About us
2022
Child Care Resource & Referral (CCR&R) is your local non-profit resource and
referral agency dedicated to providing quality early care and education services
to families, child care providers, business leaders, and community members.
Child Care Resource & Referral is located in Kimberly, Wisconsin and proudly
serves Calumet, Fond du Lac, Green Lake, Manitowoc, Outagamie, Sheboygan,
Waupaca, and Winnebago Counties for child care referral services. We serve five
counties including Calumet, Green Lake, Outagamie, Waupaca, and Winnebago
for child care provider support and technical assistance. CCR&R is a member of
Child Care Aware of America and Wisconsin’s statewide member association
Supporting Families Together Association.
To improve the quality and accessibility of early care and education through
locally based support services customized for families, child care providers
and communities.

Technical Assistance to Families
CCR&R Referral Specialists serve as navigators, guiding the family through the process of
finding quality child care while also providing community referrals to other organizations.

Child Care Recruitment & Retention
CCR&R is a centralized resource for prospective child care providers to
receive consumer information and early childhood education resources
needed to start a regulated child care business. Child care providers
need access to training and support to start their business and to
continually improve the quality of care they provide.
CCR&R assists prospective child care providers by providing free Build
Your Business in Family Child Care Information Sessions and Family
Child Care Provider Cafes to provide start up child care business
information and provide resources to enrich their program.

Child Care Foundational Trainings
In June 2022, DCF announced the Child Care
Foundational Training Program designed to
provide required entry level courses to
Wisconsin child care providers at no cost.
CCR&R was one of the first agencies in the
state to provide these free foundational
trainings in an interactive online format.

coaching services, and technical assistance.

American Rescue Plan Act of 2021 (ARPA)
The Partner Up! Program, administered by Supporting Families Together
Association in partnership with Wisconsin’s 9 CCR&R Referral Agencies, is
designed to encourage businesses in essential workforce sectors to secure
child care slots for their employees in local regulated child care programs.
In 2022, 62 families with 72 children were granted Partner Up! benefits
in the 8-county CCR&R service delivery area.

In January 2022, Child Care Resource & Referral, Inc. began
a collaboration with Calumet County to use an awarded
American Rescue Plan Act (ARPA) Stabilization Grant to
support regulated child care programs in Calumet County.
The funding provided by this grant supports a
professionalized and fairly compensated early education
workforce. It allows families in the community to meet their
employment needs and child care preferences with equal
access to high quality child care.
The Calumet County ARPA funds provided the opportunity
for 6 full-time Quality Support Specialists (QSS) to support
7 group child care centers and 11 family child care homes.
The Quality Support Specialists provided essential support
in areas such as onboarding new staff, serving as
substitutes where needed, and assisting with children's
challenging behaviors.

The third Thursday in May is recognized annually across
the state as Wisconsin School Garden Day- a day to
celebrate the people, programs, and places that make it
possible for kids to learn, grow, and explore in school
gardens.
In May 2022, Child Care Resource & Referral teamed up
with a former Winneconne resident, Michelle Zellner,
now of Denver, Co. to provide local child care programs
with supplies to grow their own gardens.
“When I grew up we had a huge garden in our backyard,”
says Zellner. “It’s special to me to know that little
humans are getting to experience the joy of gardening.”
Zellner’s online Better Beings vision board event, held in
January 2022, raised funds to buy garden seed kits, small
garden tables, and planting dirt, for several child care
programs in the Winneconne/Omro/Larsen area. Child
Care Resource & Referral assisted by providing
nutritional resources and fun additional surprises for the
programs. Zellner designated the funds be used to
promote the nutrition of children in our area.
The garden kits also served as a chance to say “thank
you” to child care providers who, despite all the
challenges they are currently facing in the aftermath of
the COVID-19 pandemic, continue to take steps to
support children and families.

The Month of May Gives Local Child

CCR&R serves the community by providing outreach and informational
presentations to various businesses, school districts, employers, and other non-
profit agencies. We share information about services CCR&R provides to
families, child care providers and community. In 2022, CCR&R was represented
