If plan index sheets were submitted in lieu of additional full plan sets, a copy of this approval letter and index sheet shall be attached to plans that correspond with the copy on file with the Department. If these plans were submitted in an electronic form, the designer is responsible to download, print, and bind the full size set of plans along with our approval letter. A Department electronic stamp and signature shall be on the plans which are used at the job site for construction. The following conditions shall be met during construction or installation and prior to occupancy or use: KEY ITEM(S): The System Sensor PC2RLED horn strobes shown on the fire alarm plans with 170 cd have been reviewed as 177 cd notification appliances. · IBC 907.4.2.1 - Manual fire alarm boxes shall not be located more than 5 feet from the entrance to each exit. Additional manual fire alarm boxes shall be located so that the travel distance to the nearest box does not exceed 200 feet. If the doors at the addition entering the existing building are horizontal exits, install pull stations at both sides of the doors at this building. The audible alarm notification appliances shall provide a sound pressure level of 15 decibels (dBA) above the average ambient sound level or 5 dBA above the maximum sound level having a duration of not less than 60 seconds, whichever is greater, in every occupiable space within the building. Provide this sound pressure level throughout the building. This includes the untagged rooms or courtyards at sheets FPE- 02 and FPE-03 south of the connections from the new addition to the existing building. · IBC 907.5.2.3.1 - Provide visible alarm notification appliances in public and common use areas. This includes, but is not limited to, corridors, public restrooms, dressing rooms, shared offices, classrooms, medical exam rooms. Visible notification is not required in private offices or mechanical rooms. Provide additional visible notification appliances; relocate appliances or increase the effective intensity (candela rating) of those shown to provide proper code coverage [ref. NFPA 72 (2013) 18.5.5.4] throughout the following areas: Sheet FPE-02 untagged room south of connection from addition to the existing building – if common or public room or courtyard Sheet FPE-03 untagged room south of connection from addition to the existing building – if common or public room or courtyard Sheet FPE-04 untagged rooms (2) off Break Room 106 – if public or common spaces Sheet FPE-06 untagged room north of Men’s 104 – if public or common space Sheet FPE-08 – Exam 121, untagged room off Reception 129 if public or common space, untagged room at northwest entrance with pull station L1-M007 In the future, please provide room tags on all rooms for the plan reviewers to be able to determine areas that are common / public spaces. Regarding the potential courtyards: If spaces are indeed courtyards and public or common spaces, direct visible notification is required at these spaces per this section. The designer shall verify this condition. · IBC 907.6 - Provide a fire alarm system installed in accordance with NFPA 72. · NFPA 72 (2013) 17.4.10 If the intent is to initiate action when smoke/fire threatens a specific object or space, the detector shall be permitted to be installed in close proximity to that object or space. If the ceilings at the NAC panels exceed 15’-0”, install the required smoke detectors 60” above the panels per this section. · NFPA 72 (2013) 18.3.1 Listing. All notification appliances installed in conformity with Chapter 18 shall be listed for the purpose for which they are used. The circuits containing the corrected 177 cd System Sensor PC2RLED horn strobes shall have the voltage drop calculations revised utilizing the correct 0.254 UL Max current draw per the material data sheets. The designer shall verify that the circuits will provide a minimum of 16 volts at the end of line of the circuits per this standard section. · NFPA 72 (2013) 18.5.5.4.1 - Provide spacing that is in accordance with Tables 185.5.4.1 (a) or Table 18.5.5.4.1(b). The plans have been reviewed based upon the following mounting heights for ceiling mounted strobes: - 15 cd – 30cd strobes – Mounted a maximum 10’-0” above finish floor - 75 cd strobes - Mounted a maximum 20’-0” above finish floor - 95 cd – 177 cd strobes - Mounted a maximum 30’-0” above finish floor If the strobes are mounted at heights above those listed, the prescriptive spacing provisions of this section cannot be utilized. Revised plans, along with appropriate fees, will then be required to be submitted to the department for review and conditional approval based upon the performance spacing requirements of NFPA 72 (2013) 18.5.5.6. · NFPA 72 (2013) 23.8.2.2 Except as permitted in 23.8.2.3, the fire alarm systems components shall be permitted to share control equipment or shall be able to operate as stand-alone subsystems, but, in any case, they shall be arranged to function as a single system. Unless the new addition is fire resistance separated from the existing building as a separate building and a separate notification zone, the new addition fire alarm system and the existing building fire alarm system shall operate as one fire alarm system per this section. · NFPA 72 (2013) 23.8.5.9.1 Where fire pumps are required to be monitored and a building fire alarm system is installed, a pump running signal shall be permitted to be a supervisory or alarm signal. · NFPA 72 (2013) 23.8.5.9.2 Where fire pumps are required to be monitored and a building fire alarm system is installed, signals other than pump running shall be supervisory signals. The designer shall revise the sequence of operation fire pump signals to meet these two standard sections. · SPS 361.31 - These plans were conditionally approved electronically. The designer is responsible to download the plans, print out complete sets and permanently bind each set of the conditionally approved electronic plans, along with a complete bound set of specifications, as submitted to the Dept., for reference in the field. Plans for field reference shall be the same size and scale as originally submitted to the Dept. per SPS 361.31(2)(a), and per SPS 361.31(2)(d) shall be clear and legible. A complete bound conditionally approved set of plans and set of specifications shall be made available to a Dept. representative on-site upon request. There shall be an electronic stamp and signature on the index page of the conditionally approved plans by the Dept. representative that conditionally approved the plans, as well as the professional of the project if the building is over 50,000 cubic ft. Additionally, a copy of the conditional approval letter issued by the Dept. shall be permanently attached to each of the conditionally approved plan sets. REMINDERS: · IBC 907.7 - Acceptance tests and completion - Upon completion of the installation, the fire alarm system and all fire alarm components shall be tested in accordance with NFPA 72. A record of completion in accordance with NFPA 72 verifying that the system has been installed and tested in accordance with the approved plans and specifications shall be kept for the life of the system and be available to an authority having jurisdiction. The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. Only those object types listed above have been approved; other submittals such as plumbing and those listed above under REQUIRED SUBMITTAL(S), may also be required. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. You are responsible for complying with state and federal laws concerning construction near or on wetlands, lakes, and streams. This plan has not been reviewed for compliance with fire code requirements, including those for fire lanes and fire protection water supply, so contact the local fire department for further information. In granting this approval, the Division of Industry Services reserves the right to require changes or additions, should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. The Division does not take responsibility for the design or construction of the reviewed items. Per s. SPS 361.40(4), projects for buildings of over 50,000 cubic feet total volume shall have supervising professionals who file compliance statements with this agency and the local code officials prior to occupancy of the project.
