HomeMy WebLinkAbout04-203.doc JUNE 22, 2004 RESOLUTION 04-203 (CARRIED 7-0 LOST LAID OVER WITHDRAWN PURPOSE: GRANT CONDITIONAL USE PERMITS; APPROVE FINAL PLANNED DEVELOPMENTS: (A) 1000 PIONEER DRIVE (B) PLANEVIEW DRIVE & STATE ROAD 26 (C) 913 OREGON STREET (A) DECADE PROPERTIES INC., OWNER (B) RICHLAND DEVELOPMENT, PETITIONER (C) CITY OF OSHKOSH, OWNER INITIATED BY: PLAN COMMISSION RECOMMENDATION: All approved with conditions BE IT RESOLVED by the Common Council of the City of Oshkosh that conditional use permits are hereby granted for the following properties under Section 30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with conditions, if any, as noted for each respective property, and the Planned District Overlay and final development plans, per the attached exhibits, are hereby approved. A) 1000 Pioneer Drive; Decade Properties, Inc., owner A conditional use permit for a planned commercial development for construction of a five story condominium/hotel and associated amenities, per the attached "Exhibit A", with the condition that a base standard modification be granted to permit a building height of up to 70 feet. B) Planeview Drive & State Road 26, Richland Development, petitioner A conditional use permit for a planned commercial development for construction of a 3,200 sq. ft. retail building, per the attached "Exhibit B", with the following conditions: 1 ) 2) 3) 4) 5) 6) One 30 feet wide driveway approach is permitted. An additional 12 parking spaces be provided on site. The existing driveway approach near the north property line be eliminated. Additional windows or other architectural treatments be added to the north, south and east building elevations. The two properties be combined into one parcel. Stormwater from the parking lot is prohibited from sheet draining to the public street. C) 913 Oregon Street; City of Oshkosh, owner A conditional use permit for a mixed commercial/residential use. "EXHIBIT A" PIONEER RESORT CONDITIONAL USE April, 04 Proposed Conditional Use to allow for the reconstruction of hotel units at the existing Pioneer Resort, 1000 Pioneer Drive, Oshkosh, Wisconsin. Proposed plan is to remove the existing 192 unit two (2) story wood frame hotel units down to the existing foundations and reconstruct a new five-(5) story non-combustible Condominium/Hotel. The new hotel units will include a mix of unit styles as follows: A. B. C. D. E. 80 -1250SF 2 bedroom units; one bedroom can be rented separately as a lock-out 18 - 2020SF 2 bedroom units with master bedroom lofts 6 - 1320SF 2 bedroom units; one bedroom can be rented separately as a lock-out 10 - 762SF 1 bedroom units 1 - 720SF 1 bedroom managers apartment (reconstruct existing suite) The proposed condominium/hotel is to include 115 units. Counting the lockout rooms as separate units, the proposed use would have 201 total units vs. the 192 existing units. A new connecting corridor will be required from the existing lobby to the condominiumlhotel units. New elevator and stair towers will be required. The new stair towers and elevator buildings will cover approximately 2500SF on the West Side of the building. The entire deck along the West Side of the building will be removed along with the concrete along the building and several sidewalks leading to the building. This will result in a net gain in "green space" and landscaping. The current parking lots are to remain. The main hotel parking lot has 248 parking stalls with 6 handicap spaces. The Marina parking lot has 133 stalls with 2 handicap spaces. The use will be much the same as the existing use except with the sales of the units as condominiums, it is anticipated the less transient nature of the hotel will have a positive impact on traffic, parking, and noise. The property is located in an industrial area and has been a resort!hotel since for over 40 years. The proposed use should have a positive influence on the neighborhood. The site is currently served with full municipal services and the proposed plan should not require additional services. The new building is proposed to be built of non-combustible construction and will include a complete fire sprinkler system.
