for professional services to The City of Oshkosh for South Park Splash Pad.
Project Description:
Outdoor Splash Pad with no filtration or buildings

Water Technology, Inc. proposes the following scope of services:
TASK I. CONCEPTUAL DESIGN
A. Description of Services
The purpose of conceptual design is the translation of the facility's program
into graphic plan format. Consisting primarily of outlines of major elements,
the conceptual design will demonstrate the locations, adjacencies and
relationships between these elements. WTI will provide the following
conceptual design services:
A.1 Prepare up to two (2) conceptual plans, including costs estimates for each
prospective element.
A.2 Review conceptual plans with Owner, evaluating opportunities of each plan
and developing goals for a final plan.
A.3 Development of the final concepts in plan format.
A.4 Presentation of the preliminary masterplan to Oshkosh Parks.
B. Deliverables
B.1 Preparation of a final colored masterplan for the proposed splash pad
facility, drawn to scale, identifying the location, size and character of
proposed structures.
B.2 Prepare an opinion of probable construction costs for the proposed splash
pad facility.
C. Client Responsibilities
C.1 Prior to initiating the conceptual design, WTI will require the following
information from Oshkosh Parks:
1. General site information, including current surveys, topographic maps,
utility, storm water, geotechnical and environmental information.
2. Special Health Department conditions or codes of which you may have
knowledge.
3.Review and written approval of conceptual design.

SCHEMATIC DESIGN, DESIGN DEVELOPMENT AND CONSTRUCTION
DOCUMENTS
1. SCHEMATIC DESIGN
Description of Services
WTI will refine the conceptual design, further developing the splash pad,
building and site elements and their relationships. At the end of schematic
design, the following elements should be established:
A.1 Site Elements
· 1 Layout of decks, walks and features
.2 Layout of planting areas, and other site features
.3 Preliminary evaluation of site utilities and routing
A.2 Splash Pad Elements
.1 Development of splash pad configuration
.2 Water activities
.3 Preliminary safety evaluation review
.4 Code compliance review
.5 Preliminary mechanical, electrical and plumbing system reviews.
B. Deliverables
B.1
Based upon discussion between WTI and Oshkosh Parks, WTI will develop
and/or gather drawings, preliminary power requirements, catalog cuts,
material samples and other information to describe the nature, quality, and
scope of the project.
B.2 WTI will furnish two (2) sets of schematic design drawings and outline
criteria at the end of schematic design.
B.3 WTI will provide an opinion of probable construction costs for the facility.
C. Client Responsibilities
C.1 Oshkosh Parks will review and provide written comments on drawings
and outline criteria provided by WTE

Oshkosh Parks will provide surveys, record drawings, geotechnical
investigations and/or other such investigations that WTI may require to
properly execute the work.

A. Description of Services
Based upon the approved schematic design documents, WTI will prepare
for approval of Oshkosh Parks design development documents. It is the
purpose of design development to fix the full nature and scope of the
project, including finishes, markings, equipment, features and systems. At
the completion of design development, the facility's design decisions
should be complete and will include the following:
A.1 Site Elements
.1 Definition of decks, walks and features
.2 Definition of site features
.3 Site details
.4 Site utility routing defined
A.2 Splash pad Elements
.1 Splash pad configurations, development and finalization
.2 Water activities review and selection
.3 Preliminary safety evaluation review
.4 Code compliance review
.5 Finishes selection
.6 Preliminary power requirements
.7 Sewer and water requirements
.8 Splash pad equipment selections
B. Deliverables
B.1
Based upon discussions between WTI and Oshkosh Parks, WTI will
develop and/or gather drawings, preliminary utility requirements,
preliminary power requirements, catalog cuts, material samples and other
information to describe the nature, quality, and scope of the project.
.1 WTI will furnish two (2) sets of drawings and outline specifications at
the end of design development.
.2 WTI will provide an updated opinion of probable cost.
C. Client Responsibilities
C.1 Oshkosh Parks will review and provide written comments on drawings and
outline criteria provided by WTI.

Oshkosh Parks will provide surveys, record drawings, geotechnical
investigations and/or other such investigations that WTI may require to
properly execute the work.
Oshkosh Parks Civil engineering of roads, walks and potable water, sewer
and electrical utilities.
Oshkosh Parks will provide written authorization of splash pad shapes,
depths and finishes at the 50% point of design development.
3. CONSTRUCTION DOCUMENTS
A. Description of Services
WTI will prepare drawings and specifications to properly describe and fix
the nature and scope of the work. These documents will be suitable for
Health Department and permitting agencies review and for competitive
bidding purposes. The drawings will include the following:
A.1 Splash pad Elements
.1 Splash pad layouts and dimensions
.2 Splash pad deck equipment, locations and schedule
.3 Splash pad sections
.4 Splash pad details
.5 Supply and drain piping
.6 Splash pad mechanical equipment, piping and layout
.7 Hydrostatic relief valve
A.2 Engineering Development
.1 Structural engineering of splash pad.
.2 Electrical engineering, including lighting and power distribution, splash
pad, grounding and bonding of splash pad metals per Article 680 of the
NEC Code, disconnects and motor starters for splash pad filtration
equipment.
A.3 Preparation of required specification sections; including the following:
.1 Division 13-Splash Pads
A.4 Correspondence with the State of Wisconsin Department of Commerce for
splash pad related reviews and approvals.

A.5 An updated opinion of probable cost will be prepared at approximately 90%
construction documents.
B. Deliverables
B.1 WTI will provide Oshkosh Parks with a progress/coordination set of
drawings and specifications at the, 75% completion point.
B.2 WTI will provide Oshkosh Parks with a complete set of original,
reproducible plans and specifications in a form adequate to secure
competitive bids.
B.3 WTI will provide Oshkosh Parks with two (2) complete sets of documents
as described above, for Oshkosh Parks reference purposes.
C. Client Responsibilities
C.1 Provide front-end specifications and specification format if applicable.
C.2 Provide any special sheet sizes or formatting requirements for drawings.
C.3 Document reproduction and distribution.
C.4 Written review and acceptance of contract documents.

C.6 Site civil engineering, including development of pedestrian walks, vehicle
access, drives and parking, storm and sanitary sewers (including
backwash hub), grading and drainage, design of site structures, primary
gas, water and electric service entrance.
C.7 Plumbing (fresh water) systems
TASK IV: BIDDING/NEGOTIATION, CONSTRUCTION ADMINISTRATION AND

PROJECT START-UP
BIDDING AND NEGOTIATION
Description of Services:
WTI will provide the following services during this phase:
A.1 Answer questions during the bidding and contract negotiations.
A.2 Develop proper and timely addendums as required.
A.3 Review all bids with the Oshkosh Parks.
A.4 Assist in the interview of the final contractors if requested by the Oshkosh
Parks.
A.5 Attend pre-bid conference if requested by Oshkosh Parks.
B. Deliverables
B.1 Addenda and supplemental drawings as required.
C. Client Responsibilities
C.1 Oshkosh Parks will maintain a plan holder's list during the bid time frame.
C.2 Oshkosh Parks will provide a location and time for the receipt of bids, and
a room for the reading of bids, if applicable.
C.3 Oshkosh Parks will provide WTI with copies of bid results.
CONSTRUCTION ADMINISTRATION
A. Description of Services:
WTI will provide the following construction administration services,
specifically:
A.1 Reviewof all requested shop drawings.
A.2 Assistance with contractor construction coordination issues.
A.3 General consultation for splash pad park construction.

A.4 Resolve Wisconsin Department of Public Health questions and comments
during construction.
A.5 Participate in meetings with contractors, consultants, and the Oshkosh
Parks. The frequency of the meetings is anticipated to be monthly.
A.6 Make final inspection, review the contractor prepared punch list and follow-
up through completion of punch list.
B. Deliverables
B.1 WTI will provide pre-construction meeting minutes.
B.2 Preparation of field orders and supplemental information.
B.3 Preparation of field reports.
B.4 Preparation of change orders.
B.5 Review of contractor application for payment.
B.6 Review, mark-up and distribution to Oshkosh Parks of punch list.
C. Client Responsibilities
C.1 Review and comment on project information and needs.
C.2 Collection of contractor insurance and bond forms.
C.3 Collection and review of contractor lien waivers
PROJECT START-UP
A. Description of Services
WTI proposes to furnish the following:
A.1 Review and edit splash pad area operating instructions provided by the
contractor.
A.2 Continued consultation during the start-up process.
A.3 Follow-up on splash pad operations during the first year.

B.'I WTI will provide one (1) copy of reviewed and corrected operating
instructions, as prepared by the contractor.
B.2 WTI will issue field reports documenting start-up discussions and issues.
C. Client Responsibilities
C.1 Attend training sessions conducted by the splash pad contractor.
(3.2 Assist in the preparation of the punch list.
C.3 Initiate and accept procedures, including insurance, keying, chemical
deliveries and other facility requirements.
TERMS AND CONDITIONS
A. Fees for Professional Services
A.1 The fee for professional services described in Task I through Task III
above is a stipulated sum of ........................ $15,500.00
A.2 The above fee does not include services related to site specific permitting
such as wetlands, Corp. of Engineer requirements, municipal storm water
control or retention permits or State Department of Natural Resources
requirements.
A.3 The form of agreement for these services will be the AIA B141 "Standard
Form of Agreement Between Owner and Architect" - 1997 Edition.
B. Site Visits/Meetings
B.1 2 trip(s) for schematic design/design development
B.2 2 trip(s) for construction documents
B.3 1 trip(s) for bidding/negotiations
B.4 4 trip(s) for construction administration
B.5 1 trip(s) for start-up services
Trips are interchangeable between tasks. Additional meetings or tasks
not included in the scope of services shall be reimbursed at our current
hourly professional rates.

D. Reimbursables
D.1
Reimbursables are in addition to the base fee, and consist of normal
project related business costs including printing/reproduction costs,
shipping charges (express mail, etc.), travel and travel related expenses,
and are invoiced at 1.15 times cost.
E. Invoicing
E.1 WTI will invoice professional fees monthly on a percent complete basis
throughout the project.

Project Requirements
The following information, records and electronic media will be provided to
WTI at no cost:
.1 Auto CAD files of building and site work being prepared by others
.2 Copies of geotechnical investigations, surveys, and programming
information
.3 Complete set of plans and specifications of the building and site bid
documents
The project architect agrees that any published photos or descriptions of
the project, which include reference to the splash pad work, shall include
WTI as the splash pad consultant.

G.3 As part of WTI's quality assurance program, WTI will contact the Owner
regarding services provided by WTI.
OPTIONAL SERVICES (NOT INCLUDED IN BASE FEE)
1. CONSULTING SERVICES
WTI offers a variety of consulting services in the areas of operations and
marketing of splash pad facilities for both public and pdvate sector clients.
Scope of services can be specifically designed to meet your planning needs
while keeping within your budget. Our staff of consultants is experienced in the
operations and management of splash pad facilities of all sizes and is
recognized as innovators in the splash pads industry.
A.1 Community Education and Consensus Building
To ensure the acceptance of a new splash pad facility or to build support
for the rehabilitation of an aging facility, a comprehensive community
education and consensus building campaign is imperative. Many projects
are abandoned when they fail to gain the support of the community or
governing body. In most cases, this is because the community does not
truly understand the goals, objectives or scope of the project. WTI can
guide the client through this process by working with your staff or board on
the development of a Community Education and Consensus Building To
ensure the acceptance of a new splash pad facility or to build support for
the Campaign.
A.2 Referendum Assistance
WTI can assist you in increasing public awareness of your project goals.
Through presentations to community groups, public information brochures
and other media, we can provide you with the guidance and experience to
effectively convey your ideas.
A.3 Budget Development Pricing/Policy Development
Developing the budget for a new facility can be a complicated chore for an
agency that has not owned a splash pads facility before. WTI's consultants
are experienced in the public sector and understand the need to work
within a limited budget. We can help you to get the most for your
marketing dollar.
A.4 Marketing/Public Relations

A comprehensive approach to the marketing and promotion of your facility
is necessary to its success. WTI can assist you in the preparation of your
marketing plan and its implementation. WTrs consultants are experienced
in the public sector and understand the need to work within a limited
budget.
A.5 Corporate Sponsorship Campaigns
Corporate sponsorships and in-park advertising can enhance your facility's
bottom line. WTI can work with your staff in the development of a
corporate sponsorship campaign that will not only increase your revenue,
but also provide for membership incentives and premiums.
A.6 Theming/Furnishings/Sign Plans
WTI can play a valuable role in the selection of colors, theming, furnishing
and the sign plan for your facility. These components of your facility all add
to your customers' satisfaction and their length of stay. A happy customer
returns to your facility and often brings others along. We can help you to
maximize their enjoyment while still adhering to your budget needs.
A.7 Operations/Staff Training
From the development of your staff manual to actual "hands-on" training,
WTI can work within your budget to create a winning team for your facility.
If this proposal meets with your approval, please sign and return both documents to our
office. Upon receipt of them, we will sign and forward one (1) document to you. This
ensures that both your office and ours will have an original, fully executed document on
file. Your acceptance will serve as our notice to proceed. WTI appreciates the
