ITEM III: APPROVAL OF DESIGN ALTERATION REVIEW FOR FAÇADE
MODIFICATIONS AT 216 STATE STREET
GENERAL INFORMATION
Applicant: RH Design Build LLC

Action(s) Requested:
The applicant requests approval of a Design Alteration Review for façade modifications at 216
State Street, located within a Central Mixed Use Zoning District (CMU).
Applicable Ordinance Provisions:
Central Mixed Use District Design Standards are found in Section 30-245 of the Zoning
Ordinance.
Property Location and Background Information:
The subject area consists of a 0.27-acre commercial property located on the east side of State
Street, south of Waugoo Avenue. The property includes a vacant two-story 17,280 sq. ft.
commercial building, which was previously occupied by the Oshkosh Daily Northwestern News
Media. The property is zoned Central Mixed Use District (CMU) and the surrounding area
consists primarily of commercial uses. The 2040 Comprehensive Land Use Plan recommends
Center City use for the subject area.

ANALYSIS
The applicant plans to convert the building to a first-floor restaurant (phase 1) and also add hotel
accommodations above the restaurant and in the building immediately to the north (224 State
Street) as future phases. The proposed restaurant conversion will include front façade, east
façade, and south façade modifications. The future hotel conversion will consist of interior work
only. The proposed façade modifications require design alteration review by Plan Commission.
Plans for the west façade were approved by Plan Commission on January 2, 2024. The applicant
has submitted revised plans for Design Alteration Review.
West Façade
The previously approved renovations to the west façade included the following:
- Removal of the existing metal panel and aggregate panel exterior to showcase the original
brick exterior.
- Add storefront windows back into the spaces where windows were located previously.
- The front entrance will also be modified for ADA accessibility.
The proposed plans include only minor changes to the west façade from the previously approved
plan, including decorative façade details and an awning. According to the applicant, these

changes are intended to increase accessibility and improve the front elevation of the proposed
restaurant.
The Department of Public Works has noted that anything that will protrude off the face of the
building and will encroach into the public right-of-way will need an encroachment agreement.

The proposed exterior renovations to the east façade will include the following:

Staff is supportive of the proposed building façade alteration updates as the exposure of the
original brick and added window areas will serve to enhance the appearance of the façades. The
west façade will result in the exterior consisting of 100% Class I materials, which is an
improvement from the existing façade which consists primarily of Class III materials (metal
panels). The east and south façades will result in more windows to break up the blank brick
façades. The façade enhancements will be complementary to the center city area.
FINDINGS/RECOMMENDATION/CONDITIONS
Staff recommends approval of a Design Alteration Review for building façade modifications as
proposed.

Exis�ng Use: The building was previously occupied by the Oshkosh Daily Northwestern News Media.
Proposed Use: The project scope is being planned as various phases. With phase one introducing a first
floor restaurant on the south half of the building and each subsequent phase adding hotel and
accommoda�ons to the north half and above the restaurant.
Structures: There are three structures on the site, one being the primary building to be renovated and
the other two being accessory storage structures on the east back lot.

Hours of Opera�on:
Neighboring Locale Include: Oshkosh Wedding & Conven�on Center, Winnebago County State
Department, United States Postal Service, Limitless Barber Lounge, Richards School of the Dance,
Narrator Tracks Music Library, Oshkosh Public Library, and a mix of several financial ins�tu�ons, pubs and
parking lots.
Traffic Genera�on: The property itself is should not serve as a general increase in traffic genera�on but
will beter serve the traffic already within the area during larger events from the conven�on center. The
restaurant por�on itself will be open to the public and could drive increased traffic but when considering
the area’s larger year-round events, it will have minimal impact.
Addi�onal Notes: The project scope is primarily an interior renova�on. The only exterior work is to
beter increase accessibility, improve the front eleva�on of the restaurant por�on and install new
windows to the south wall at property line. These improvements include removing the exis�ng metal
façade to showcase the original brick exterior and add storefront windows back into the space where
windows were located previously.
