The Learning Collabora�ve and the Pathways to Literacy Project
The Learning Collabora�ve
The Learning Collabora�ve is dedicated to making a difference in the lives of children and adults
who struggle with reading, wri�ng, and/or mathema�cs by helping them directly; by providing
solid informa�on and resources to them and their families; and by offering structural solu�ons
to educa�onal se�ngs and ins�tu�ons.
MISSION
The Learning Collabora�ve (TLC) unlocks the code of reading, wri�ng, and mathema�cs to
ensure everyone can access life’s opportuni�es and contribute to their communi�es.
GOALS
TLC addresses language-based literacy using Structured Literacy at the individual, community,
and ins�tu�onal levels. Read about the specific services and affordability under the heading
“strategies”.
Goal #1 – DIRECT INTERVENTION: Create independent readers and writers and improve
math atainment in individuals of any age through diagnos�c assessment and science-
based interven�on.
Goal #2 – SHARED INFORMATION AND SUPPORT: Build self-advocacy skills and
confidence through skill-building, informa�on, knowledge, and support.
Goal #3 – SYSTEMS AND INSTITUTIONAL CHANGE: Offer solu�ons to willing educa�onal
se�ngs and ins�tu�ons for structural transforma�on and professional training.
STRATEGIES
All the goals and strategies will require, and we will welcome and seek, cross-sec�onal
collabora�on with other organiza�ons along the con�nuum of care and those related to life
fulfillment, including organiza�ons that provide social services, en��es offering literacy skills to
other groups, employment services and employers, educa�onal se�ngs and ins�tu�ons, and
other referral or coopera�ve partners.

math atainment in individuals of any age through diagnos�c assessment and science-based
interven�on.
1. Diagnos�c Assessments. Offer different levels of credible independent assessments:

a. Basic Assessment – basic batery of tes�ng tools to determine proficiency levels
in word atack, phonological awareness, reading fluency, reading comprehension,
and math ability. Subjects receive a report of scores. 2024 fee $400
b. Clinical Assessment – comprehensive batery of tes�ng tools and interviews to
determine diagnos�c and symptoma�c history and past interven�ons. Subjects
receive a score and narra�ve report that includes the same findings as basic
assessment plus brain processing issues if present and recommenda�ons for
accommoda�ons. 2024 fee $2,400
2. Remedial Interven�on. Provide in-person and virtual direct instruc�on and interven�on
for reading/wri�ng and math by:
a. Providing group format direct instruc�on to introduce individuals to the concepts
of Structured Literacy. 2024 – no separate fee for students enrolled in individual
tutoring
b. Matching individuals with trained remedial tutors for ongoing scheduled
individual direct interven�on sessions. 2024 fee $1,400 per term (2 sessions per
week for 14 weeks; 3 terms per year)
c. Providing “organiza�onal tutoring” (helping students stay organized with their
academic work and school classroom requirements). 2024 fee $800 per academic
semester (1 session per week)
d. Assessing for progress and mastery. 2024 included in remedial intervention fees
Affordability
• Learning Educa�onal Achievement Fund (LEAF). Fees are established to ensure
sustainability of The Learning Collabora�ve and allow TLC to impact many lives into
the future. TLC is aware that the fees are prohibi�ve for many and has established
the Learning Educa�onal Achievement Fund (LEAF). Grants and dona�ons make
contribu�ons to the LEAF. Individuals reques�ng assessments or enrolling in
remedial interven�on may qualify to access the LEAF to pay all or a por�on of the
fee, based on TLC’s sliding fee scale.
• Learning Loan Library (LLL). Not all students in virtual remedial tutoring have the
equipment at home to par�cipate. The Learning Loan Library (LLL) has e-tablets and
electronic peripherals for students to check out. The LLL also offers curricula and
workbooks for parents who wish to address literacy on their own, rather than use
TLC’s remedial interven�on services. There are also games, tools, and math
manipula�ves to supplement learning. Depending on the item, a returnable deposit
may be requested.

1. Informa�onal Camp. Weeklong intensive “camp” for individuals and families to learn
about dyslexia and dyscalculia; receive informa�on about appropriate interven�ons;
build self-advocacy skills; and develop mutual support with peers. Fees TBD based on
actual costs
2. Informa�onal Community Forums. Educa�onal events for individuals and families
focused on specific topics regarding dyslexia and dyscalculia, as well as interven�ons and
possible accommoda�ons. Some events provide informa�on specific to audiences. No
fee
3. Support Groups. “Mutual support” group opportuni�es for individuals who struggle with
reading/wri�ng and/or math to reduce the feeling of aloneness and share coping and
success strategies. No fee
4. Employer and Service System Trainings. Presenta�ons and trainings for employers and
community service providers to help them understand and appropriately respond to
employees or clients who may be struggling with reading, wri�ng and/or math. Fee
requested, based on time, travel, and complexity of subject
Goal #3 – SYSTEMS AND INSTITUTIONAL CHANGE: Offer solu�ons to willing educa�onal
se�ngs and ins�tu�ons for structural transforma�on and professional training.
1. Professional-to-Professional Trainings. Training on science-based methodologies in
reading, wri�ng, and math to educa�onal organiza�ons, districts, higher educa�on
centers, and public/private teachers. Fee charged based on time, travel, and subject
2. Pinecone Learning Center. Comprehensive program to be integrated into educa�onal
and/or ins�tu�onal se�ngs. TLC provides design, training, support, and collabora�ve
implementa�on. This program has 40 years of proven results for students with learning
and processing disabili�es. Negotiated cost based on numerous factors
Pathways to Literacy Project
The Pathways to Literacy project gets TLC’s services, the LEAF, and the LLL off the ground. We
will begin by offering assessments and remedial interven�on for reading, wri�ng, and/or math
for children aged 6-9, priori�zing students who are black or who live in low income families.
Two of our ini�al programma�c objec�ves are:
1. Provide 5 clinical assessments (with report) and 15 basic assessments of learning
challenges for individuals whose income is 300% of federal poverty level (FPL).
2. Provide sets of remedial interven�ons for 20 children from family household income of
less than 300% of FPL, raising their literacy scores by at least 2 grade levels.
But importantly, ARPA funds will provide the founda�on upon which all the other services can
launch.
