A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2.
A SALUTE TO OUR TROOPS IV
Request permission to grant approval to the American Legion Riders Association to utilize
city streets and facilities on Sunday, September 12,2004, from 1 :30 p.m. to 5:00 p.m., for
their annual parade entitled "A Salute to Our Troops IV", in accordance with the attached
letter of request.

BLOCK PARTY
Request permission to grant approval to the residents of the 500 block of Oak Street to
close Oak Street, from Merritt Avenue to Parkway Avenue, on Saturday, August 14, 2004,
from 11 :00 am. to 6:00 p.m., for their annual neighborhood picnic, in accordance with the
attached letter of request.
BLOCK PARTY
4.
Request permission to grant approval to the residents of Parkway Avenue to close
Parkway Avenue, between Evans Street and Grove Street, on Saturday, September 4,
2004, from 3:00 p.m. to 11 :00 p.m., for their neighborhood block party, in accordance with
the attached letter of request.
5. THE LIONS' LAST ROAR
Request permission to grant approval to the Chamber of Commerce to utilize Opera
House Square and facilities, and to close Market Street, from High Avenue to Algoma
Boulevard, on Saturday, September 25,2004, from 8:00 am. to 4:00 p.m., for their Lions'
Last Roar family event, in accordance with the attached letter of request.
6.
UW-OSHKOSH MOVING DAY
Request permission to grant approval to the University of Wisconsin-Oshkosh to change
the traffic patterns on streets near the University on Sunday and Monday, September 5
and 6, 2004, from 9:00 am. to 4:00 p.m., to accommodate the student move-in, in
accordance with the attached letter of request.

UW-OSHKOSH HOMECOMING PARADE
Request permission to grant approval to the University of Wisconsin-Oshkosh to utilize
city streets and facilities on Saturday, October 16,2004, from 8:00 am. to 11 :00 am., for
the UW-Oshkosh Homecoming Parade, in accordance with the attached letter of request.

The American Legion Riders Association of Wisconsin is a group of American Legion members that
are also motorcycle enthusiasts. The purpose of the "Legion Riders" is to participate in ceremonies
that are in keeping with the aims and purposes of the American Legion. The "Legion Riders" have
provided Color Guards and Service Flag Displays for events in many cities across Wisconsin during
the past few years It has been both an honor and a privilege to be allowed to perform these duties for
the various events.
To show our appreciation for the men and women currently serving in our nation's military services,
the Legion Riders are requesting permission to hold another parade through downtown Oshkosh.
The parade will be "A Salute to Our Troops IV".
The parade will be held on Sunday, September 12th, 2004 and will begin at 3:00 PM. Assembly of
participants would be scheduled to begin at approximately 1 :30 PM. Staging area would be in the
area of Court Street south ofCeape St. and in the adjacent lots. The route would be as follows: West
on Otter Ave. to Main St. - North on Main St. to Irving Ave. - East on Irving Ave. to Hazel St.-
South on Hazel St. to Washington Ave. - East on Washington Ave. to the American Legion. This is
the same route that is used for the 4th pf July parade with the exception of the last few blocks leading
to the AmericaIl Legion. .
Invitations would be open to all interested motorcyclists, many of whom would be displaying
patriotic flags. Also invited to attend will be active military and veteran organization members from
a number of groups. Invitations will be extended to the local Police, Fire, and Sheriff's Departments
as well. The parade would be limited to vehicular traffic only, however, in order to facilitate the
orderly movement of all participants.
The American Legion Riders Association would be honored to help provide an opportunity for the
citizens of Oshkosh to show their support of those men and women who choose to proudly wear a
military uniform of the United States of America.

4TH ANNUAL NEIGHBORHOOD PICNIC
Dear City Council,
The Families on the 500 block of Oak Street would like to
again request the street be closed off for our 4th Annual Neighborhood
Picnic on Saturday, August 14, 2004 from the time of 11 :OOam to
6:00pm.
We are sorry for any inconvience this late letter may have
caused. Hope you will consider letting us close the street for the picnic.

Our neighborhood would like to have a block party. I am writing on this behalf to
request Parkway Avenue to be blocked off between Evans Street and Grove Street on
Saturday, September 4, 2004. We would like to hold the block party between the hours

Dear Mr. Wollangk:
I would like to make a formal request, on behalf of the Oshkosh Chamber of Commerce,
for closure of Market Street and use of Opera House Square on Saturday, September 25,
2004.
The Oshkosh Chamber is sponsoring "The Lions' Last Roar," a family event that will be
held in conjunction with the Pride of Oshkosh lions coming together in Opera House
Square. Other partners ofthis project include the University of Wisconsin Oshkosh, the
Grand Opera House, the Oshkosh Public Library and the Oshkosh Convention and
Visitors Bureau.
"The Lions' Last Roar" will be held from 10 a.m. to 2 p.m. However, we are requesting
use of the park from 8 a.m. to 4 p.m. for set up and tear down functions.
A copy of the Chamber's Certificate of Liability Insurance for this event is enclosed.
We are excited to provide an event to celebrate the success of the Pride of Oshkosh! If

I am writing in regards to the student move in for the 2004-2005 school year at UW Oshkosh.
Freshman will move in on Sunday, September 5, 2004 and the remaining students will move in on
Monday, September 6, 2004. We are requesting permission to make the following traffic changes to
assist with the move in:
North West Lincoln Ave. - be made a One-Way Street between Elmwood Ave. and Cherry St., with
traffic flow West to East. . .
Cherry St. between West Lincoln Ave., and West Irving Ave., - be made a One-Way Street with
traffic flow North to South.
Elmwood Ave. between Algoma Blvd. and West Lincoln Ave. - be made a One-Way Street with
traffic flow South to North.
Osceola St. between Algoma Blvd. and High Ave. - be made a One-Way Street with traffic flow to
South.
The changes would be in effect from 9:00AM to 4:00PM on both days. Street barricades and signs will
be used to inform motorist of the changes and major intersections will be manned by student parking
attendants.

The University of Wisconsin-Oshkosh will celebrate its annual Homecoming on
Saturday, October 16, 2004.
As in the past. a parade is one of the highlights of our festivities. . Therefore we
are requesting yöur appröval of the following röute through the City of
Oshkosh.
Parade Assembly: From 8:00 - 10:00 a.m. Winnebago Courthouse parking lot.
(Approval was given by County Executive Jane Van De Hey.).
The parade will proceed from the Courthouse parking lot onto Algoma
Boulevard, down Algoma Boulevard to Woodland Avenue where the parade will
disband. This new route will alleviate using High Avenue and Wisconsin Street.
The parade will begin at 10:00 a.m. and should reach the disbanding area by
approximately 10:45 a.m.
Upon your approval of this route, we will notify and work with Police Captain
Jay Puestohl regarding supervision of the parade.
