1. Discuss Comprehensive Outdoor Recreation Plan (CORP) update including
goals and objectives
Staff has been working with Rettler Corporation on the update of the City of
Oshkosh CORP which is required every five years to remain eligible for
Department of Natural Resources (DNR) grant funding. Rettler staff will be in
attendance to provide an update to the Board on the process and timeframe for
completing the update. In addition, Rettler staff will present the draft goals and
objectives for discussion by the Board.
2. Discuss and recommend accepting fees in-lieu-of parkland dedication for Lake
Butte des Morts Drive Development
City staff is currently working with a developer on plans for a multi-family
development along Lake Butte des Morts Drive on the city’s northwest side. The
plans for the development include 522 units that would be developed in six
phases. The plans also include a clubhouse with swimming pool, various open
spaces including a basketball court and an internal trail system that will connect
to the WIOUWASH Trail. Based on the proposed 522 units, the developer is
required to dedicate 10.78 acres of parkland or pay the fee in-lieu-of land
dedication which equates to $86,130 based on the current Subdivision Ordinance.
As the current CORP for the city recommends a community park, usually 15-30
acres, in this general area of the city and the updated CORP is anticipated to
recommend the same, staff is recommending the city accept the fees in-lieu-of
parkland dedication for this development. Included in your packet is additional
information from city Planning Division staff.
3. 2023 Revenue Facilities Report
Jenny McCollian, Revenue Facilities Manager, will present the 2023 Revenue
Facilities Report which includes the Pollock Community Water Park, Leach
Amphitheater, Children’s Amusement Center and Menominee Park Zoo. A copy
of the report is included in your packet.
