I. Call to Order
Chair Margy Davey called the meeting to order at 4:00pm and a quorum was declared present.
II. Public Comment
Ms. Davey asked if there were public comments.
No public comments occurred.
III. Approval of Minutes, February 5th, 2024
Ms. Marone motioned to approve the minutes. Mr. Spanbauer seconded the motion.
The board approved the February 5th minutes 6-0 (Marone/Spanbauer).
IV. City of Oshkosh American Rescue Plan Act (ARPA) Application Solicitation
Discussion/Action
Ms. Dziengeleski introduced the Sustainability Advisory Board ARPA Application for the
Sustainability Plan update. She thanked the board members for their edits and comments to get
this application finalized.
Mr. Spanbauer asked if staff could remind him of the timeline of this process.
Ms. Dziengeleski stated the application is due Friday, March 1st. Then staff will review all
applications and either bring all of those, or a select few to Common Council to review and vote
on in early-April.
Ms. Haase explained that this process has been rather confusing. She stated that the narrowed
down applications will be going to Common Council in early-April.
Ms. Dziengeleski then explained that if the board were to be awarded the ARPA funds, staff
will have to put out a Request for Proposal (RFP) as soon as possible because a contract will
need to be put in place to make sure all funds are allocated by the end of the calendar year.
Ms. Haase explained that when phase two came through Common Council, the funds were
allocated for City of Oshkosh infrastructure projects and then for community groups that were
non-city. So, she is unsure how Council will view this application as technically the
Sustainability Advisory Board is a city group and is not sure this funding falls along the
requirements. She further explained that SAB will need to come to Council and make a strong
argument as to why these funds are needed and why this application is not the City of Oshkosh
government requesting the funds, but that it is the board.
Ms. Marone explained that she would like to add a public engagement component to the
application. She said that getting input from different community members on their opinions of
sustainability could be beneficial to this plan this time around.
Mr. Spanbauer asked if this could be worked into this current scope, or is this something we
could address down the road if awarded the funds. He said that this could also be the time to
bring in a community resilience aspect.
There was discussion among the board members on this topic and the application. The board
decided that asking for more funds could increase their chances of making sure the update
includes all the components they would like it to.
Mr. Klaameyer motioned to amend the ARPA application to request $60,000 rather than
$50,000. Mr. Spanbauer seconded the motion. The board approved the motion. 5-0 (5) Ayes, (1)
Present (Haase).
Mr. Spanbauer motioned to approved the amended ARPA application amount of $60,000 as
well as the entire ARPA application packet. Ms. Oliver seconded the motion. The board
approved the motion. 5-0 (5) Ayes, (1) Present (Haase).
V. No Mow May 2024 Discussion
Ms. Davey introduced No Mow May 2024 and asked staff if we have heard any updates yet on
this year.
Ms. Dziengeleski explained that if the board can get staff any information to post on social
media that would be appreciated. She also explained that staff is meeting in the coming week to
talk about how No Mow May will work this year.
Mr. Spanbauer asked the timeline for this process. He asked if it will follow similar to last year’s
resolution.
The board looked through last year’s resolution and gave staff recommendations to correct
dates to reflect this year’s process. There was further discussion amongst the board members.
VI. Summer Farmers Market Discussion
Ms. Davey explained that she has already started filling out their application for the Summer
Farmers Market. She shared that she will get the application filled out and sent to staff as soon
as possible. She said that staff would need to get a S-240 form and a proof of insurance from the
city to be sent in with the application to be considered.
The board discussed that they would like the dates to include June, August, and October.
Ms. Oliver left at 4:45 pm.
