ITEM I: GRANT UNDERGROUND ELECTRIC AND COMMUNICATION
EASEMENT AT THE NORTHWEST CORNER OF CLAIRVILLE ROAD AND
STATE HIGHWAY 91 TO WISCONSIN POWER AND LIGHT COMPANY
GENERAL INFORMATION
Applicant/Owner: City of Oshkosh
Actions Requested:
The City of Oshkosh is requesting the granting of an underground electric and communication
easement to Wisconsin Power and Light Company on City-owned land at the northwest corner
of Clairville Road and State Highway 91.
Applicable Ordinance Provisions: N/A
Property Location and Background Information:
The subject area is on three separate parcels owned by the City of Oshkosh, located on the west
side of Clairville Road, north of State
Highway 91. The property is located in
the Southwest Industrial Park and is
envisioned to be sold and developed with
industrial uses. The site is currently
vacant and undeveloped. The
surrounding area is a predominantly
agricultural with scattered rural single-
family houses to the north, west and south.
To the east is the vacant City Industrial
Park land and United Cooperative feed
manufacturing.
Wisconsin Power and Light Company is
requesting this easement to expand its
electric and communication facilities in
exchange for releasing their solar lease
rights on the area where the City’s Rural II
Basin will be constructed to the north of this property.
ANALYSIS
The proposed easement is located along the west side of the City’s property. The easement is
sized to be 90 feet wide by approximately 2,700 feet long and 243,000 square feet (5.58 acres) in
area. The easement continues off of City property to the west. The easement will allow

Wisconsin Power and Light Company to
access the property, install underground
electric and communication lines and
maintain or replace its facilities as needed.
The easement is subject to conditions and
restrictions listed in the easement
agreement.
The City Attorney’s Office is coordinating
with the Public Works and Community
Development Departments, and Wisconsin
Power and Light Company, and has
prepared a draft of the easement
documents. The signed easement
agreement will be recorded at the
Winnebago County Register of Deeds upon
approval by the Common Council.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the granting of the proposed electric and communication
easement at the northwest corner of Clairville Road and State Highway 91 to Wisconsin Power
and Light Company as proposed.
