre-existing hardship,driving further
disparities for the BAA community.
k)For existing programs:How many people were served during the last program
year?How many were from the City of Oshkosh?
In 2023 P.O.P.directly 357 (158 from Oshkosh)and 2,500 people indirectly.
l)If existing,describe measurable impact has the program achieved to date (with
examples)
Since 2023 we have referred 102 individuals from Oshkosh to receive services.We provided 6
presentations,filmed a COVID-19 awareness ad that Fox City Flix broadcasted and reached
500 people,offered 15 wellness workshops,and held 4 community vaccination clinics at AMS
of Wisconsin Oshkosh and the area’s only local Black-owned barbershop.
2.PROJECT OUTCOMES
a)If this is a continuing activity,describe a measurable outcome of your previous
year's work regardless of funding source.
72 individuals are mentally/emotionally better off due to access to culturally-sensitive
resource navigation and warm hand offs.
b)Describe two anticipated measurable outcomes for your proposed
project/program.
In 2024,P.O.P.will increase access to services by 50%to BAA survivors during a crisis.
We will increase training by 50%to organizations to promote mental wellness and family
bonding,creating an inclusive area for all.
c)Describe (if applicable)how proposed use of funds may achieve sustainability
objectives as described in the City’s Sustainability Plan.
One sustainability goal is a safe and healthy community that promotes healthy living,civic
engagement,cultural and ethnic diversity,and provides a safe,healthy community for our
citizens.Our SA engages with partners to create a crisis response team,provide
culturally-specific psychosocial interventions,skill building and support groups,advocacy,
service navigation and referrals to trusted service providers.Our key focus in Holistic Health
Services,Advocacy,and Youth Prevention address the need for mental health and social
support.
d)Describe (if applicable)how project and proposed use of funds will benefit
underrepresented or marginalized individuals/groups,and/or achieve objectives
contained in the City’s Diversity,Equity and Inclusion Plan.
The proposed funds will benefit the BAA community that is often marginalized from receiving
mental and emotional health support that understands their lived experiences.
3.DESCRIBE THE AGENCY'S AUDITING AND FISCAL CONTROLS
a)Briefly describe your agency's fiscal oversight /internal controls to minimize
opportunities for fraud,waste and mismanagement.
P.O.P.utilizes its financial committee,contracted bookkeeping services,and CPA to
ensure compliance with financial reporting requirements.
b)How does your agency plan to segregate ARPA funds from other agency funds for
purposes of identification,tracking,reporting and audit?
Segregation of duties and internal controls establish transparency and prevent fraud,
collectively safeguard our assets and maintain trust with our stakeholders.
4.CONTINGENCY PLAN
a)If your grant request is not fully funded,what adjustments are you prepared to
make?
We are committed to serving the BAA community in Oshkosh.If not fully funded,we will
reduce our services and take additional time to deliver programming.
5.PROJECT BUDGET
a)Briefly explain project revenues and expenses related to this proposal.This
should match with the Budget Overview sheet.
We are seeking $50,000 to fund our Helping Ourselves Program from Oshkosh ARPA
funds to ensure the success of this program
b)Be specific about how ARPA dollars would be spent.
Funds will be spent on salaries,occupancy,and training.
c)Provide details about how funds would be used by December 31,2024.
