A. CITY MANAGER'S REPORT
1. BILLS
It is recommended that the bills, as audited and presented by the Director of Finance, be
approved for payment.
2. BACK TO SCHOOL RALLY
Request permission to grant approval to the Oshkosh Church Youth Leaders to utilize
South Park and facilities on Wednesday, August 25, 2004, from 3:00 p.m. to 10:00 p.m.,
for a Back to School Rally, in accordance with the attached letter of request.
3. BLOCK PARTY
Request permission to grant approval to the residents of Harvest Court to close Harvest
Court, at its intersection with Golden Iris Drive, on Saturday, August 7, 2004, from 2:00
p.m. to 12:00 midnight, for a neighborhood block party, in accordance with the attached
letter of request.
4. WHMI BIG EVENT
Request permission to grant approval to the Winnebago Mental Health Institute to close
Butler Avenue, between Treffert Drive and Sherman Road, and Treffert Avenue, between
South Drive and Butler Avenue, on Saturday, September 11, 2004, from 7:00 a.m. to 4:00
p.m., for their all -day picnic and activities, in accordance with the attached letter of
request.
5. OPEN AIR PICNIC
Request permission to grant approval to the Winnebago County Democratic Party to
utilize Opera House Square and facilities on Saturday, August 28, 2004, from 9:00 a.m.
to 9:00 p.m., for an open air picnic, in accordance with the attached letter of request.
6. BLOCK PARTY
Request permission to grant approval to the residents of Graber Street and Cliffview Drive
to close Graber Street, from Murdock Avenue to Cliffview Drive, on Saturday, September
11, 2004, from 4:00 p.m. to 12:00 midnight, for a neighborhood block party, in accordance
with the attached letter of request.
7. BALZ TO THE WALL CHARITY EVENT
Request permission to grant approval to the Balz to the Wall Charity Event to utilize
Rainbow Park and facilities on Thursday, July 22, 2004, from 12:00 noon to 5:00 p.m., for
their charity event, in accordance with the attached letter of request.
8. WALK- A -THON FUNDRAISER
Request permission to grant approval to the Labor of Love organization to utilize city
streets and facilities on Saturday, September 18, 2004, from 8:00 a.m. to 12:00 noon, for
a Labor of Love Walk- A -Thon Fundraiser, in accordance with the attached letter of
request.
9. BLOCK PARTY
Request permission to grant approval to the residents of the 700 block of Evans Street to
close Evans Street, from East Irving Avenue to East Lincoln Avenue, on Sunday, August
1, 2004, from 12:00 noon to 8:00 p.m., for their neighborhood block party, in accordance
with the attached letter of request.
10. CLOSING OF ALLEYWAY
Request permission to grant approval to the residents of 612 Otter Street to close the
alleyway behind 612 Otter, from Bay Street to 616 Otter, on Saturday, July 24, 2004, from
1:00 p.m. to 8:00 p.m., to accommodate a wedding celebration, in accordance with the
attached letter of request.

The Oshkosh Church Youth Leaders would like to use the pavilion at South Park on
Wednesday, August 25 for our 3rd annual Back to School Rally. This rally is open to all
junior and senior high students. We provide Christian music, games, food and fellowship to
the students that attend. The event would run from 6:30 -9:00 p.m. but we would need the
pavilion from 3:00 until 10:00 for set -up and clean up. This event is free, but we do encourage
the students to bring a new school supply as admission. This is the 3r year that we would be
hosting this event and the last two have been very positive. It is an opportunity for students to
get together before the school year starts. We do not push religion but offer good clean fun. I
have included a copy of our flyer that would go out to area chuches if we get permission to use
the park. If you have any questions please feel free to contact meat either 235 -4266 (office)

Dear Common Council,
On behalf of my neighborhood, I am writing to request the Council's approval for a neighborhood
block party. We request that Harvest Court be closed to thru traffic and be blocked on Saturday,
August 7, 2004 from 2:00 pm through the remainder of the day. This request is for Harvest Court
only, not Harvest Drive (Harvest Court is a continuation of Harvest Drive after the Golden
Iris /Harvest intersection).
Additionally, we have planned a rain date for Saturday, August 14, 2004. Should severe weather
prevent our outdoor block party on Saturday, August 7th, we request that the council extend
approval into the next Saturday.

I am requesting as in the past to close Butler Avenue between Treffert Drive and Sherman Road,
and Treffert Avenue between South Drive and Butler Avenue located on the grounds of the
Winnebago Mental Health Institute. I am requesting the streets closed on Saturday, September
11, 2004 between 7:00 AM and 4:00 PM.
The purpose of the request is in regard to a large institute activity in which there will be
approximately 700 — 900 visitors for our "Big Event" which is an all day picnic and activities for
our patient's family and friends.

closed for the annual neighborhood block party. The parry is scheduled for Saturday,
September 11, 2004, from 4 p.m. until later in the evening.
We would like to block off Graber Street from Murdock Avenue to Cliffview Drive.

Dear Richard:
1 am writing this letter to let you know we will be using the boat ramp at Rainbow Park on July 22, 2004.
1 am the event coordinator for a charity boating event we hold every year. The name of the event is
"Balz to the Wall" and the proceeds are going to the Alzheimer's Association this year. 1 have included
the announcement letter, which explains the whole event. We will be launching at Rainbow Park, going
to Fratello's for lunch, and doing some prop swapping etc. We should be in and out of the park in
about 3 hours. I have already spoken to Trish about it and she is sending me the ramp fee passes. I
will be sending you a check for the ramp passes we use as soon as the event is over. We are
expecting about 35 to 40 boats for this part of the event. I have also contacted the Winnebago County
Water Patrol to let them know we will be on the river that day. I can be reached at (920) 946 -5385 if

The residents of the 700 block of Evans Street will be holding their 20' Annual
Block Party on August 1, 2004. This is a family event, and we have always
enjoyed the afternoon as an opportunity to gather together, enjoy good food and
fellowship, and for the children to ride their bikes and play in the street. We are
requesting permission to have the street barricaded fi•om East Irving to East
Lincoln on that day from Noon until 8 PM.
We appreciate the cooperation of the Council, City Manager, Police Department,
and Street Department. We have a wonderful time .... please join us.
