Downtown Oshkosh BID Board Minutes
March 19, 2024
Present: Megan Lang, Kris Larson, Marlo Ambas, Sandra Prunty, James Evans, Autumn
Urban , Carrie Olson, , Chanda Anderson, Barb Nelson, Derek Mulloy, Andy

I. Call to Order
- Chairperson Lang called the meeting to order at 8:02 a.m. A quorum was declared
present.
II. Approve Minutes of the February 20, 2024 Meeting
- Evans stated the minutes needed to more clearly reflect the Board’s vote on
underground utilities. Zarate will revise minutes of the February 20 meeting. The
minutes of the February 20, 2024 were approved unanimously as written. (Nelsen,
Olson)
III. Approve February 2024 Monthly Financial Report
- Meidl informed the Board that she had now received the final fund balance carried
over from 2023. The balance will be reported on the monthly financial statement.
The February 2024 financial report was approved unanimously as presented.

IV. Status of new employee
- Brooke Hansen was introduced as the new BID Event and Marketing Coordinator.
V. ARPA Funds Application Update
- Meidl stated that she had submitted the application prior to the March 1 deadline.
Zarate stated that City Manager plans to review the application upon return from
his vacation next week.
VI. Update on truck route on N Main St through downtown
- Zarate stated that KL has been contracted with for the study but nothing has taken
place yet and probably won’t start until summer
VII. Discuss electrical, data and other types of utilities to be installed underground
instead of overhead
- Prunty stated she had emailed the City Manager in support of having the utilities
installed underground but was told that that the work had already been planned,
designed and bid out to be installed overhead. Larson mentioned to City staff that
utilities were installed underground for the Washington St reconstruction. City staff
stated that utilities were not installed underground but were moved to the rear of
properties. He was informed by City staff Rabe to call and verify with WPS. Larson
called WPS and was informed that utilities for the Washington Ave project were
installed underground. Stapel stated he had requested underground utilities for the
2010 reconstruction and was told it was too expensive. Lang stated that the any
reconstruction within the BID should be brought before the BID board prior to
design and be considered for underground utilities during future reconstruction
projects. Larson stated that he spoke with Councilor Stephenson and he said utility
poles do not last as long as they once did. Typically, utility poles will need to be
replaced prior to pavement. Larson asked when the downtown vision plan was
going to be released to the public. Meidl stated there was a meeting between City
staff and community partners to go over the plan Friday.
- Board voted to have Meidl write a memo to public works, City Council and City
Manager that moving forward all utilities should be considered for underground
installation (buried) and that the BID Board be notified prior to any planning or
design of new construction within the BID. (Motion by Olson, Second Prunty.
Motion carried)
VIII. Update on parking changes within the BID
- New parking rules that were proposed were passed by City Council at the
February 27 meeting. New brochures and maps are being worked on by City
staff to inform public of new options for parking. The new rules and parking
should be available April 1. Larson stated that maybe we should hold off the
effective date to May 1 to better inform the public and make it transparent as to
what is happening within the BID. Meidl will contact City Transportation
Director Collins to see if it is possible to delay the implementation date so they
can get the word out to the public through various media outlets.
IX. BID Event Application
- Oshkosh Art Market submitted an application requesting a sponsorship of $600 to
cover costs associated with their event within the BID. It was stated that last year
$500 was donated to them for the event but costs have increased this year. Evans
said that he is in favor but wondered if the applicant should be informed that this
won’t be an annual sponsorship. The funds should be thought of a way to start up
and not continued on every year. Nelson stated each event her rear door is being
blocked. She has talked to the event director and it has been resolved in the past.
She will speak with her again before the events this year. Motion was made by
Olson to sponsor $600 to the Oshkosh Art Market. Second by Anderson. Motion
carried.
X. Nominate and vote for BID Board officers
- Motion Made by Chairperson Lang to suspend rules of agenda to be able to vote for
chair positions. Stapel second. Anderson nominated Megan Lang for Chairperson.
There were no other nominations from the floor. Board voted unanimous to keep
Lang as Board Chair.
Lang nominated Larson for Vice Chairperson. There was discussion by Board
members if Larson would be able to keep the Vice Chair position if he is elected to
City Council. Board voted unanimous to keep Larson as Vice Chair for the Board.
XI. BID Committees – Discuss getting board members to sign up for specific BID
committees.
- Meidl sent out a Sign- up Genius poll for members to pick from various committees.
Most committees were filled but there were some committees with more people
than needed and others with not enough. Events Committee was stated as one
committee that needs to be signed up for. Anderson and Nelson have agreed to be
on that committee. Evans stated that per the BID Bylaws all board members must
serve on a committee. Meidl will resend the email and Sign-up Genius poll and also
the list of members for each committee.
XII. BID Manager Report
- Meidl went through her PowerPoint presentation that was included with the BID
packet
- Meidl has been working with Hansen to get her up to speed in her first week.
Hansen will be working on getting our more posts on social media. Hansen will
also be working on a newsletter for those people that do not use social media.
- Meidl looking into the fall wine walk to see if the number of participants can be
increased.
- Meidl stated that the Grand is again the Main Sponsor for Live at Lunch. She is
looking for individual sponsors for each event and also restaurants to sponsor/ or be
able to offer sandwiches for sale for the event.
- Spring Banners were installed this week in the downtown.
- Flower order has been placed and there will be new flowers this year to see if they
can thrive better in the downtown soil and light conditions.
- DORA will go to council to be reviewed by resolution.
- Meidl submitted an application to host the 2025 Wisconsin Downtown Action
Council (WDAC) in Oshkosh.
