Urben Manager, General Services Division City of Oshkosh 215 Church Ave, Oshkosh 54901 Subject: Oshkosh WWTF MCC Room Replacement Mr. Urben, Fox Valley MEP, Inc. (FVMEP) is pleased to submit to the City of Oshkosh. (Hereafter referred to as “Client”) this proposal for the design, engineering, and construction administrative services for the WWTF MCC Room RTU replacement in Oshkosh, Wisconsin. Project Understanding: We understand the scope to consist of a phased replacement of one (1) existing, cooling only roof top unit. The City of Oshkosh is seeking mechanical design services for the replacement, and construction administrative services through bidding and construction stages of the project. Scope of Work: PRELIMINARY DESIGN PHASE FVMEP shall provide one initial on-site walk through to understand the existing conditions and provide a synopsis of the new equipment and work being required to indicate on the drawings. DESIGN DEVELOPEMNT / PERMITTING / BIDDING / CONSTRUCTION DOCUMENT PHASES FVMEP shall provide Mechanical and Electrical design documents and specifications as required by the scope of the project described above. A Project Schedule shall be provided by the Client, for review by FVMEP. Digital files in PDF format of the completed drawings, specifications, and calculations shall be submitted to the Client for permitting purposes, signed and sealed by an Engineer licensed in the governing jurisdiction of the Project. Quantity of sets and printing shall be determined by Client and are a reimbursable expense if performed by FVMEP. FVMEP shall certify permit sets and design calculations, along with responding to any permit review comments from governing authorities having jurisdiction. The following is a list of the Project Deliverables that are anticipated for this project: 1) Permit and Bidding Documents: 100% Drawings and Specifications. 2) Construction Documents: 100% Drawings and Specifications with Permit review comments and revisions added (if any). FVMEP shall provide clarification and address questions regarding interpretation of construction documents during bidding. Bid/permit document value engineering change requests by the Client or contractor at this stage shall be considered additional services and are subject to be billed to this Client on an hourly basis. All changes must be approved by the Client prior to completion. FVMEP shall provide the fees necessary to issue drawings, specifications, and calculations for permit; however, they shall be reimbursed by the Client. Receipts of the permit fees can be provided at the request of the Client. CONSTRUCTION ADMINISTRATION FVMEP shall provide one on-site, pre-construction, walk through with the Client the awarded contractor(s). FVMEP shall provide one on-site, walk throughs and meetings with the Client during construction to observe installations of the contractors. FVMEP will provide meeting minutes after the on-site meeting. FVMEP shall be available to the Client to address Request for Information (RFI) should questions arise, during construction regarding interpretation of the construction documents. FVMEP will review shop drawing as required by the FVMEP issued specifications. Such responses and reviews shall be provided within five (5) business days of receipt unless circumstances warrant additional investigation and/or coordination. FVMEP shall provide a final on-site site visit and punch list, after the completion of the project. If additional site visits beyond the site visits listed above are necessary to meet the Clients completion or occupancy requirements, this may incur additional fee. COST ESTIMATING The Client may choose to obtain cost estimates at the completion of any design phase outlined above. FVMEP shall be responsible for providing feedback on cost estimates or other pricing documents, assisting in cost control exercises, and/or making design changes as necessary to reconcile the project budget. Owner directed changes to the scope or other changes that result in redesign work to meet the project budget are not included in base fee. Significant engineering redesign work that is necessary to meet the project budget because of gross errors or lack of diligence on the part of the cost estimator or Client will incur additional fee. SERVICES BEYOND THE BASE SERVICES Any services beyond the Base Services described herein shall be submitted in writing by FVMEP and reviewed/approved by the Client before commencing. CLIENTS RESPONSIBILITIES • Scope of Work. • Project Schedule. • Providing necessary design documents and product information from the Client which are required by the engineer/designer to complete their work. DocuSign Envelope ID: 5448BCAB-66A8-401A-9392-764578FA87B0 6264 Black Wolf Point Rd Oshkosh, WI 54902 920-370-7070 www.fvmep.com 3 | P a g e SCOPE OF SERVICES PROVIDED BY FVMEP: • Provide one initial site visit, one pre-bid site visit, one pre-construction site visit, two site visits/meetings during construction, and one final site visit/punch list after construction. • Prepare floor plans for mechanical scope designs for design development, bid, permit, and construction documents. Drawings will be prepared utilizing Revit or AutoCAD 2018 or newer versions. • Prepare mechanical drawings including equipment selections, ventilation, and piping layout. • Prepare one (1) electronic copy of technical specifications for mechanical and electrical systems if specifications are not on the drawings. Specifications may be provided on drawings, if acceptable to the Client. • Provide design calculations for permit. • Provide permitting fees up front, but they shall be reimbursable to FVMEP. • Provide submittal and shop drawings review. • Respond to contractor RFI’s, during construction phase. EXCLUSIONS AND/OR QUALIFICATIONS: The following is not intended to be a comprehensive list. It is intended to highlight general areas not included in the Scope of Services. • Record Drawings • Electrical drawings and/or designs. • Plumbing drawings and/or designs. • Fire Protection drawings and/or designs. • Structural designs for replacement of mechanical equipment. • Updating the electrical service. • Changes due to multiple value engineering changes and/or property insurance carrier’s review. • Performing storm water management plans or studies. • Identification and mitigation of hazardous containing materials • Additional site visits, unless approved by the Client. • Construction administrative services for reviewing the same submittal in excess of three times. • Modifications to the contract drawings because of significant changes in scope including, but not limited to, changes in size, complexity, construction schedule, architectural bid set and site conditions that differ from those assumed for the development of the mechanical and electrical plans.
