HomeMy WebLinkAbout04-220.doc JUNE 22, 200404-220RESOLUTION (CARRIED_6-1___LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE:AMEND 2004 BUSINESS IMPROVEMENT DISTRICT OPERATING PLAN INITIATED BY:DEPARTMENT OF COMMUNITY DEVELOPMENT BID BOARD RECOMMENDATION: Approved WHEREAS, the 2004 Downtown Business Improvement District (BID) Operating Plan was adopted by the Common Council on November 25, 2003 (Resolution 03-469), which established the composition of the BID Board in terms of representation by the type of business and property occupancy; and WHEREAS, the BID Board desires to have the ability for non-city residents to serve as members on the BID Board. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the “Organization” section of the 2004 Operating Plan is hereby amended to permit non-city residents to serve on the Downtown Oshkosh Business Improvement District Board. REVISED ORGANIZATION PAGE FROM 2004 BID OPERATING PLAN ORGANIZATION Pursuant to Section 66.1109(3), Wisconsin Statutes, a Downtown Oshkosh Business Improvement District Board has been appointed by the City Manager and confirmed by the Common Council. The Board is comprised of 10 members representing the following interests: 3 Non-Occupant Owners 4 Owner Occupants 3 Persons-At-Large The distribution of non-occupant owners and owner occupants may vary from time to time, as members are reappointed or as new members join the Board. Per Section 66.1109 (3a), Wisconsin Statutes, a majority of the board members shall own or occupy real property in the business improvement district. Nonresidents of the City of Oshkosh are permitted as members of the Downtown Oshkosh Business Improvement District Board. Other membership requirements may apply per the “By-Laws of the Downtown Oshkosh Business Improvement District” (dated December 19, 1989). In addition, Board members represent different areas within the District, as well as large and small businesses. As a City entity, the Board will conduct its affairs under the open meetings law and public record requirements. The Director of Community Development or designee serves as the Secretary of the Board. Board meetings are held the third Tuesday of the month in Room 204 of City Hall. A roster of the 2003 DOBID Board members is included as Appendix D. The Board will be responsible for the management of the Business Improvement District. Responsibilities of the Board include implementing the operating plan and preparing annual reports on the District. The Board will also annually consider and make changes to the Operating Plan and submit the operating plan to the Common Council for approval.
